00:02 In the Netherlands, Palestinian Foreign Minister
00:13 Rejad al-Maliki denounced before the United Nations Highest
00:16 Court that his people are suffering colonialism
00:19 and upper hate on their Israeli occupation.
00:22 The Venezuelan prosecutor's office
00:27 makes new revelations with conviction evidence related
00:30 to the Brasalete Blanco case that links Rocio San
00:34 Miguel to activities that have nothing to do
00:37 with the defense of human rights.
00:38 And Cuban Foreign Minister Bruno Rodriguez
00:44 received in Havana his Russian counterpart,
00:46 Sergei Lavrov, who arrived at the talks accompanied
00:49 by a large delegation.
00:51 Hello, and welcome to From the South.
00:57 I'm Alejandra Garcia from Telesur Studios in Havana, Cuba.
01:00 We begin with the news.
01:01 [MUSIC PLAYING]
01:04 On Monday, Palestinian Foreign Minister Rejad al-Maliki
01:20 denounced before the United Nations Highest Court
01:23 at the Hague that his people are suffering colonialism
01:26 and upper hate on their Israeli occupation.
01:29 The ICJ opened this week a series of hearings
01:32 to analyze the legal consequences of Israel's
01:35 occupation of the Palestinian territories since 1967.
01:39 A record 52 countries, including the United States, Russia,
01:43 and China, are expected to testify
01:45 in this process at the Hague.
01:47 Rejad al-Maliki asked the court to declare the occupation
01:51 illegal and ordered it to end immediately, completely,
01:55 and unconditionally.
01:56 Lawyers and jurists in the Netherlands
02:04 urge Israel to stop human rights violations in Palestine.
02:08 International law expert Paul Richerler,
02:11 representing the Palestinians, assured
02:13 there is no surprise that the US defending Israel.
02:17 The only state besides Fiji to defend Israel
02:23 is the United States.
02:25 This is not surprising.
02:28 Whatever offenses against international law
02:31 Israel commits, the United States
02:34 comes forward to shield it from accountability.
02:39 Here, the United States attempts to defend Israel,
02:42 not by arguing that the occupation is lawful,
02:46 but that it is neither lawful nor unlawful.
02:51 To reach this conclusion, the United States
02:53 argues that belligerent occupation is governed
02:57 exclusively by international humanitarian law
03:01 and not by the UN Charter or general international law.
03:06 In its own words, quote, "Although international
03:09 humanitarian law imposes obligations
03:11 on belligerents in their conduct of an occupation,
03:14 it does not provide for the legal status of an occupation
03:18 to be lawful or unlawful."
03:21 Even assuming arguendo that this is a correct reading
03:25 of international humanitarian law, which we dispute,
03:28 it does not lead to the conclusion
03:31 that an occupation cannot be unlawful
03:35 under international law.
03:38 What about Article 2.4 of the UN Charter
03:41 and general international law, including
03:45 the prohibition on acquisition of territory by force?
03:49 For the United States, apparently,
03:52 this peremptory norm does not exist
03:55 when it comes to Israel's annexation and settlement
03:59 of the occupied Palestinian territory.
04:03 The lawyer representing the state of Palestine
04:05 referred to the importance of a court ruling
04:08 that declares illegal the ongoing Israeli occupation
04:11 of Palestine.
04:13 The best and possibly the last hope for the two-state solution
04:20 that is so vital to the needs of both peoples
04:24 is for the court to declare illegal the main obstacle
04:29 to that solution, the ongoing Israeli occupation of Palestine,
04:35 and for it to pronounce in the clearest possible terms
04:39 that international law requires that this entire illegal
04:44 enterprise be terminated completely, unconditionally,
04:49 and immediately.
04:51 The president of Brazil, Luiz Inácio Lula da Silva,
04:54 took part in the annual summit of the African Union in Ethiopia.
04:58 There he accused Israel of committing genocide
05:01 and compared Israel's actions to Adolf Hitler's campaign
05:05 to exterminate the Jews.
05:08 What is happening in the Gaza Strip with the Palestinian
05:10 people has no parallel in other historical moments.
05:14 In fact, it existed when Hitler decided to kill the Jews.
05:20 President Lula da Silva also referred
05:22 to the indifference of the leaders of the G7 countries
05:25 and ratified the claim of his administration
05:28 on the international community that what is happening in Gaza
05:31 is genocide.
05:32 It is very funny, very funny when
05:37 I see the rich world announcing that it will stop contributing
05:40 to the humanitarian aid for the Palestinians.
05:44 I am left wondering what is inside
05:46 of this political conscience of these people
05:49 and how big is the heart of solidarity of these people who
05:52 are not seeing that in the Gaza Strip there is no war,
05:55 there is a genocide going on.
05:58 Norway reports that it will help transfer funds illegally
06:01 frozen by Israel to the Palestinian government.
06:04 It is suspected that this is a request from the United States,
06:08 which sees how the situation in Rafa
06:10 and its possibilities of maintaining
06:12 some control in the post-genocide stage
06:15 are getting more complicated.
06:17 Palestine has not been receiving its resources
06:19 since October 7th.
06:21 Subsequently, the Zionists wanted
06:23 to transfer resources except those of Gaza,
06:26 but the Palestinian government did not accept this.
06:29 However, the severe shortage situation in Rafa
06:32 has forced Norway to be a financial breach
06:34 and at least be able to pay salaries
06:36 and provide essential services.
06:38 Palestinian firefighters intervened
06:47 at the scene of an Israeli attack in Rafa
06:49 in the southern Gaza Strip on Monday.
06:52 Deadly fighting broke out in Gaza on Monday
06:54 after Israel warned that it would continue
06:58 its offensive during the mostly holy month of Ramadan,
07:01 including in the Rafa area in the far south.
07:04 Global concern has grown over the fate of 1.4 million
07:08 Palestinians who have been forced to seek refugee in Rafa
07:12 near the border with Egypt, enduring shelling and severe
07:16 food shortages in overcrowded tents and makeshift shelters.
07:20 Overnight attacks and fighting in Gaza
07:22 killed more than 100 Palestinians,
07:25 mostly women and children, bringing the death
07:27 toll to more than 29,000, according to the Gaza Health
07:31 Ministry, where fighting was heaviest
07:33 in Kanjani's north of Rafa.

07:51 Welcome back.
08:01 In Venezuela, Attorney General Tarek William Saab
08:04 presented this Monday the advances
08:06 in the Brasalete Blanco case.
08:08 The attorney general pointed out that this terrorist attack
08:11 intended to end the life of President Nicolás Maduro.
08:14 Saab reported that those responsible intended
08:17 to attack the 21st Army Brigade in Tashira
08:21 and capture 482 rifles, 51 pistols, and 10 shotguns
08:26 from the armed spark.
08:28 He also detailed that the evidence found
08:30 at the time of the arrest of the citizen Angelo Heredia
08:34 incriminates Rocio San Miguel of being involved with the case.
08:38 Another of those arrested was Guillermo Enrique Cesar
08:41 Sierra, and his home authorities found a military operation
08:45 order, where he explained the whole plan
08:48 and also mentions Rocio San Miguel.
08:50 The executors, according to what we
08:59 have found so far, had calculated
09:02 that the weapons that they were going to capture,
09:07 according to their totally criminal plans,
09:11 consisted of 482 rifles, 100 rifles, 51 pistols,
09:19 and 10 shotguns.
09:20 In this case, as we reported at the time,
09:29 the detention of a true terrorist criminal,
09:31 for all that is his background.
09:33 I mean Angelo Heredia, which has allowed
09:39 to reveal who was involved with him in this plot.
09:43 The attorney general of the Bolivarian Republic of Venezuela
09:47 continued adding--
09:48 15 people have been subsequently deprived of their freedom.
09:57 Another four have prosecutionary measures.
10:00 There are 15 arrest warrants pending to be executed.
10:03 Now, in this plot appears linked Rocio San Miguel,
10:08 because at the moment of arresting Angelo Heredia,
10:13 the investigations found out not only in his telephone contacts
10:17 Rocio San Miguel herself.
10:22 You, for example, correspondent of an international agency,
10:27 are not in his contacts of Angelo Heredia.
10:31 Rocio San Miguel, you do not appear.
10:36 But she does, because she appears
10:39 as a telephone contact of coordination
10:41 in the phone book of a terrorist of this subject, Angelo
10:46 Heredia.
10:47 Cuban Foreign Minister Bruno Rodriguez
10:50 received in Havana his Russian counterpart,
10:52 Sergey Lavrov, who arrived at the talks accompanied
10:55 by a large delegation composed, among others,
10:58 by foreign affairs vice minister, the director
11:00 of the Latin American Department of the Russian Foreign Ministry,
11:04 and the spokesman of the foreign ministry.
11:07 A stronger coordination to face the aggressive reaction
11:09 of the US and its allies to the formation
11:13 of a new multipolar world order is
11:15 one of the central topics of the talks that are currently
11:18 being held in Havana.
11:20 Lavrov noted that Cuba knows firsthand
11:23 all the tools of extortion of the collective West.
11:26 On relations with Cuba, the Russian minister
11:29 stressed that although the ties are indeed developing,
11:32 there is still a lot of work to be done.
11:35 In this regard, Bruno Rodriguez described Russia
11:38 as a close friend and a close ally of Cuba,
11:41 and stressed that receiving Lavrov in Havana
11:43 is a great pleasure.
11:45 Russian Foreign Minister Sergey Lavrov
11:47 stressed the importance of Cuba as a strategic partner of Moscow
11:51 in the region of Latin America and the Caribbean.
11:53 [SPEAKING SPANISH]
11:56 Cuba is our partner, a very important ally
11:59 in the region of Latin America and the Caribbean.
12:01 [SPEAKING SPANISH]
12:05 We are satisfied with the character of our relations.
12:07 [SPEAKING SPANISH]
12:11 Of our dialogue at all levels, including the highest levels
12:14 between Parliament and also between the respective
12:16 ministries of the two countries.
12:19 [SPEAKING SPANISH]
12:20 Russian Foreign Minister Sergey Lavrov
12:22 said they have maintained their interest
12:24 in increasing cooperation and investment
12:26 in the largest Antean island.
12:28 [SPEAKING SPANISH]
12:31 We have established our position to increase cooperation,
12:35 mutually beneficial cooperation, and to promote
12:38 and promote mutual cooperation.
12:41 [SPEAKING SPANISH]
12:44 Some time ago, we have taken a number
12:46 of decisions that have formed the legal basis
12:48 of our interaction.
12:49 [SPEAKING SPANISH]
12:52 And the most important in this regard
12:55 is the Russian-Cuban Commission for Scientific and Technical
13:01 Cooperation.
13:02 We have established the interests of both sides
13:05 to hold another meeting of the organization
13:08 in the coming months.
13:09 [SPEAKING SPANISH]
13:12 In El Salvador, leaders of the Faramundo Martí Front
13:15 for National Liberation, FMLN, announced
13:18 that they will request the nullity of the electoral process
13:21 after registering and documenting
13:23 different irregularities during the electoral and legislative
13:27 elections.
13:28 According to FMLN, the results of the election
13:31 of the elections held on February 4th
13:33 does not reflect the national reality
13:36 and was the outcome of a series of changes
13:38 to the electoral rules to continue concentrating power.
13:42 The FMLN added that its objective
13:45 is to give a voice to the most vulnerable Salvadoran families
13:48 and to conquer more rights for the population.
13:51 Previously, the opposition parties, VAMOS and ARENA,
13:54 had also announced their intention
13:56 to make the electoral process a more
13:58 transparent process and to make it easier
14:01 for the people to vote.
14:02 The opposition parties, VAMOS and ARENA,
14:05 had also announced their interest
14:07 in presenting such an appeal for nullity.
14:09 The former president of Argentina, Cristina Fernández,
14:17 estimated that the 57.4% poverty rate affecting the South
14:22 American country, according to a study by the Argentine
14:25 Journal of the Environment, was the highest in the world
14:29 in the last 50 years ago, when the index was 54%.
14:33 The Varanese leader considered that the graph
14:36 of the Observatory of the Social Debt of the UCA, which
14:40 reflects the highest percentage of poverty
14:42 since the historical series began in 2004,
14:46 shows something more than a massive setback.
14:49 This situation occurred especially from 2018,
14:52 following from the International Monetary Fund, IMF,
14:56 estimated Fernández de Kirchner.
14:58 The report referred to by the former president
15:02 reflects an increase in poverty of 7.9 percentage points
15:06 between December and January, from 49.5% to 57.4%.
15:16 In Chile, temporary housing was provided on Monday
15:19 to families who lost all their belongings
15:22 in the forest fires that occurred
15:23 during the first days of the month in the Valparaíso region.
15:27 The mayor of Villa Alemana, one of the most affected communities,
15:31 declared that 107 houses were affected by the flames.
15:36 On Monday, 12 families of the place
15:38 were benefited with temporary housing,
15:41 until the definitive reconstruction works began.
15:44 Regarding the rest of the victims,
15:46 Toledo said that the process will be different
15:49 because they are not owners of the lots
15:51 where they had built their houses.
15:54 The government proposed to deliver a temporary voucher
15:57 for the payment of rents or accommodation in a hotel.
16:01 This last one is destined in particular
16:04 to pregnant women or elderly people.

16:30 Welcome back to From the South.
16:38 The Moroccan Armed Forces reported the rescue
16:41 of 141 migrants aboard a boat
16:44 heading towards Spain's Canary Islands.
16:47 Among the rescued migrants, there were three minors and two women.
16:51 The rescue operation, which started on February 10th
16:54 from Mauritania, lasted more than 15 hours due to bad weather.
16:59 After the recovery of the makeshift vessel,
17:01 Moroccan authorities took the migrants to the port of Dakla,
17:05 where they were handed over to the police
17:07 for the necessary formalities.
17:14 The United Nations World Food Programme warned
17:17 that at least 25 million people are struggling
17:19 with soaring rates of hunger and malnutrition
17:22 as the crisis in Sudan sends shockwaves around the region.
17:27 The United Nations Agency said thousands of families
17:29 are being displaced and forced across borders
17:32 into Shad and South Sudan each week,
17:35 adding the already dire humanitarian situations
17:37 in both countries and creating the world's largest displacement crisis.
17:42 In South Sudan, families fleeing Sudan now make up 35%
17:46 of those facing catastrophic levels of hunger,
17:49 despite only accounting for 3% of the population.
17:53 There are 18 million actively food insecure people
17:57 within the war-torn country
17:59 and around 3.8 million Sudanese children under five years old
18:03 are malnourished.
18:10 We came by bus. It took us two days to reach here.
18:13 We came from Sudan because of the war.
18:15 We came to look for a place to stay and settle.
18:18 What we need is food.
18:19 The immediate support we need is to eat to be able to survive.
18:25 For his part, World Food Programme East Africa Regional Director
18:29 Michael Dunford described the difficult conditions
18:32 facing this crisis.
18:35 People are leaving Sudan, fleeing Sudan because of the war,
18:39 because of the conflict, and they're ending up here,
18:43 where WFP and other agencies are providing basic support.
18:47 But it's an extraordinarily challenging circumstance.
18:52 It's 40 degrees here today.
18:55 People, as you see, arrive with very little, if anything at all.
19:01 They're being registered.
19:03 They're being given basic support.
19:06 And then they're being asked to move further into South Sudan.
19:11 In Turkey, President Recep Tayyip Erdogan
19:13 welcomed his Azerbaijani counterpart, Ilham Aliyev,
19:17 who is making his first official visit
19:19 after the February 7th presidential elections.
19:22 At the presidential palace,
19:23 both heads of state offered a press conference
19:26 following private meetings.
19:28 For the first time last year,
19:30 the total trade volume between the two countries
19:32 reached 7.5 billion US dollars.
19:35 President Ilham Aliyev said that Turkey is a country
19:39 that nowadays has a voice all over the world.
19:42 Earlier, Aliyev and his accompanying delegation
19:45 visited Ataturk Mausoleum,
19:48 which houses the mausoleum of Mustafa Kemal Ataturk,
19:51 founder of the Republic of Turkey.
19:57 On Monday, French President Emmanuel Macron
19:59 meets his Guatemalan counterpart,
20:01 Bernardo Arevalo, at the Elysee Palace for bilateral talks,
20:05 focused on strengthening their bilateral relations.
20:08 The visit of the Central American president
20:10 is part of his first official visit to Europe,
20:13 which began on February 16th and will last until February 23rd.
20:17 In this sense, official sources of his presidency
20:20 emphasise that the aim of the trip
20:23 is to strengthen the country's bilateral
20:25 and multilateral relations with the global system.
20:28 Bernardo Arevalo's next stop will be on Tuesday 20th,
20:31 in Brussels, where he will meet
20:33 with high authorities of the European Union
20:36 and the European Parliament.
20:42 The Eiffel Tower,
20:43 one of the world's top tourist attractions,
20:45 was closed Monday after staff went on strike.
20:48 The strike, which was called to protest
20:50 over the way the monument is managed financially,
20:53 could be extended.
20:54 The tower's operator, CETES, said on its website
20:57 that visits of the monument will be disrupted on Monday.
21:01 It advised ticket holders to check its website
21:04 before showing up or to postpone their visit.
21:07 E-ticket holders were asked to check their emails
21:10 for further information.
21:12 The stoppage is the second strike at the Eiffel Tower
21:15 within two months for the same reason.
21:18 Unions have criticised operator CETES
21:21 for its business model that, say,
21:23 is based on an inflated estimate of future visitors' numbers,
21:28 while underestimating construction costs.
21:35 Switzerland's biggest carnival kicked off
21:37 in the early hours of Monday,
21:39 as costume revelers lit up the dark streets of Basel
21:43 with many lanterns dedicated to artificial intelligence
21:47 and climate change.
21:48 The three-day event,
21:49 one of Europe's best-known carnivals,
21:51 transforms the city streets into a river of painted lanterns,
21:55 colourful masks and creative costumes
21:58 flowing to the sound of pipes and drums.
22:01 Tens of thousands of people got up before dawn
22:04 to watch the lantern-lit Morgenstreich procession,
22:08 in which some participants wore lanterns on their heads.
22:12 At 4am, the lights were turned off
22:14 in Switzerland's third-biggest city,
22:17 given the forward march ordered to set off
22:20 in the local dialect of German.
22:22 Many chose the topic of climate change,
22:24 although artificial intelligence, fake news,
22:27 the 150th anniversary of the Basel Zoo,
22:30 the movie Barbie and wars around the world
22:33 were also on the agenda.
22:35 Well, soon it's going to be Morgenstreich.
22:43 This means that the light will go dark
22:46 in the whole of the city.
22:48 And short before that, we actually start the march
22:52 by shouting Morgenstreich, forward march.
22:56 And on that, the light should go down
22:58 and everyone starts with the same march.
23:00 And I heard that this carnival is really famous
23:04 and because of the UNESCO status.
23:07 So, yeah, that's why I wanted to see how it's beautiful,
23:11 how it's big, how... yeah.
23:13 That's why I am here.
