Ombudsman seeks business group's help to fight corruption

Ombudsman Jesus Crispin Remulla calls for closer cooperation between government and Cebu’s business sector to identify corruption risks, streamline regulatory processes and improve public accountability. During a town hall meeting with business leaders at Casino Español on Oct. 22, 2026, Remulla urged citizens to speak up against abuses by public officials and report problems they encounter in government transactions. The consultation gathered feedback on corruption risks in government transactions and procurement, as well as private-sector practices. It also explored stronger public-private partnerships, ethical business conduct and the possible revival of the Investment Ombudsman Program and a Philippine Regulatory Summit in 2027.

00:00And the people who matter is the Filipino people.
00:03Ayan mga Pilipino, napad.
00:06Kaya natin isaayos ang kwayan natin,
00:09at kaya natin lumaban para sa ating mga kanapatad.
00:16We have to fight for our rights.
00:18If we accede to the antics of many people in government
00:24who have a wrong idea of how to exercise power and responsibility,
00:30then things will never improve.
00:33We have to fight back by being open,
00:36or by openly communicating to us what is happening on the ground.
00:43I'm not new to government.
00:45This is my seventh pang-pito kong posisyon na ito na hinawakan ito sa rubyak na natin.
00:53Ang una ko pong hinawakan,
00:55I was first appointed as a provincial board member of the province of Cavite
01:03under the vacancy rule.
01:05Vacancy rule happens when somebody is infastated or dies,
01:11and somebody has to be replaced,
01:12and it happened to be one of my father's vice-governor died.
01:17He was replaced by a provincial board member
01:20because he became vacant, and I was the one who related to the provincial board in 1992.
01:28I was a 31-year-old lawyer then.
01:31I graduated from Macaiglupi College of Law in 1987,
01:34and practiced mail-off,
01:37and then in 1992 also,
01:40my father had a stroke,
01:42and he needed assistance with governance,
01:45and I was a lawyer,
01:46so his people decided I would be the best person to fit in,
01:50in being the anti-summary lawyer.
01:52So I entered the provincial board.
01:54After that, I entered the presidential management staff in Malacanang in 1998.
02:08And then I became a chief of staff in the Senate.
02:12After Iraq was deposed,
02:13I became a chief of staff of Senator Loy in the Senate.
02:18And then I ran for Congress,
02:20which was my fourth or fifth job already.
02:23I ran for Congress.
02:25I was Congress-run for four terms,
02:28twelve years and one day,
02:29one day being my fifth term,
02:31which I could not use anymore since I accepted the appointment
02:34as Secretary of Justice.
02:38So, congressman,
02:39then I was governor for three years,
02:41before I became Secretary of Justice,
02:43and this is my seventh calling in government,
02:47as congressman of the Republic.
02:51So, I've been exposed.
02:53I know how the politics in this country works,
02:56from the ground up.
02:58I think that I'm one of the few people
03:00who understands the processes,
03:01the intricacies of the bureaucracy,
03:05the tendencies of people to abuse power,
03:08I think is something that I've seen.
03:11Since I began remembering things,
03:15I could see people enjoying power too much,
03:18enjoying it too much,
03:19or exercising it with abuse,
03:22committing abuse of authority.
03:27And, I became a lawyer in 1988,
03:29and that was a long process by which,
03:33we studied this constitution,
03:36the 1987 constitution,
03:38when we graduated.
03:40So, I took the bar under the 1987 constitution,
03:43where the office of the ombudsman was created,
03:47by the framers of the constitution.
03:50And, right there and then,
03:51I wanted to be a ombudsman.
03:53In 1987, I knew it,
03:55but I knew that it's something that,
03:56it was a position that interested me in ever since.
04:00Since 1987.
04:01So, that's 39 years ago.
04:02So, yun na po yung gusto ko ng pasukan ng araw pa.
04:06Kaya lang, you have to be patient,
04:08and go through the process of learning,
04:11and probably not help me understand the nuances of government,
04:15and how people suffer through bad governance,
04:20and abuse of power.
04:30Take care.
04:51You
