House to introduce reforms in 2026 budget deliberations

Speaker Ferdinand Martin Romualdez at the ceremonial turnover of the proposed 2026 national budget on Aug. 13, 2025 announces several changes that the House of Representatives will implement in the budget deliberations, including removing the small committee, inviting civil society, people's organizations, and the private sector to budget hearings and opening the bicameral conference committee to the public.

00:00Welcome to the House of the People.
00:03Today's turnover of the 2026 National Expenditure Program from the Department of Budget and Management
00:10is not just a formality.
00:13It is the first step in shaping how our government will serve the Filipino people in the year ahead.
00:21Like every family, we know that every peso must have a purpose.
00:26We cannot spend what we do not have, and we must spend wisely on what matters the most.
00:33Bawad piso may pinaglalaahanan, bawad kastusin dapat may pakinabang sa tao.
00:41The net is more than just numbers on paper.
00:45It is the government's plan to make the vision of bagong Pilipinas real.
00:50Roads that connect communities, markets where food is affordable,
00:53schools that open doors to opportunity, hospitals that save lives,
00:59and safe, secure communities for every Filipino.
01:04A budget is not just a spending plan.
01:07It is a mirror of our priorities and a measure of our accountability to the people.
01:12And because this is the people's money, the process of crafting it must be transparent, inclusive, and worthy of public trust.
01:24That is why, beginning this year, the House will implement important reforms.
01:28First, we will remove the small committee that created institutional amendments.
01:36Bukas ang talakayan, lat ng amendments, alam ng mamamayan.
01:43Second, we will open the Bicamon Conference Committee on the budget to the public and to the media.
01:52Kung tela ng taong bayan ang pinag-uusapan, dapat taong bayan din ang nakakaalam.
01:58Third, we will invite civil society, people's organizations, and the private sector to join budget hearings.
02:09Ang pangbansang budget ay hindi pag-aaring ng mga politiko.
02:13Ito ay pera ng bawat Pilipino na magbabayad ng buis.
02:17We will strengthen oversight sa requiring timely reports from agencies and inending real-time tracking of major projects.
02:27Bawat tisong inasos dapat may katumbas na servisyong manararam naman.
02:33And fifth, we will prioritize investments that truly change lives.
02:38Agriculture for food security, infrastructure for connectivity,
02:43and jobs, education, or opportunity,
02:47health for all,
02:49and defense and disaster preparedness for national safety.
02:54These reforms are not meant to slow the process.
02:59They are meant to make it better, stronger, and more trusted.
03:05Kapag malinaw ang proseso, malinaw din ang tiwala.
03:09In the coming weeks, we will review every page of the Net Expenditure Program guided by one question.
03:18Makabuti ba ito sa ating mga kamabayan?
03:21If yes, we will support it.
03:24If not, we will work to make it better.
03:29A budget that people can trust is a comment that people can believe in.
