00:00Lawyer Philip Koh has defended Pasir Gudang MP Hasan Karim's view that the federal government
00:08should treat Johor as a partner.
00:11He said the state had a unique status in colonial Malaya and has always been treated differently
00:15by the British government.
00:17Koh cited the English Court of Appeal case of Miguel v. Sultan of Johor in which the
00:22Sultan successfully argued that the UK courts had no jurisdiction over him due to his status
00:27as an independent sovereign ruler.
00:30Hasan previously expressed his support for Johor Regent Tunku Ismail Sultan Ibrahim's
00:34call to treat Johor as a federal partner.
00:37He also said Tunku Ismail's view had constitutional, political and historical validity.
00:43However, lawyer Hanif Khatri Abdullah disagreed, saying that all Malayan states, including
00:48Johor, were parties to the Federation of Malaya Agreement 1948.
00:54He also said those documents did not confer on Johor any special position.
