The World Health Organization has been criticized for its slow response to the Ebola crisis, which left more than 26,000 people infected in the African countries of Sierra Leone, Guinea, and Liberia. The WHO maintains that internal conflicts in these countries made it difficult for communities to mobilize and human resources and material aid to arrive. WHO Director General Margaret Chan announced five changes involving the creation of a unified WHO program for health emergencies; clear performance measures based on alliances with civil society organizations; establishing a global health emergency workforce, strengthening the core and reaction capacity of the trained emergency response staff, and new business processes to facilitate a rapid and effective response. teleSUR
