00:00After skipping the second hearing into the arrest of former President Rodrigo Roa Duterte,
00:06several officials were present for the continuation of the Senate Foreign Relations Inquiry.
00:11But nearly three hours into the hearing, Justice Secretary Jesus Rumulia could no longer hold back his frustration towards some senators.
00:21Tension rose after senators questioned the Philippine National Police, or PNP,
00:26regarding the process that led to the arrest of former President Duterte.
00:31In his defense, Secretary Rumulia said that due process was followed before the arrest order was issued,
00:38stating that the case underwent seven years of investigation.
00:43He also stood firm that a legal process was observed throughout.
00:48A heated exchange also ensued over the issue of extradition.
00:52Secretary Rumulia argued that extradition was no longer applicable,
00:57pointing out that the Philippines has already withdrawn from the International Criminal Court, or ICC,
01:03and thus no longer has an existing treaty within or with the tribunal,
01:08an exit initiated during Duterte's administration.
