15:00: As soon as a perp says that he has NO identification whatsoever, he should be treated to a pair of silver, lock-on, bracelets, as he may be an illegal alien, wanted terrorist, escaped fugitive, etc. And the fact that he says he was pulled over the previous day is a bizarre excuse often spouted by scofflaws hoping that the cops will just shrug and let him on his way.
