00:25The General Appropriations Act for Fiscal Year 2026 is now signed by the President.
00:35Thank you, Mr. President.
00:39The year 2025 tested our nation on many fronts.
00:45We experienced climate-related disruptions, earthquakes, economic uncertainty,
00:50and the exposure of widespread corruption within our system.
00:55These challenges are painful, but they also made one thing clear.
01:01Real change could no longer wait.
01:05And so as we enter this year, let us take this opportunity to start moving forward
01:10with difficult but needed reforms in governance,
01:13to rebuild the trust in us, to strengthen accountability,
01:17deliver an honest and effective government to the Filipinos.
01:21We are at a critical juncture in the implementation of this Administration's medium-term development plan
01:28and on the cusp of sweeping reforms in politics and in governance.
01:33The 2026 General Appropriations Act is a vital component in all of these.
01:38With the signing of Republic Act No. 12314, or the General Appropriations Act of Fiscal Year 2026,
01:47we are committing to implement a budget that serves the people.
01:52Totalling 6.793 trillion pesos,
01:57the national budget is aligned with our medium- and long-term development plans and vision,
02:02reflecting our investment in the Filipino.
02:06We thank all members of Congress for the principled exercise of its power,
02:12all of the purse, and for the meaningful reforms undertaken to widen participation,
02:17to strengthen accountability throughout the budget authorization process.
02:22And yet, the passage of the national budget is only the beginning.
02:28Because today, we commence with the most difficult task,
02:32to ensure the proper execution and instituting true accountability.
02:38Sa ating mga kababayan,
02:41dama po namin ang inyong agam-agam at pangamba sa nakaraang budget.
02:47Kaisan ninyo ako sa pagnanais na masiguro ang bawat pisong buwis
02:51ay mapupunta sa tamang proyekto at sa tunay na pangangailangan ng ating taong bayan.
02:59Naririnig namin po kayo,
03:01sa national budget ng 2026,
03:04malinaw ang direksyon ng inyong pamahalaan.
03:07Magiging mas masinok,
03:09mas maingat,
03:10mas responsable kami sa paggastos ng pondo ng bayan.
03:16Ang bawat programa at proyekto ay dadaan sa masusing pagsusuri
03:20upang masiguro na ito ay may malinaw na benepisyo sa mamamayan,
03:26lalo na sa sektor na higit na nangangailangan.
03:31Magtatrabaho ang administrasyong ito upang mapabuti ang sistema.
03:36Mga palakas ang pananagutan at matuldukan ang katiwalean.
03:42Sa lahat ng adikain ito,
03:44dalangin ko ng maging katuwang namin ang bawat mamamayang Pilipino,
03:50ang pagbabantay, ang pagtatanong, ang pag-uulat,
03:54at ang pakikilahok sa mahakalagang bahagi ng isang gumaganang demokrasya.
03:59Kasama ninyo kami sa layunin tiyakin na ang budget ng bayan ay para sa bayan.
04:07Hindi tayo napapayag na mapunta sa kurakot ang salaping pinaghirapan ng bawat Pilipino.
04:14Sa pagharap na iyon natin sa bagong taon,
04:20nawa ang apoy na nag-aalab sa ating mga puso
04:24ay magdulot ng tunay na pagbabago tungo sa isang maunlad na kinabukasan.
04:31Mabuhay ang bagong Pilipino,
04:33mabuhay ang bagong Pilipinas.
04:35Maraming salamat at magandang maga po sa inyo lang.
