00:00In Italy, there are almost 10 million unoccupied houses, but many people do not find a home.
00:12Not because there is no demand, which, as I said, is constantly increasing,
00:16but because the owners are afraid of renting, afraid of not perceiving the rule of law,

00:31The consequence is that many owners prefer to keep their property empty,

00:37So the proposals that we, the tenants, who have been dealing with this for 27 years,
00:43have advanced to solve these two criticisms,
00:46are simple but easily applicable proposals that could unlock the market.
00:53The first is to make rental contracts more flexible,
00:57through the increase of cases in which the transitory contract can be applied,
01:03with a contract up to 18 months.
01:05The second is to give the registered rental contract,
01:09and therefore with a certain date, the value of the executive title,
01:12so as to allow the owner, at the end of the rental,
01:16to be able to return to the possession of the property in short and certain times,
01:20and not to have to endure long evictions with long, unacceptable and uncertain times.
01:26These are two easy-to-apply solutions that could unlock the market,
01:32bring more real estate and give answers to those who are looking for a home and cannot find one.
