00:01Now in efforts to curb pollution in the national capital, the central government has also stepped in with the Union
00:07Environment Minister Bhupendra Yadav saying that there will be a complete halt of construction and demolition activities across the national
00:14capital region from November 5th right up till November 20th.
00:18So for 15 days in a bid to control pollution, no construction activity, no demolition activity will be allowed and
00:25this is to curb dust pollution.
00:28My colleague Maria Shaquille exclusively spoke to the Union Environment Minister on exactly what the centre's game plan is to
00:34tackle pollution in the national capital, yes and except.
01:18How many meetings have happened?
01:28We said we have to make an action plan, then after giving an action plan, then the other one confirm
01:32and the other one confirm.
01:34When it happens that our action plan is made, then it is put into the integrated command center.
01:39So, you were working on the timeline, target, historical background, that you have a hot spot and the hot spot
01:51based approach.
01:52The target is not the center. These municipalities have their own hot spots.
01:59But the question is that the implement will be possible. Winter is coming.
02:06In 15 days, perhaps we will all start wearing winter clothes.
02:10This is like October. We will be working on a integrated approach.
02:16If you take the intent, then the people will also come.
02:20If you take the intent, then you will not be transparent.
02:27And now, if I take the integrated command center, then the approach will be transparent.
02:33Then, the government needs to be transparent.
03:04Let's hope all of this leads to a reduction in pollution levels
03:09in the national capital.
03:10We'll continue getting you the latest of what the central government
03:13and the Delhi government plans to do to ensure that there is a crackdown
03:17on all elements that pollute the air further in the national capital.
03:21But let's move on to some of the big political stories of the day.
03:24The opposition CEC impeachment move was supposed to happen today,
03:29but it's been postponed to tomorrow, reinforcing the proceedings to be postponed.
03:34The announcement was made by Leader of Opposition Rahul Gandhi,
03:36who said that this mock impeachment will take place at the same time tomorrow,
03:40which means 3.30 tomorrow evening is when this mock public impeachment
03:45by Congress and by other opposition parties will take place at Kargay's residence.
03:50And that will be followed by a march to Ramlila Maidan, which is on November 1st.
03:55So there will be a march to Ramlila Maidan and then a mega rally.
03:59Well, the BJP is hit back at Rahul Gandhi, accusing him of spreading anarchy,
04:03once again repeating the Dimagi-Naksal attack on the opposition.
04:08Let's get to both sides in our next report.
04:20It was billed as a public verdict against Chief Election Commissioner Gyanesh Kumar,
04:25a show of anger over alleged irregularities in the special intensive revision of electoral roles.
04:31But just as the India bloc was preparing to remove the CEC from his position,
04:36at least symbolically, the weather played spoils sport.
04:41Continuous rainfall in the capital forced the opposition to postpone its public impeachment-style proceedings,
04:49planned at Congress President Malika Arjun Kargay's residence.
04:54The event will now be held at the same time, 3.30pm, on Saturday.
05:00Former Lok Sabha Speaker Meera Kumar will preside over the proceedings,
05:04while Rajya Sabha Leader of Opposition Malika Arjun Kargay will introduce the motion.
05:09Leaders from India bloc parties, members of civil society and people affected by the SIR exercise
05:15are expected to present their arguments, followed by a charge sheet against the CEC.
05:21Rahul Gandhi, the Leader of Opposition in the Lok Sabha, will deliver the concluding remarks.
05:27The opposition's stated aim is to build a public case for Gyanesh Kumar's removal,
05:32accusing him of undermining democracy through vote jordi.
05:36But this is symbolic exercise, not an actual impeachment proceeding.
05:41The Constitution says CEC can be removed only through the same process as a Supreme Court judge,
05:48by Parliament, on grounds of proved misbehaviour or incapacity.
05:54While the proceedings were postponed, opposition leaders used the opportunity
05:59to target Prime Minister Narendra Modi and Home Minister Amit Shah,
06:03insisting that this is a fight they will win.
06:05Both the programmes are about the demolition of Indian democracy by Mr. Narendra Modi,
06:15by Mr. Arad Shah, and by Mr. Gyanesh Kumar and his crew in the election commission.
06:24The Home Minister is trying his best to stop people from coming into Delhi.
06:30Everybody is here. It's a political plus. We're in this together. We will win this together.
06:38And this is only the curtain raiser.
06:41On November 1st, the India bloc will march to Ramlila Maidan for their mega vote jordi rally.
06:48The BJP, meanwhile, has hit out the opposition's public impeachment plan,
06:52calling it a political stunt aimed at creating chaos.
06:55The Thai bloc is also available in Delhi.
07:00You're in India.
07:02You are in the space in the world.
07:08You don't need to be emotionally stagnated when it is perceived.
07:13But in Wales there is a special situation
07:16that the national rebel cannot be thrown in a certain meditation.
07:38So from a symbolic impeachment at Kharge's residence to a show of strength at Ramlila
07:44Maidan, the opposition is keeping the anti-CEC fight alive on the streets.
07:49Bera Report, India Today.
07:54Let's also bring in Moshmi Singh, who's joining us live from Delhi with the latest updates
07:58on really what the opposition's strategy looks like.
08:01So Moshmi, instead of today, you'll have the public impeachment taking place tomorrow,
08:05which means that the weekend is packed for the opposition.
08:08It's going to be one symbolic stir after another.
08:11There's also been, we understand, a tweak in plans as far as the November 1st rally is concerned,
08:16which means essentially that Rahul Gandhi is upping the ante further.
08:25Absolutely, you know, Akshita, the fact that the public impeachment will now follow very close,
08:32happen very close on the heels of the mega rally itself, you know, adds to the momentum,
08:39though the rain played truant, but the delay, surely the Congress and the India Bloc leaders
08:46feel is not a reason that there'll be any lessening of the attack on the, on Gyanesh Kumar
08:54or the move via, via Gyanesh Kumar at the Modi government.
08:58And Rahul Gandhi also spoke about marching to Ram Leela Maidan, thereby, you know, calling out all outfits,
09:08student organizations, civil societies to join the bandwagon.
09:12So clearly, I think that, you know, tomorrow will be a day where we'll see a lot of bonhomie between
09:21the India Bloc leaders.
09:22We'll see a lesser participation, though represented in the right percentage by the civil society members.
09:31And also there'll be SIR victims who will be participating in that public impeachment that happened.
09:38But today's picture spoke a lot about the unity and the fact that all the India Bloc leaders, you know,
09:47want to put up a show of strength on the 1st of November.
09:50And speaking of unity, Moshami, you know, Rahul Gandhi's been putting out one message after another,
09:54urging everyone to join the rally on November 1st.
09:58Is the CJP going to be attending?
10:05You know, there has been no word coming on that.
10:09I've asked several leaders.
10:12There is still no clarity on whether Abhijit Dipke or the likes of Saurav Das would be attending or sharing
10:21the stage with Rahul Gandhi and the other India Bloc leaders.
10:27There is a lot of reading between the lines.
10:30Dipke has made that call out to extend support to the India Bloc rally.
10:36But that doesn't really add to the fact that whether they'll be physically present.
10:42That will add another dimension, perhaps a political dimension, to the entire plan.
10:48And though he has shared stage with the youth outfits of other political organizations like the AISF or the ISA,
10:57it remains to be seen whether he would be on the stage with the major political parties there.
11:03All right.
11:03So let's wait and watch, Moshami, for the moment.
11:05Thanks very much for joining us.
11:06It's going to be a packed political weekend because you'll have the opposition with their mock public impeachment tomorrow
11:12and then the day after that headed to Ramleela Maidan.
11:16Prime Minister Narendra Modi, meanwhile, has lashed out at Rahul Gandhi at the opposition on a series of issues
11:23while, in fact, speaking out on the protests and has also questioned the opposition over their motive.
11:32There's also an old video of Rahul Gandhi, a video in which he said,
11:37Alu se sona, gold from alu.
11:39That particular reference, the Prime Minister has made a mention of to take a jibe at Rahul Gandhi once again.
11:57Prime Minister Narendra Modi's veiled attack at Rahul Gandhi's alu se sona remark.
12:06Addressing a gathering in Gujarat's Banaskantha after inaugurating projects worth over 19,000 crore rupees,
12:14the Prime Minister took on the leader of the opposition.
12:30This is the comment Prime Minister Modi was referring to.
12:46Rahul's remark made in 2017 remains ammunition for the BGP to target him,
12:52even though the Congress claims that his remarks were presented out of context.
12:58The Prime Minister did not stop at taking a jibe at Rahul.
13:01He also targeted the opposition, accusing his rivals of spreading fake news and creating panic during the Iran war.
13:37Rahul Gandhi's alu se sona,
13:39on the other hand, remains firm in taking on the government in CEC Gyanish Kumar over the SIR issue.
13:45We are all standing together because we are defending the constitution,
13:49we are defending the idea of India,
13:51we are defending the vote which is the expression of all India.
13:58Prime Minister Modi's event in his home state also witnessed people chanting,
14:03Modi kahi nahi nahi jayega.
14:10This happened when Prime Minister Modi met female staff members of an IVF centre
14:15and posed for a picture with them.
14:24People were also seen holding posters bearing the same slogan during Prime Minister Modi's roadshow.
14:36The controversy erupted after Congress Chief Malik Arjun Kargay lost his school during an event in Bihar
14:42when a man in the crowd shouted that Prime Minister Modi would not go anywhere.
14:47Kargay reacted angrily to the remark.
15:04The opposition and the government have locked horns over the SIR issue
15:09and the showdown is only snowballing.
15:13With protest-packed weekends,
15:15the parliament session just around the corner
15:18and polls in states like Punjab and Uttar Pradesh early next year,
15:22the political fireworks are only going to get louder and louder.
15:28With Brijesh Doshi, Vera Report, India Today.
15:40Over to our Election Express segment.
15:43We'll focus on the poll-bound state of Uttar Pradesh
15:46where Home Minister Amit Shah has sounded the poll bugle.
15:49He addressed the BJP's Working Committee meeting
15:51and kicked off preparations for the 2027 Assembly elections.
15:56And the Home Minister raked up the contentious One Nation, One Law issue.
16:01Essentially, UCC.
16:02Home Minister Amit Shah asserted that the moment BJP returns to power
16:06for a third consecutive term,
16:08he's expressed confidence that's definitely going to happen.
16:10He says UCC will be implemented in the state.
16:13The Home Minister pointed to the implementation of UCC
16:16in several other BJP-ruled states to support his declaration.
16:19What exactly is this One Nation, One Law all about?
16:23Why is it a focal point for the Bharatiya Janata Party?
16:26I'll quickly break that down for you.
16:28The Uniform Civil Code is based on the principle of One Nation,
16:32One Law for personal matters.
16:34It seeks to establish a common set of civil laws
16:37that govern marriage, divorce, inheritance and all other personal matters
16:40irrespective of religion or community
16:42to do away with any religious laws governing one particular sect or community.
16:48Under the UCC, therefore, polygamy is prohibited.
16:50A person cannot marry again if they already have a living spouse.
16:54It also lays down a uniform minimum marriage age across communities
16:59and that legal age is 21 years for men, 18 years for women.
17:03Marriages below these ages are not permitted
17:05irrespective of what a religion has to say about it.
17:08The UCC also provides a common legal framework for personal matters.
17:13Marriage, divorce, inheritance, equal inheritance rights for men and women
17:17and makes registration of live-ins compulsory, contentious point that
17:21this UCC, however, doesn't extend to scheduled tribes.
17:25They're exempted from its ambit.
17:27There's a mention, by the way, of Uniform Civil Code in the Constitution.
17:31Article 44, Part 4, is a directive principle of state policy
17:35in which there's a clear mention that the state shall endeavor to secure
17:38for citizens, a UCC, throughout India.
17:42In simple terms, it asks the state to work towards a common set of civil laws
17:46governing all personal matters, which is what the BJP says they're doing.
17:50At this point, which are the states that have it,
17:53Goa has had a common civil code for decades.
17:55It continues to follow the Portuguese Civil Code of 1867,
17:59which is extended to Goa during Portuguese rule.
18:01This makes Goa rather distinct from the other states.
18:04It's a little different from UCC.
18:05Uttarakhand became the first state in independent India
18:08to enact and implement UCC.
18:10It came into effect on January 27, 2025.
18:13Then there's Gujarat.
18:14Gujarat passed the UCC bill very recently, March 2026.
18:18It also received the president's nod on September 17.
18:22The law is yet to come into force.
18:24Assam passed its own UCC bill in May 2026.
18:27Presidential nod given on September 29.
18:29Again, the law awaiting implementation.
18:31In Madhya Pradesh, the Assembly has passed its UCC bill in July 2026,
18:36yet to become operational.
18:37But these are the BJP rule states
18:39where they've taken steps towards making UCC a reality.
