west of the city, singling out parcels of land near Kirkstall Road and Armley among

the areas for potential redevelopment. It comes as Labour have committed to building

1.5 million homes over the next five years which could see planning system reform in

order to reach that target. Rachel Reeves identified Kirkstall Forge as a particular

area which could see new homes, with the priority for the government around house building being

to ensure that some of the projects that have been around for a while do get lift off. Although

the Chancellor reiterated that the approach to house building would be brownfield first,

areas in the grey belt could be considered, which are areas designated as greenbelt land

that are unattractive or of low quality.
