Dizon welcomes orders from President, Congress to review, revise DPWH budget

Public Works and Highways Secretary Vince Dizon says that some areas in the country has uneven distribution of flood control projects, which is why he welcomes the orders of both President Ferdinand Marcos Jr. and Congress to review and revise the budget of the Department of Public Works and Highways (DPWH). In an ambush interview after attending a hearing at the House of Representatives on Sept. 5, 2025, Dizon also said that he was in favor of using science, particularly Project NOAH, as a way to determine areas where flood control projects are needed.

01:10So ano lang naman yun, common sense lang.
01:12Pero dito sa nakikita natin,
01:14parang hindi ganun ang nangyayari.
01:17Kaya nga, very welcome po ito na development
01:21yung unang-una yung direktiba ng ating Pangulo
01:24na i-review, repasuhin natin,
01:27at ngayon yung order sa atin ng Kongreso
01:30dahil siya na ngayon ang in charge sa budget,
01:33inorderan tayo ng kongreso na revisit, revise,
01:39at kung kinakailangan, baguhin kung asan ang budget ng DPWH.
01:45So flood zones meaning scientifically based?
01:48So, kagaya yan, flood control.
01:51Ang sinasabi ng ating mga kongresista,
01:55at nakita din natin as my own personal observation
01:59sa few days ko dito sa DPWH,
02:03parang walang pagpa-plano sa kung saan dapat ninaligay ang mga flood control projects.
02:13Okay, totoo na halimbawa ang Burakan,
02:16yan, flood prone yan.
02:17Dapat talaga yan, may flood control.
02:19Ang problema naman sa Burakan,
02:21at nakikita din natin sa ibang lugar tulad ng Mindoro,
02:25hindi tama ang pag-implement ng mga proyekto.
02:28Maraming ang budget, maraming ang project,
02:31pero yung implementation ng mga project,
02:33either guni-guni or substandard.
02:37Pero meron namang mga area,
02:39halimbawa yung kanina,
02:41kausap ko po yung mga taga-mga Guindanao,
02:44na alam naman natin,
02:45a heavily flooded,
02:47a heavily flood prone area in Mindanao,
02:50dahil yan,
02:51nasa central Mindanao,
02:52yung tubig dyan lahat bumabagsak,
02:54napakaliit naman ang budget.
02:57So, kailangan talaga ayusin ito ng mabuti.

03:09ng ating Committee on Appropriations
03:12kasi yun,
03:13base sa science eh.
03:15At yung science, credible.
03:18Hindi yan hula-hula.

03:24napakarespetado niyan,
03:25galing yan sa UP.
03:27Kaibigan ko si Dr. Maharlag May
03:30ng Project NOAA.
03:32At alam talaga nila,
03:33kung ano ang mga areas na flood prone.
03:36May mga red zones, yellow zones.
03:37Ngayon,
03:38ang sinasabi ng ating kongreso eh,
03:41papayagan lang natin ang flood control
03:44for 2026
03:46para sa mga red zone.
03:48At yan ay welcome yan na suggestion.
03:52At isa sa mga pag-iisipan natin yan,
03:55habang riniripaso natin itong budget ng DPWH.
03:59Magkakalpuyin mga district budgets?
04:02Marami naman nung nakaraan eh.
04:04Kakayangan doon.
04:05Marami naman nung nakaraan na mga project
04:08na ongoing pa eh.
04:09In fact,
04:10meron mga nakita na tayo
04:12na either ghost
04:14o unfinished
04:16or substandard.

04:18kailangan ayusin yun.

04:21Para sa akin, yun ang first order of priority.
