Ethnic rioting has spread in southern Kyrgyzstan, where more than 80 people have been killed and over 1,000 wounded.
Thousands of Uzbeks fled in panic after their homes were torched by roving mobs of Kyrgyz men and more Uzbek settlements have come under attack.
Fires destroyed much of Osh, the second-largest city in a Central Asian country that hosts US and Russian military air bases.
Triumphant crowds of Kyrgyz men have taken control of most of Osh while Uzbeks have barricaded in their neighbourhoods, or fled to neighbouring Uzbekistan.
Struggling to restore control, the interim government late Saturday issued an order allowing police and troops to shoot to kill while acting to end rioting, but the measure hasn't stopped spiralling violence.
Authorities have called on volunteers and reservists in a bid to quell the violence.
