00:11 She is the epitome of what a woman in our modern times is.
00:16 Let me introduce with my proudest moment,
00:19 Mayor Joy Belmonte.
00:20 Good afternoon, Mayor Joy.
00:22 Good afternoon, Attorney Leah, and good afternoon
00:24 to all of our listeners and viewers in today's show.
00:28 Growing up, I've always heard about the Belmontes.
00:32 I've always heard about the politics behind Quezon City.
00:36 But I've always believed that good leadership would always
00:40 be effective in how we see the kababayans in the jurisdiction.
00:45 So my question, my first question to you, Mayor Joy,
00:48 is, gusto niyo po ba talaga maging mayor when you were
00:51 growing up?
00:52 Or was it passed on to you by your parents
00:56 or by the people that you love?
00:58 Who is Mayor Joy po talaga while growing up?
01:02 Well, Attorney Leah, actually, very interestingly,
01:05 yung aking pangarap nung bata pa ako ay maging isang
01:08 archaeologist.
01:09 And in fact, yan din po ang inaral ko in school.
01:12 I studied social sciences at the Ateneo.
01:16 And then wala pong kasing kurso ng archaeology sa Pilipinas.
01:19 So I had to apply to study this course abroad.
01:22 And I came home, and I was a practicing archaeologist.
01:25 And you will be so surprised.
01:27 Anong kinalaman ng archaeology sa politika?
01:30 It's because when I was practicing--
01:33 and of course, for those who don't understand what
01:35 archaeology actually is, it's a science that studies the past,
01:41 ano yung mga nakaraan, batay doon sa material culture
01:44 or yung mga remains or artifacts ng nakaraang mga
01:47 sibilisasyon.
01:49 So I'm sure many people have seen the Discovery Channel
01:52 at nakakita sila ng mga archaeologists na kumukut-kut
01:55 sa lupa.
01:56 Actually, yan ang ginagawa namin.
01:57 We dig in order to find remnants of the past.
02:00 And that's my passion, and that was my occupation
02:03 in my earlier years.
02:04 And nagkataon, I guess it's not something that people really
02:08 value in our country.
02:10 Kaya nga, sometimes they say, oh, Filipinos have an identity
02:13 crisis, or they don't know what their history really is.
02:16 Mga ganyan.
02:17 And so part of my job is to try to unearth kung ano ba yung
02:21 kasaysayan ng Pilipinas bago doon mating ang mga kastila.
02:25 Para pwede rin tayong magkaroon ng sense of national pride
02:28 because we were something before the Spaniards came
02:30 and had written languages.
02:32 But in the course of doing my job,
02:35 kailangan namin makipagsalamuha sa mga,
02:37 I would say, municipal mayors, mayors, local governments.
02:40 And there was one time that I went to a local government
02:44 at pumila ng mahaba para may paliwanag sa mayor kung ano
02:48 yung trabaho namin at kung pwede niya kaming supportahan.
02:50 And that really struck me, yung experience kaya yan.
02:54 Because pagdating ko sa mayor, hindi siya interesado.
02:57 The time that I did this, my father
02:59 was mayor of Quezon City.
03:01 And I realized wala akong interest talaga sa politika,
03:05 actually, before.
03:06 And although my father was the mayor,
03:10 hindi po kami yung type ng pumpamilya na kailangan
03:12 i-pass on, or dynastic kind of family.
03:15 Hindi talaga.
03:16 Walang pressure on the part of my father to pass this on to me.
03:19 Walang pressure on my part to be a politician.
03:21 And I have three older brothers, none of whom are politicians.
03:25 But it was that time that I realized to myself
03:28 that siguro maraming mga katulad ko, mga taong may
03:31 mga gustong gawin na mahalaga naman,
03:33 gustong sabihin na kailangan mapakinggan.
03:36 Pero not all leaders value the voices of everyone,
03:41 or value the things that are important to everyone.
03:45 And then at that time, my father was graduating
03:48 as mayor of Quezon City.
03:49 And I thought to myself, maybe I should
03:52 try to run for public office since my father had
03:55 a good reputation.
03:57 And baka naman, isa sa mga dapat kong gawin
04:02 is umupo para mabigyan ko ng halaga ang mga bosses ng iba.
04:09 Mabigyan ng halaga yung mga bagay na mahalaga sa ibang tao.
04:11 Pero sa mga nakaupo, ay binabalewala nila.
04:15 So how interesting that it had nothing
04:17 to do with my father or what it was a very personal experience
04:21 as my job as an archaeologist that made me want to serve.
04:25 Mayor Joy, you said a very interesting thing earlier
04:29 about unearthing the past, knowing
04:31 the kasaysayan of our country.
04:34 Do you think it is relevant in your position
04:37 right now to learn from the past and actually use it
04:41 for the present and our future in terms of governance?
04:44 Yes, definitely.
04:46 Ngayon, yung interest ko in archaeology, syempre na,
04:50 sa tabi muna.
04:51 Although some of my programs have
04:53 to do with setting up museums, giving value
04:56 to culture and the arts, nandiyan nakikita yung aking initial
04:59 interest in cultural development.
05:02 Pero napikita ko rin na in governance,
05:05 you really have to learn from the practices of the past.
05:09 And that's one reason why when I became mayor of Quezon City,
05:12 isa sa mga nalaging layunin ko is to be a reform
05:15 oriented mayor.
05:16 Nakita ko na yung mga kinagisnan,
05:19 yung mga gawain ng pamahalaan na sinasabing traditional
05:22 politics, hindi talaga tunay na natutugunan yung mga
05:26 pangangailangan ng taong bayan.
05:28 Yung mga sinasabing kinagawian, hindi siya sapat.
05:33 Kaya I became a very progressive and very reform-centered
05:38 mayor.
05:39 Naging mahirap siya, aaminin ko Atty.
05:42 Leah because marami kang magiging katrabaho,
05:45 lalong-lalong nasa local government.
05:46 Na sanay na sanay na sa dating gawi,
05:49 ayaw na magbago.
05:51 Yung status ko okay na sa kanila.
05:53 Pero para sa isang katulad ko na gustong gusto na maibigay
05:58 lahat ng mga servisyo sa taong bayan,
06:00 mapakinggan lahat ng mga boses,
06:02 at magamit ng wasto at tama yung kaperahan ng lungsod,
06:07 eh hindi po pwede yung dating gawi.
06:09 Kailangan talaga magbago tayong lahat.
06:11 Was it difficult for you, Mayor, na okay, babae ako?
06:16 Ako ang magle-lead sa one of the most progressive cities
06:19 here in the Philippines.
06:21 Was it hard for you na iangat yung sarili nyo sa stigma
06:25 of being compared not only to your dad,
06:28 but also being compared to your other mayor colleagues?
06:32 How was it for you being a woman and a leader, ma'am?
06:36 In the local government scene, dito pa lang sa Metro Manila,
06:40 ang dami na namin mga babae.
06:42 The mayor of Makati is a woman, the mayor of Peguig is a woman,
06:45 the mayor of Manila is a woman, the mayor of Pasay is a woman,
06:49 the mayor of Magdaleno was a woman,
06:52 the mayor of Malabon is a woman, ang dami namin dito.
06:56 Marami rin akong kaibigan na mga babaeng mayor.
06:59 And all over the world, ang daming mga kababaehang
07:02 nakaupo binang chief executives of very important cities.
07:05 Like Sydney, like I think in Rome is a woman.
07:09 Marami.
07:10 Sure there is underrepresentation, kulang ang kababaehang.
07:14 There should be more women.
07:15 But in the area of do I feel discriminated against,
07:18 did I feel difficulty leading the city,
07:21 I must admit that I didn't.
07:23 Hindi ko siya naramdaman na minamaliit ako ng mga katrabaho ko,
07:28 hindi ko naramdaman na diniscriminate ako ng mga katrabaho ko.
07:31 Wala akong naramdaman na gano'n.
07:33 Ang aking nakikita is not an issue of gender, it's an issue of leadership.
07:40 What kind of leadership are you bringing onto the table?
07:43 And women have a different kind of leadership than men.
07:46 Yan, maliwanag yan.
07:48 Women tend to be more consensus-driven, consultative.
07:52 They're less confrontational.
07:55 They like to dialogue, they like to communicate,
07:57 they like to solve problems without conflict.
08:01 Iba yung leadership style ng isang babae.
08:03 And of course, personal na rin yun kung anong klasikang leader magiging.
08:08 I have a vision for the city and I like to live a life of integrity and dignity.
08:15 And when people respect you regardless of your gender,
08:18 nakikita ko naman that you get the results that you want.
08:21 Kasi ang importante dyan, ikaw ay isang leader na credible,
08:25 na pwedeng pagkatiwalaan, that people can have confidence in you,
08:29 and that you are convincing and exemplary in what you do.
08:32 And I think that that is the real challenge of leadership.
08:35 That it's not the gender, it is the kind of leadership that you are espousing.
08:40 Thank you for educating me with regard to, you know,
08:43 the "it's not really about the gender."
08:45 Although people would say na,
08:48 "Okay, it's about gender, babae, kasi ganto ganyan."
08:51 Thank you for educating not only the viewers, but also me, Mayor.
08:54 Because now, I know that it's not really about gender,
08:58 it's about what kind of government leader you are,
09:02 and how you transform the people that you serve.
09:06 You said, ma'am, something about integrity,
09:08 about being exemplary in how your governance is.
09:12 Ma'am, do you think that progressing further in your term as Mayor,
09:19 and possibly in the future,
09:20 do you think, ma'am, na mahahawa pa po natin ito sa mga kasama natin,
09:25 not only with the sustainability of the goals na nagawa na po ninyo
09:29 and yung mga programa po ninyo,
09:31 but doon pa po sa mga future na mga plano para sa ating lungsod, ma'am?
09:37 Well, ako, Leah, nakikita ko na itong mga pinangarap ko para sa Lungsod, Quezon,
09:41 unti-unti nakikita ko na yung mga results nito and they are positive.
09:45 Marami na tayong natatanggap ng mga kapagkilala,
09:49 both internationally and locally.
09:52 And almost every day may mga local government units na pumupunta dito sa Lungsod, Quezon
09:57 na nagbe-benchmark sa atin.
09:59 Just this morning I had with me Mayor Lorelie Pacquiao of Jensan
10:04 na nagbe-benchmark for our business one-stop shop
10:08 atsaka yung office of the building official, yung aming mga reforms na ginawa doon.
10:12 So yes, in answer to your question, do I see my leadership style, my vision being,
10:19 I guess, continued forward?
10:22 Yes, of course may pagpatat patuloy yan kasi nakikita ko na yung fruits of my hard work
10:28 and nakikita ko na positive yung output nito or outcome nito.
10:33 At nakikita ko rin na marami tayong natutulungan bilang isang Lungsod
10:36 sa iba pang mga local government units.
10:38 So in fact when they say that one has to hold a very high position to be able to be an agent of change,
10:43 that is not true.
10:44 I believe even in the local government, in the space that you are given,
10:48 you can make a difference and you can influence others.
10:51 And you can share these best practices with others.
10:57 And when all the local governments act positively towards better service delivery,
11:03 economic development, towards improved service to the people,
11:08 actually ang laking pagbabago na ang mangyayari sa buong Pilipinas.
11:12 Yesterday, I was in a palengke.
11:15 Namamalengke po ako ng pagkain namin sa aming bahay.
11:18 Tapos nagulat ako nung humihingi ako ng plastic.
11:21 Sabi nila, "Ay bawal na po ma'am ang mag-plastic po dito.
11:25 Bawal na po yung not environmentally friendly."
11:30 From that, sabi ko, "Sakto. I will be talking to Mayor Joy tomorrow."
11:34 Ma'am, what brought about your passion to have our environment be delved into progress further?
11:44 Kasi alam ko, nare-realize ko sa ibang jurisdiction, I cannot speak for other jurisdictions,
11:49 only those that I have observed of course.
11:51 Ma'am, why is it that Quezon City is a champion for environmental concerns and not only that,
11:58 inclusivity also, ma'am?
12:01 Yeah, so you brought up the two very closest values to me.
12:04 One is sustainability and one is inclusivity.
12:06 I am both a human rights advocate and an environmental advocate.
12:13 And it is very important for us to take care of our environment because it is the only planet that we have.
12:20 And if we do not take care of it by doing sustainable practices,
12:25 the studies have shown that we humans are slowly destroying our planet
12:30 and if we act in ways that are not sustainable,
12:34 the day will come when we will not be able to provide our children with a planet.
12:39 And so the issue of environment is very close to my heart.
12:43 We started with banning plastic and then single-use plastics and now single-use packaging material.
12:51 And why plastic?
12:52 Kasi alam na natin na we are one of the greatest polluters in the world with regards to plastic waste.
12:58 Napupunta yan sa ating mga dagat.
13:00 Nakikita natin na yung mga isbag kinakain natin may microplastics na.
13:06 At kapag iningest natin ang isdaan na may microplastics galing sa ating makinakain pagkain,
13:14 nakakaapekto ang microplastics kasi puro chemicals yan sa ating kalusugan.
13:19 And there is a very strong link between health and the ingestion of microplastics that are in turn
13:26 or at first ingested in the food that we eat sa ating mga palaisdaan.
13:32 And for me that is something that is avoidable.
13:35 We can avoid this and we should avoid this para hindi makasakit sa ating kalusugan.
13:42 Hindi mapekto na ating kalusugan.
13:43 But in addition to plastic waste and plastic pollution, climate change is an even bigger issue
13:50 because climate change is about carbon emissions.
13:53 At kung hindi natin ito ay control meaning carbon emissions that come from the buildings
13:58 sa ating unmitigated use of appliances that are not energy efficient,
14:06 our use of fossil fueled electricity, mga ganyan, fossil fueled vehicles.
14:15 Kung hindi natin yan i-address, ang mangyayari dyan magkakaroon tayo ng global warming.
14:21 And we already are feeling the effects of global warming and when that happens,
14:26 the weather changes, our biodiversity is lost, the food that we eat is affected,
14:32 the agricultural produce is no longer going to be able to feed the whole planet.
14:37 Ang laki ng efekto ng global warming sa kabuhayan ng ating mga maramayan,
14:42 sa kalusugan ng ating mga mamamayan, at sa planeta natin in the future.
14:47 So these are two things that are very important to me.
14:50 And so naging bahagi ng aking agenda of governance, ang pag-address ng climate change to climate action.
14:56 And we are the first city that have a climate change and environmental sustainability department.
15:03 We are also the first city to have declared a climate emergency all the way back in 2019
15:08 and we are one of the first cities to have passed a local climate change action plan
15:13 which endeavors for us to minimize by 30% our carbon emissions for the year 2030 yata
15:23 and then by 2050 zero carbon emissions. Yan ang ating pangarap.
15:26 Was it hard na i-align po ang eight-point socioeconomic agenda ng ating Pangulo
15:32 sa iyong governance skills or was it natural? Was it smooth flowing?
15:36 Since our only purpose and objective is to serve our kababayans
15:42 not only with our skills but with our heart,
15:45 how did you manage po Mayor na i-align po ito sa ating Pangulo at sa vision niya po?
15:52 Well to be honest, Atty. Liliya, hindi ko manurado yung vision ng ating Pangulo.
15:57 I don't know all of the details of his eight-point agenda.
16:01 I just know that when I made my own 14-point agenda, I had the best interest of the people at heart
16:09 and my strategy for achieving all the things I want to achieve namely better healthcare,
16:17 better education, housing for our people, economic development,
16:21 Quezon City as the most preferred business destination, lahat yan, a livable sustainable city.
16:28 I have a 14-point agenda but I would like to say the anchor of all that,
16:33 the foundation of all that is good governance.
16:36 And good governance is something I truly believe is a very effective tool
16:41 towards achieving your overall goals and objectives.
16:44 And that is grounded of course in certain principles namely anti-corruption.
16:50 I have a zero corruption policy in Quezon City.
16:53 People might say, "Eh, may marami pang corruption sa Quezon City."
16:56 Yes, but we're getting towards a place where it's much less, much more minimized
17:02 because we have taken very active steps towards eliminating or effect minimizing, eliminating corruption.
17:09 Transparency, we owe it to the people to be transparent in everything that we do.
17:13 All documents are accessible to our people.
17:16 Accountable, I believe in accountable governance.
17:19 Hindi dapat sinisisi ang ibang tao sa mga pagkakamali natin.
17:23 And it's only by being accountable and recognizing our own mistakes and our shortcomings
17:28 that we can strive to be better.
17:30 So kasama yan.
17:31 And of course, napakahalaga, Atty. Lea, yung taong bayan dapat kasama mo.
17:36 People participation is so important.
17:38 And that is one reason why dito sa Lungsong Quezon,
17:42 masasabi ko na if you ask people kung medyo responsive nabayong local government,
17:47 tingin ko people will generally say yes.
17:49 Kasi we have a Quezon City People's Council here
17:52 where we really consult with and work with the different sectors that are in our city
17:57 to make sure that we know their needs, we know their dreams and aspirations,
18:01 and we plan accordingly para yung ating mga investment plans,
18:06 yung ating mga programs and activities ay aligned dun sa tunay na pangangailangan
18:10 ng iba't-ibang sector na ating pinaglilingkuran niya.
18:12 Ma'am, can you give me three of your pipeline objectives
18:18 na gustoho natin na maidala further pa po sa inyong tenure as a mayor
18:24 and hopefully our third term mayor dito sa Quezon City?
18:28 Well, madami pa tayong gustong gawin.
18:29 Siyempre, Lea, actually napaka-ikli talaga ng siyampakagod
18:32 at hindi ko pa assured na makukuha ko pa yung third term ko
18:35 because I still have to run for re-election.
18:37 It's a very short period of time for a mayor or a leader
18:41 that has a lot of dreams and aspirations for the people.
18:45 But first and foremost, I just want to make sure
18:48 na sana maiangat talaga natin yung antas ng kabuhayan ng lahat ng mga manamayan.
18:51 And that is where my personal advocacy of inclusivity comes in.
18:56 Kailangan lahat ng mga mamamayan nararamdaman nila
18:59 ang tulong at support at kalinga at pagmamahal ng lungsod
19:02 sa pamamagitan ng iba't-ibang mga programa na tailor fit sa kanilang mga needs.
19:07 And so we continue to work with the different sectors,
19:10 may they be PWDs, may they be seniors, solo parents, the youth,
19:14 LGBTQIA+, urban poor, kahit yung mga negosyante,
19:18 kahit yung mga homeowners association.
19:20 All these sectors, there are 23 sectors, we work with them on a regular basis
19:24 to try to make sure that all of them are positively impacted by our time here in government.
19:29 So that's the first thing that I would like to achieve.
19:32 At least mamamesho yan.
19:34 I'm a very evidence-driven mayor.
19:36 Hindi pwede sa akin yung papuli-politika lang, papogi-pogi lang.
19:39 Hindi talaga pwede yan.
19:40 Kailangan may datos tayo na na-improve talaga yung buhay ng mga tao.
19:44 And that for me is what I would like to achieve.
19:47 But second is what you already also discussed with me earlier which is sustainable development.
19:52 Hindi pwede yung unmitigated economic growth dahil masisira, mawawasak, mamamatay ang planeta natin.
20:00 Kailangan sabay-sabay na magkakaroon tayo ng sustainable economic development.
20:05 Meaning we take care of the planet by adopting environmental-friendly mechanisms,
20:11 strategies in order to enhance economic development for our city.
20:16 So again, caring for the planet, economic development.
20:19 Hindi yan mutually exclusive, mutually inclusive yan.
20:23 Pwede natin yan gawin pareh dito sa Lugs and Quesos.
20:26 Saan ho tayo papunta after ng third term natin possibly?
20:30 Where do you see yourself, Mayor Joy?
20:32 To be honest, I can't really answer that question dahil hindi ko pa napag-iisipin.
20:36 Kasi pa sa akin, the space that I have been given now which is the mayor of the largest city in the Philippines,
20:42 meaning the most populated city in the Philippines,
20:44 it's already such a big responsibility na tingin ko it is already a gift from God
20:51 na nabigyan ka ng ganitong klaseng biyaya na pwede mong baguhin ang buhay ng mahigit tatlong milyong tao.
20:59 So at the moment I just want to focus on doing my best in the space that I've given in,
21:05 which is the mayor of Quezon City.
21:07 And then everything else is at the moment divine intervention.
21:11 Kasi alam naman natin at our media when you look back at history,
21:15 a lot of people plan for so long to achieve certain goals and certain objectives and certain seats.
21:21 Pero kung makikita mo na certain incidences nangyari, nagbago ang lahat,
21:27 you never know what will happen and what the future will bring because there is a divine element to all of that.
21:34 So at the moment, masyado itong maaga talaga para pag-usapan kung saan tayo pupunta pagkatapos ng ating pagiging mayor.
21:42 Mayor Joy, a lot of young women, a lot of little girls siguro are watching our interview right now,
21:50 especially so that they are not only watching the mayor of one city, albeit the biggest city here in the Philippines,
21:58 the most populated here in the Philippines,
22:00 pero they're watching you, ma'am, in the hopes that someday I can be as empowered, I can be someday as strong,
22:08 which is one of my advocacies, ma'am.
22:09 Little girls growing up having these dreams na hindi lamang sila hanggang dito lamang.
22:15 Pwede pang umangat, pwede pa nilang ma-achieve kung ano yung mga pangarap nila.
22:19 And I think, ma'am, you are the epitome as of now of what being a woman is.
22:25 So, ma'am, if you can give even just a short spiel to our little girls and young women who are studying,
22:32 working very hard, trying to achieve their dreams, what can you say to them, mayor?
22:37 Well, siguro I would also like to debunk a myth that you have to be empowered.
22:42 They always say, "Okay, somebody has to empower you as if you yourself have no power."
22:46 No, there is a power inside every one of us, okay?
22:50 And we just have to discover that power and we have to live out that power.
22:55 And we have to be able to be confident enough to use that power in order to achieve our dreams and aspirations.
23:02 So sa lahat ng mga nakikinig na mga kababaihan diyan, remember there's power within you.
23:08 You don't need anybody to empower you, it's already there.
23:12 But what we need are opportunities.
23:14 And ang aking payo, when there are opportunities, always take these opportunities.
23:20 Because sometimes when the time comes, let's take it so we can exercise the power inside us
23:32 and maximize the potentials that God has given us.
23:36 But let's remember that women are equal to men, all genders are equal and they should all be equal.
23:45 And we are not asking for something greater than something that is--
23:50 Ito myth na naman 'I know I'm a woman, I might be greater than a man.'
