Cllr Jane Austin, opposition leader on Waverley Borough Council, says: Last October I was approached by Godalming resident Steve Dally, who was at his wits end. For nearly 4 years he and his wife had been fighting Waverley Borough Council’s planning department after being charged a huge levy of £72,000 in CIL (Community Infrastructure Levy) for his home extension.CIL is a tax on developers to contribute to local infrastructure growth. Residential homeowners, self builds and extensions are exempt; if the net area increase is over 100 m² in some councils you need to fill out paperwork confirming the exemption.

00:00I'm Councillor Jane Austen, leader of Waverley's Conservative Council Group.
00:05Now, there is a major issue unfolding at Waverley Borough Council relating to SIL, Community Infrastructure Levy.
00:13We have been contacted by 20 homeowners and counting.
00:17They've been charged massive amounts of this levy, between £40,000 and £235,000.
00:25And it's designed for developers, this legislation.
00:27If you're a homeowner, you fill out the right form, you're exempt.
00:32This has been utterly traumatising for these people.
00:35Some of them have had to sell their homes to find the money to pay the levy.
00:40And what's unfolding is that pockets of this are happening across the UK.
00:46Now, we need to get the legislation changed nationally, but locally, what's happened to these people is completely unjust and unfair.
00:53These people need and deserve their money back from the council.
00:57So I can tell you more.
