00:21that the arrest of former President Rodrigo Duterte followed due process.
00:25During the Senate hearing yesterday, the lack of a court order from a Philippine court before
00:29the former president was arrested was raised.
00:32Butuyan explained that a domestic judicial authority has no power to question an arrest
00:36warrant issued by an international body such as the ICC.
00:40The only thing it can do is to identify the subject of the arrest warrant and ensure that
00:44their rights were respected.
00:46These rights were said to have been given to the former president.
00:49Butuyan also
01:19pointed out that the arrest of the former chief executive was not warrantless because
01:49the former president received a diffusion notice or a red notice when he was arrested.
