Royal Oak residents upset with plans for new apartment building

Residents in one Royal Oak neighborhood are upset over plans to build a new apartment complex near their homes. The city commission will vote Monday night on finalizing a proposal to build the 42-unit complex along Rochester Road at 14 Mile.
