00:12Let's listen.
00:15In the middle of dramatic situation, let's say, Florida hurricane and all the poverty
00:20erected in the system before, the moments are difficult.
00:24And history, which is precedes, is inspiring, heroic, that it by itself responds to all
00:32the questions with the always challenge of the phrase that the chief of army taught us
00:39to face the difficulties, yes, we can do it.
00:51It's true, but his ideas are here, and his legacy are here, and Raul is here, and one
00:58part of a historic generation with his feet on the horse, supervising and helping us to
01:06make continuity to the revolution, to remember us, to remind us that in the middle of the
01:10challenges, Cuba has achieved one of the best indicators of human development.
01:16We are here to show what the history has said, that the nation counts on a fundamental
01:23force to overcome all the difficulties.
01:26Raul called it the daughter of our eyes, unity.
01:37In a scenery so difficult as we are passing through, the unity is the principal soul to
01:44resist and overcome.
01:46It's not the unity on the slogan.
01:55We have to criticize that it's the unity from the participation of the people, it's a commitment
02:02to act, to look for a purpose and an ideal, to save the homeland, to keep it and develop
02:10the revolution and socialism, the only guarantee to preserve and to strengthen the social justice
02:17that these people conquered in more than 150 years of fight and that we will not renounce
02:23ever.
02:24All who decide to contribute to this mission can count as indispensable for the revolution.
02:31It's a very legitimate debate, and the confrontation is very useful, but always will be provoking.
02:39Nobody doubts that from that will come out the best decision, the best contributions
02:44dictated for the purpose to overcome difficulties and to go on.
02:51Another thing is the disqualification of each step that we do.
02:56The predisposition, it reflects a preposition that only provokes this mobilization and discouragement.
03:04Cuba lives, works, resists and creates under the bombs a war that has the objective of
03:14the economic activity.
03:15The objective is to surrender the people by starving it under the threat of the policy
03:22of the aggression in which in 1960 the United States Memorandum says that it was trying
03:31to starve the country.
03:33This is the responsibility of the Cuban government and state to challenge that contingency of
03:39a creative moment, and the direction of the country is not resting to face this economic
03:47scenario that is impacting the quality of life of the people.
03:51I know that some people question the use of the concept of war economy, because I'm not
04:03going to use it.
04:04I'm not going to discuss the theory.
04:05I'm only asking, starting from fact and from the hard reality that we live, can we call
04:14economy without any objective the one that is forced to operate with the difficulties
04:22of the financial institution in a world that is independently, that is interconnected?
04:28What definition to give if we have to import food from the United States, which is our
04:34closest trade?
04:36We have to have specific licenses by cash without any credit and in advance what no
04:44other country has demanded.
04:47How can you define the difficult mechanism to get fuel on the persecution to the governments
04:58that are willing to sell them, to deny Cuba the access of products which are 10% of components
05:06from the United States?
05:10Also we have to do everything under threat in case they are known by the United States
05:17to submit the principal enterprises of the country to the trust, because they are included
05:25in the list and have difficulties of financing in everywhere.
05:31These are very undeniable things of a war economy.
05:39There's no other government submitted to an equal war so long and supported by laws of
05:47other countries that gravitate on the economy, like the Torricelli and Herb Burton, which
05:55were set up in order to change the political system in Cuba.
06:02We're living on the conditions that no other country is operating.
06:05How do we call that, convoys?
06:10The complex situation in the country is reflected in all the sectors of the economy.
06:18There's no other sector that is, one of the areas that is more significant is the impossibility
06:24to assure the supply of the products of the basic food basket, the instability of the
06:33power system here in the country, the electricity, and the control of prices, speculative prices,
06:40abusive prices that are limiting the purchasing power of the population.
06:46Apparently, and it has a consequence of the shortages and limitations, the manifestation
06:52of lack of disciplines, social discipline, are also coming out, adding to the problems.
07:01This situation demands implementing right-of-way actions, very supported with the right control,
07:10which should be supported with an education strategy and institutional strategy.
07:17Prime Minister Comrade Marrero presented to this assembly the state of implementation
07:22of the government projections to correct distortions and to boost the economy in the first semester.
07:29And at the same time, he said that the direction that we would concentrate our efforts in the
07:35remaining of the year, which constitutes a summon to work and that we should support
07:42to contribute to concrete results.
07:44It's time to overcome the diagnosis and to go into actions.
07:49We should do what we have to make in place the objectives to prepare better the people
07:56that are supposed to carry out these instructions, ordering the actions not to be left in the
08:09discourse and also to control the corrections and the adjustments with the feedback.
08:18In relation to our responsibility in this uncertain scenario of the economy, we have
08:24to recognize that trying to comply with the policies of the eighth Congress of the party
08:34and to create the creation of the private companies, we acknowledge that there were
08:45no conditions, the proper conditions, to do this on a favorable result.
08:53The future controls that we carried out afterwards, we proved that these processes did not correspond
09:02to what the state wanted with the transparency that an organized society needs.
09:10No violation of the legality of the country can question the demands coming out of the
09:18errors and distortions of the process.
09:20As we have said in this moment, there should be order and law if we want these laws succeed.
09:30I would like to reiterate that this is not a witch hunt against the private companies,
09:36as some people are saying, manipulate or suggest.
09:41The facing is against the out of control, the illegality, the evasion of fiscal, legal
09:52and frauds, whatever they come from, even the state, be it non-state or state enterprises.
10:09This is a battle against illegality and not against the forms of property and management.
10:16The creation of a non-state forms of management is a result of a policy approved by the Congress
10:23of the party after a popular consultation to discuss the linings of the Congress and
10:31it's our responsibility to make it comply.
10:37The private companies were conceived as a part to support the production of the country.
10:45However, we had a distortion.
10:47One part of those companies have devoted themselves to import things which, even though they solve
10:55problems of the people of Cuba, they don't actually contribute to the development of
11:00the country and the state enterprise, together with the non-state companies, should go on
11:07rapidly, harmoniously, in the productive process of the country.
11:15We have the conviction, and we are promoting it, that one of the most sure ways to help
11:25to increase the well-being of the people is to work from the basis.
11:29We have to start to put order, not only to the non-state companies, because when we talk
11:36about this, we're not talking about the control, but also the vandalization of process with
11:40efficiency for the necessity to innovate, to break inertia, to move in the sense of
11:47the development that is urgent.
11:49The Mipimas Cuban private companies are not conceived only for the non-state companies
11:54area, however, the dynamic of formation of these companies in the sector of a state has
12:00been practically new, despite of the fact of some experiences, healthy experiences.
12:07I can say some factories that were actually inefficient, and when they were transformed
12:15to the new form of management, the same thing happened with the sector of communication.
12:24The Mipimas are designed for the enterprise of high technology, to take advantage of the
12:30capacity, and I call to the attention of the negative tendencies that we should face in
12:37the society, and to what I referred recently in the off-day plenum in the Congress of the
12:42Party.
12:43The government of the United States, the extreme far sectors of the counter-revolution, in
12:50their offensive, they are actually promoting an insecurity scenario in favor of their destabilization
12:58proposals.
13:01The action of the Minister of Interior of a justice organs together with the people
13:06has allowed, in the last years, to discover, to prevent, and to face multiple crimes, and
13:16that have been possible with more rigor in the sector of crime, penitentiary, and in
13:25the case of accused, sanctioned for crimes of high social delinquency.
13:33Despite of that, the situation of crime, corruption, the illegalities, and social indisciplines
13:39are complex, and are also characterized, and also in the same context of the situation
13:48that we live in.
13:49Army General said once that the struggle against corruption cannot be lenient, and we have
13:56to be impeccable against those illegalities.
13:59This call is still vital, and we have to strengthen that to promote the more honest, honest, and
14:08dignified activities.
14:13We also have to strengthen the work of education.
14:19We have to improve the mechanisms of the popular force, and also the responsibility of officials.
14:32We have to also work in the discovery of crimes, following the duty and the guarantees.
14:41We have heard today the presence from Levapaz, and we have seen that they have contributed
14:51to the supervising the problems.
14:55What is the proposal to face in other way?
14:58Today, it is actually needed to contribute with ideas and solutions that involve the
15:03whole society in the facing of the crime.
15:07If one country has experienced, and that is Cuba, tolerance zero to those who are taking
15:12advantage of the difficulties, of the economic difficulties, to enrich without contributing.
15:18Tolerance zero to those people that are actually supporting crime, and also, if law has to
15:25be severe, this assembly will have to decide, because this has to be that, and a small
15:31nation that has faced with courage to the greatest power of the history will not let
15:39itself conquered by delinquency.
15:47Comrades, the months so far have shown with clear a very serious scenario in 2024, when
16:00more visibles are threats to peace by the political order, international order, with
16:07the contradictions and with their unjust nature, which promotes this inequality, the polarization,
16:15a gross concentration of wealth, more exclusive.
16:22The primacy of one power that is dictating his will in the globe is actually leading
16:30to dead-end.
16:31It is what happens when you try to put the world in two options, sovereignty or surrendering.
16:39That philosophy, it is those who are subordinated to the dictations of imperialism are awarded,
16:47while the nations that are defending their rights to development in a world are attacked
16:54and blockaded.
16:55Diplomacy has been abused and is all the time less considered to resolve the greatest conflict.
17:07It is paradoxical, indignant to see how one after all important events, international
17:15events are happening once after all, and high-level meetings with different characters in different
17:20parts of the world at the same time, at the side of everybody, the crime of genocide against
17:27the Palestine people is an affront to humanity that while millions of people are mobilizing
17:34in all latitudes against that holocaust, the so-called international community representing
17:40those millions of people of the world in their global organisms are incapable of stopping
17:46this massacre only because the genociders are actually taking, receive the complicity
17:54of the United States government and other powerful governments allied to annexionism.
17:59In this complex scenario, in which I have described very briefly, the Cuban revolution
18:07has continued to strengthen its bilateral link with other countries.
18:12We have intensified contacts with several governments also to change our political ideas
18:19in defense of the peace, as to intensify commercial trade links and to evade, blockade, effects
18:28and explore economic opportunities of mutual benefit.
18:34We continue to identify ourselves with the just cause and we have offered the country
18:38as a space of dialogue and deliberation to do that.
18:44In April, together with the international progressives, it was celebrated in Havana
18:49an international congress to mark the 50th anniversary of 1974 in the United Nations
18:59of resolution that gave origin to new order, international order.
19:03This step that was promoted at that moment for the non-allied countries and the group
19:09of 77 marked one of the most transcendental efforts of the countries of the world to continue
19:18the battle against colonization.
19:20We wanted to avoid that this anniversary was forgotten at the same time that developing
19:29countries and as a reminding, the majority of the inhabitants of the planet, we actually
19:38carry the burden of the economic measures and financial measures established by the
19:43same powers that condemned us to underdevelopment through colonialism, through slavery and through
19:51the plundering of our resources.
19:55Here I stop to share with you ideas which I think are of value.
20:00For that, I take fragments of a recent reflection about colonization and education of the young
20:09president of the Casa de las Américas and I cite, the cultural colonization is a phenomenon
20:17which is very important to reflect, to think permanently and that involves the whole humanity
20:24because it affects in particular to the people of the south.
20:28We are submitted to say pseudo-cultural products through which they would like to impose a
20:36society model based on individualism, vandalization, the call to trivial things, to say in the
20:44phrase, to live in the moment and give little credit to future.
20:52The cultural colonization is truly crucial, the fight against that is crucial and has
20:57to be analyzed systematically to generate in our communities the antidotes necessary
21:05to contrast this poison that we see associated to expressions that are intolerant, totalitarian
21:12and let's say neo-fascist, end of quote.
21:18Why do I am choosing this reflection apparently far from the situation that we are facing?
21:25Because the day that we forget that the humanity conscience is a fundamental support of a socialist
21:31society that looks above all, all the spiritual richness of the people who would be betrayers
21:39of Marti, Raul, Fidel, Che and all those who spend all the last cent of their saving and
21:47to go to fight against the walls, military walls of Fulgencio Batista to construct a
21:54human destiny for Cuba.
22:06This endeavor explains why because, why the funds that we have to decide, we have to devote
22:16to a different sectors of culture education which help to support the soul of the country
22:24that in countries, countries in development depends on those expenditures.
22:31We celebrate in Havana a new addition and people that are actually worried about
22:44the colonization, the monopoly of the communication and also the emergence of fascist currents
22:52and neo-fascist that are actually spreading at the eyes of everybody.
22:58This does not prevent us from being involved in activism with emphasis in the region but
23:05with the presence in a more active presence which are new for Cuba like the BRICS and
23:12the Eurasia.
23:15We continue to comply with the commitments, international commitment especially we have
23:19kept the cooperation, medical health commitments and cooperation that we have and the discredited
23:35plan by the United States against the medical service of Cuba appealing to threats against
23:42governments, sovereign governments that are receiving these benefits.
23:46The lie and the campaign to promote these campaigns are methods that are part of imperialism.
23:53The more scandalous method is a list of the Department of State about countries that allegedly
24:00promote terrorism where Cuba had never supposed to be there.
24:05We are victims of terrorism but that list is not actually rewarding other terrorists
24:16with impunity.
24:19The intelligence agencies of those countries and the world can confirm that Cuba does not
24:24promote terrorism but this lie is a fabrication, a dishonest fabrication conceived to strengthen
24:32the economic blockade and beat even more the life of the Cuban people.
24:38That's why this provokes so much rejection because dozens of governments in Latin America
24:43and the Caribbean are actually claiming to the United States to end this lie and injustice.
24:50Also they tell us that we are actually groups, social groups inside the United States are
25:03also claiming deputies in the Latin American region and Caribbean polarization has strengthened
25:13the division of society when solidarity should be multiplied before the increasing inequality.
25:22The ultra far right is actually taking advantage of polarization that is provoked by the models
25:29of neoliberal models and their failures through manipulation and lies.
25:34They try to influence government and to try to stop the social advance.
25:44Cuba has denounced the permanent intent of generating violence in Venezuela and the interference
25:50act in their interior problems which besides they haven't been able to defeat the Bolivarian
25:56revolution.
25:59We hope and we actually foresee a victory of Nicolás Maduro in the next presidential
26:07elections.
26:13We have kept the position to defend the peace in Colombia in our conviction of guarantor
26:20the talks with the warring parties also to the follow-up to the fulfillment of the accord
26:30with the FARC from Cuba.
26:31We continue promoting solidarity and cooperation in Latin America and the Caribbean.
26:36We defend the strict fulfillment of non-intervention either direct or indirect in the internal
26:43affairs of any country but also support without any condition those governments, progressive
26:49governments that can revert centuries of injustice in our region, compatriots.
26:56We are actually touring Cuba.
26:59We go municipalities by municipalities and I can assure you that we have been witness
27:04of experiences, some admirable experiences that talks about everything that can be done
27:10in the most difficult circumstances.
27:15What we have toured have shown us that Cuba counts with women and men that can overcome
27:23the United States blockade.
27:25We have seen crops.
27:27We have seen that before they were actually plagued with wilderness.
27:34We have seen spaces that have been used favorably.
27:38We have seen enterprises that have a belonging sense filled with an enthusiasm to continue
27:48with efforts to solve the problems and that they rule out the word defeat from their vocabulary.
27:58One of the most important questions that should worry us is how can we convert, turn those
28:06experiences in tendency in an atmosphere of success that is generalized across the country.
28:17How can we take the experience of these places, the agricultural enterprise Catorza de Julio
28:26which has complied with the last harvest, sugarcane harvest, how can we take those experience
28:41of these companies that we have visited, the agricultural products producers who are deputy
28:49in this assembly, in Placetas, Javier Gonzalez, the family of Juan Carlos in the sugarcane,
29:00the brothers in the CC, the twin brothers, the producers of Rasul Castaneda, of the agricultural
29:10enterprise, also the producers in the Isle of Pines, in the Isle of Youth, and also the
29:18agricultural companies, the agroponics that constitute an example of cooperation between
29:24an enterprise company and the armed forces in Cuba.
29:29The performance of state enterprises, the enterprise, the private companies like, which
29:37are contributing with solutions, the heroic workers of a termoelectrical, only to just
29:46mention a few examples of those companies that are actually advancing to prosperity
29:51with their own forces that are today exception but one day will be generalized that have
29:59the right and the possibility to realize the dream in Cuba.
30:15Of course, for this response to arrive, there are many Cubans and that from their places
30:23that correspond to us as citizens, we should behave with efforts, with discipline and with
30:31a conscious of what is needed to guarantee projects to prosperity for the wonderful youth
30:39of Cuba.
30:41There is a potential, an invaluable richness in the productive forces, in the capacity,
30:47innovation capacity, this quality, innate quality that we inherited from the Mambices
30:55and we have provoked and made us all accomplish all victories.
31:02The philosophy from Fidel Castro of the confidence in the people to trust, as we have said before,
31:25none of us in solitary know or learn more than all of us together.
31:32To overcome the highest obstacles with intelligence, even with wisdom, is not for us an unknown
31:41experience.
31:42Experience is full of events, but if we have to mention some recent events, let's remember
31:49how the Cuban scientists saved a whole people from the effects of COVID-19.
32:09That is something that we succeeded in doing, that many times have been told, even if we
32:16tell it many times, it will never stop creating all.
32:25It's so much pride that we take all the efforts to take that example to all the sectors of
32:31the country.
32:35They denied us the oxygen and nobody should forget this that happened when the COVID-19,
32:46we were threatened by a blockade of more than 60 years that boycotted life in all areas
32:50and that looks for closing all access.
32:55Besides that effort that somebody, a friend of Cuba said that it was a genocide, despite
33:02of that, we are still living and we're working.
33:05What can we not do without the thunder, without this?
33:12We have to learn every day that from the knowledge that we have to have a thinking
33:18full of ideas, but also capable of standing up is a premise without which it would be
33:26difficult to advance.
33:29It's a duty of each one of us to make the best use of the resources that we have to
33:39keep awake, to keep our thinking awake, to overcome the diversities.
33:46We are in the middle of a planet that is actually giving signs.
33:53We have to look for this sensibility inside Cuba is not defeating us.
34:04The day that we forget that the pain of everybody, that day humanity, the humanity of evolution
34:11will be endangered, which was born to give a revolution that is putting us over the egotism
34:22of in the difficult times.
34:28There are people that are discouraged.
34:31There are people that are weak.
34:33There are people that betray.
34:36There are people that desert.
34:37Fidel said that this happened everywhere and in every revolution.
34:42But also he said that this in the difficult times when the men are approved, men and women
34:49are approved.
35:02With his words he told us that difficult times are the best measure of each one of us.
35:09From this truth we should feel pride for the immensity and nobility of our women, of
35:19our children, of our adolescent youth, elderly, and each protagonist and above.
35:37And this hour, which is characterized by combat, has represented the capacity shown by people
35:46and even capacities that are not even known of the people to face shortages, provocations,
35:52and challenges.
35:55We have the spirit so much integrated that it does not know the mobility and to support
36:02without moving.
36:03The spirit of the Cubans is of intelligence resistance, is to create something against
36:08the current.
36:10We talk about not being conformists, to go on to new horizons, to continue doing without
36:17listening to voices of the...
36:20The Cuban does do the act of impossible, as Fidel told us, is worthwhile living and battling
36:27and struggling.
36:36The best lesson of this hour is the bigness of a people that has been born of its pride
36:45because of rebellion and the sense of dignity and what it means to have to be victorious.
36:55In the few hours of 71 years of the assault of the Munkara garrison, which were the engine
37:04of the revolution of Raul Ramiro, we congratulate the people of Sancti Spiritus and all Cuba
37:19for its heroism and resistance against the empire and also because of the rebellious
37:25nature in front of the errors, distortion, and negative tendencies that once and for
37:32all show in this very winding road to socialism.
37:38This generation committed to the continuity of a revolution of the humble, the humble
37:46for the humble, will struggle so that we all reach sooner than later a prosperity,
37:54an inclusive prosperity that no one gets disprotected.
37:59For that we work, battle then or death, we will overcome.
