The University of the West Indies and the Ministry of Public Administration have signed a Memorandum of Understanding, towards establishing a learning and development programme designed specifically for members of the Public Service. The initiative is the brain-child of the Ministry, which is tasked with creating an efficient and responsive public service.

00:16which is tasked with creating an efficient and responsive public service.
00:21The MOU is for initial three years,
00:25and the first cohort will target 3,000 public officers
00:31at various levels across the service,
00:34including senior executives and mid-level managers
00:39in areas such as policy development, leadership, and conflict management.
00:45And we will also work with the Ministry to review needs analysis data
00:51and develop a proposal to address the needs through training intervention.
00:57The Minister of Public Administration, Alison West, says
01:00the decision was taken to bring academic institutions into a formal arrangement with the Ministry,
01:06as the Ministry had found it impossible to meet the demands
01:09of upskilling and training all public and civil servants.
01:13For example, over the last five years,
01:16the average number of persons we have trained in the public service is about 500 a year.
01:22And when you take account of the fact that we have 40,000 civil servants and 60,000 public servants,
01:35and you do the rough math, you will realize that if we train people sequentially,
01:40we would not be able to offer training opportunities more often than once every 10 years,
01:45which is completely untenable.
01:47The Minister says under this new arrangement, 9,000 people should be trained each year.
01:53The Ministry is also seeking to bring UTT on board.
01:57Minister West says the goal is to get the public service running optimally,
02:01something she notes cannot be achieved until and unless public servants are operating optimally.
02:09One of the things we are seeking to do next year, 2025, as I keep reminding my project team,
02:17is to roll out our electronic human management system.
02:22And one of the things that that will do is to allow public servants working with their supervisors
02:30to chart their career.
02:32And as they chart their career, they will determine what type of training they need.
02:39So this will mesh perfectly with the program that we are about to embark on with the university,
02:45where people know where they want to head, what training is required, and where they can get that training.
