00:00House Appropriations Committee Acting Chairperson Stella Quimbo admitted that there are blanks in the BICAM report of the 2025 National Budget

00:10but none in the Enrolled Bill passed by the President.

00:13She also insisted that even though there are blanks in the report,

00:16the funds for all items in the budget have already been allocated before being signed by the BICAM members.

00:26It's true that there are blanks in the BICAM report of the 2025 National Budget that was passed by the Congress.

00:34According to her, Marikina Representative Stella Quimbo, Acting Chairman of the House Appropriations Committee.

00:41But we do acknowledge that there are blanks in the BICAM report that were signed by the BICAM and ratified by the government.

00:49Yes, so notwithstanding any typographical errors or any adjustments that are needed as a result of amendments,

00:58I authorized the technical staff of both House and Senate to make all of these necessary corrections.

01:08But Quimbo said that even though there are blanks in the report,

01:11the funds for all items in the budget have already been allocated before being signed by the BICAM members.

01:23based on the omnibus motion in the BICAM report.

01:27All of the corrections that were made by our technical staff are just ministerial.

01:34Meaning, it's just a calculator activity.

01:39They don't have discretion anymore because everything has already been decided by the BICAM members at the point of signing.

01:47But the media asked Quimbo...

01:50Is there typographical error when you filled in the blanks?

01:54There are some. There are some typographical errors because some of them are visible.

02:02The technical staff of the omnibus motion was allowed to fill in the blanks.

02:09And there is another omnibus provision in the BICAM.

02:13In case the printed version and the BICAM report are different, the printed version will prevail.

02:23Quimbo said that there are no blanks in the 2025 budget for this to be an enrolled bill.

02:30It is legal. It is truly enforceable. It is valid.

02:34Because our enrolled bill, meaning the general appropriations bill that came from Congress, is complete.

02:45There are no blanks. So that's basically the reason for why the basis of the GAA is also complete.

02:54Quimbo said that there is no basis and that the 2025 budget is only based on politics.

03:00We are trying to get the permission of the Malacanang and the Senate on what Quimbo said.

03:04But before, the Executive Secretary Lucas Bersamin said that there are no blanks in the enrolled bill that was brought to the palace and signed by the President.
