00:00 I am a friend of Prof. Dr. Azad.
00:06 When the Prime Minister appointed me as the chair of the Malaysian TVET,
00:11 I did not have any background in TVET.
00:16 But when I investigated,
00:22 there were 12 ministries that were involved.
00:28 In implementing the TVET fund,
00:34 the total expenditure was Rp68 billion.
00:41 I asked myself, what is the impact of all this?
00:46 When there is so much expenditure and 12 ministries are involved,
00:51 what is the impact? How much?
00:54 The outcomes compared to the output from TVET.
00:59 The output was 1344 TVET institutions across the country
01:07 that spent Rp68 billion.
01:11 But how many people succeeded from the TVET institutions that were born?
01:21 So, what is being done under KKDW is an example.
01:28 For Uni KL, it is a university TVET.
01:35 Don't be afraid, there is no UPSR, or PMR, or SPM.
01:42 I can continue to include it for the Master's, even though there is none.
01:48 That is the purpose of TVET.
01:52 Because the scholarships that are received through TVET
01:59 can be used as a credit transfer to enter the Master's.
02:06 What the government is planning now is to change the perception of the society.
02:12 Especially the parents, who think that a roll of licenses or at least diplomas
02:19 is a good job.
02:23 In the field of white collar jobs.
02:31 The international community as a demand to internationalize TVET
02:38 is a right step.
02:43 I am not worthy of being a TVET father if I cannot change the parents.
02:48 Especially the parents.
02:52 To change from white collar jobs to blue collar jobs.
02:56 Look.
02:58 I was a little bit into the category of 'hedralgeni', but now who is he?
03:06 That means, don't consider TVET as a second chance.
03:11 TVET must be the main choice for the rich in Malaysia.
03:19 We see, under the leadership of Dato' Sri Anwar,
03:24 when more than USD 100 billion of foreign direct investment is invested in Malaysia,
03:31 the estimated number of jobs that can be created from now until 2030
03:38 is around 3.4 million jobs.
03:45 70% of those jobs require a degree in TVET.
03:56 If we do not provide for the current job market,
04:01 only provide for specialised jobs in the field of economics,
04:05 following the rules and regulations of economics,
04:10 then we cannot achieve the country's growth in skills and skills.
04:18 So, let's call for the same.
04:21 For the rich, under Dr Azhar, under Sore Mazieh, under Abed Dik,
04:30 under Wabi Zaidi and others,
04:34 all of them are the leaders of the rich.
04:36 We should put aside the differences that exist, the colourful differences that exist between us.
04:41 Let's live together the education of TVET in our country.
04:46 As the main choice, today I would like to announce,
04:54 so that China will be established as a black share investor.
04:59 It starts today.
05:04 What I will witness is not just a memorandum of understanding.
05:09 I do not want an agreement of understanding.
05:12 I do not want to be a memorandum of misunderstanding.
05:17 It must be a memorandum of agreement.
05:19 It is a must to be implemented.
05:21 And I support it.
05:27 Dr Razak, Professor Razak told me there is a building
05:34 that has become a white elephant in Johor.
05:39 And I will discuss with the Minister of Higher Education
05:44 so that the building is empty
05:49 and there are people who see us but we do not see them.
05:55 We will change that.
06:00 And we will make use of it, God willing.
06:03 It will become one of the TVET centres in our country, God willing.
06:09 This is my call.
06:13 And I have also moved the Secretary of TVET of the country from the KPT,
06:24 Ministry of Higher Education,
06:26 has been directed to move to Ministry of Human Resources.
06:32 But I have received the Cabinet's approval
06:37 to move the Secretary of TVET of the country,
06:41 Secretary, to the Ministry of Human Resources.
06:49 So that I can do it by myself.
06:56 And I have met with 10 of the Secretaries.
07:02 Out of 10, 9 are all engineers.
07:07 In various fields.
07:09 Not only civil, but also in electrical, communication and so on.
07:15 And I have instructed them.
07:17 All this time, there has been no foundation in the country.
07:23 I have instructed them to provide the foundation of TVET of the country.
07:30 And I will inform the Cabinet.
07:34 And after the Cabinet has approved it,
07:37 as late as possible,
07:40 on the first week of February,
07:42 the Honourable Prime Minister will launch the foundation of TVET of the country.
07:52 The important thing is not only the foundation,
07:55 but also the implementation.
07:58 And how the field of TVET should be given more salary than the others.
08:09 Minimum wage is 1,500.
08:13 How if TVET only gets 1,500?
08:18 I have instructed that in this progressive salary,
08:22 the minimum wage of TVET must be 3,000.
08:29 Only then will many people want to join TVET.
08:32 If you join TVET, the salary is the same as those who are not skilled.
08:35 Who wants it?
08:37 I will do this.
08:40 Not only based on the instructions.
08:43 But we will raise awareness among the officials,
08:47 especially the private sector.
08:49 Because the productivity will be more.
08:52 Because they are skilled.
08:54 The 3,000 Ringgit minimum wage that you have requested for TVET graduates,
09:00 are you willing to go through that process?
09:03 Take it to the Parliament?
09:06 It does not require the Parliament's approval.
09:09 It is only a minimum wage that is based on the 1,500 that have been determined
09:19 through the Human Rights Council.
09:24 But this is a process for TVET graduates.
09:28 This agreement has been made through a Memorandum of Agreement
09:34 with several companies that we have signed.
09:37 And the German companies in Malaysia have agreed
09:50 that the minimum wage is 3,000 Ringgit.
09:53 So if the German companies can do it,
09:56 I think other companies can do it too.
09:58 Because they are skilled workers.
10:01 If there are skilled workers, they can produce higher productivity.
10:05 And this will bring benefits to the companies.
10:10 I think that although this is not a new base,
10:14 but it can be used as a base.
10:17 Not through the MBF, the Malaysian Employers Federation.
10:26 But we are directly with the employers,
10:29 with the industry players.
10:32 Thank you.
10:33 [END]
