Istanbul,Essen and Pecs,Hungary,have taken over the mantel of European Capitals of Culture for 2010. Since 1985 the title has been conferred to at least one city each year. Those chosen spend the year putting on a cultural extravaganza meant to highlight how special they are. In return,they draw a flood of domestic and foreign tourists.
