Tulfo to China envoy: Why wait for persona non grata? Just go home

Sen. Erwin Tulfo on Oct. 19, 2026 challenges Chinese Ambassador to the Philippines Jing Quan to leave the country rather than wait for the Senate to declare him persona non grata, escalating calls for a response to the envoy’s remarks about China’s military superiority. Tulfo said senators from the majority bloc had discussed filing a resolution over the weekend in reaction to Jing’s statements suggesting that China could easily defeat the Philippines if it resorted to force. Tulfo said the Senate resolution was being considered in response to Jing’s own challenge to Philippine officials to declare him persona non grata.

00:00I just want to talk to Senator JV.
00:03We talked to the majority over the weekend
00:07about the reaction of the Chinese ambassador.
00:12We talked to the majority of the G.C.
00:18When we were to file,
00:21I was hoping that Senator JV will file it today.
00:25But if not, I will consult.
00:27Otherwise, my office is going to file.
00:31Today, we will be filing.
00:33But my legis said that I will file Senator JV.
00:37So, we will file it tomorrow.
00:43To declare the ambassador's persona non-drafted.
00:46Especially,
00:48in this case,
00:50if you are left without a tone down,
00:52I said this is how I can send a trip to the Philippines.
00:55I'm trying to leave it.
00:58I'm going to leave it so i can say
01:00I'm going to leave it now.
01:03But if you're a person of Grata,
01:05let's see.
01:06We are sure that we will be able to get rid of the child, but we will not be able
01:11to get rid of it.
01:12Sir, how is it offensive for you for this anniversary?
01:19I think if you are a diplomat, you should tone down the state placement.
01:28Because if you are a diplomat, you represent your country, you represent your people, you represent your leader.
01:34Dapat po, you engage in diplomacy rather than firing these kind of words na parang taunting pa na kaya ang
01:43kaya namin.
01:44Kasi sinabi niya taken out of context.
01:51Kaya he should have said like, well I didn't mean it like that.
01:55What I meant was we're ready to talk, excited.
02:12Ano pumunta ng China or Hong Kong or Macau sa kanilang teritoryo.
02:35So, back in those days po, wala naman yung problema dyan, di ko ba?
02:39As a matter of fact, if you will be able to recall several administrations ago,
03:01So, paano yung sinasabing diplomacy?
03:03Anong klase mo yun, di ba?
03:04Anong mag-respetuhan nun tayo, di ba?
03:08Hindi, hindi ho gano'n.
03:09Dapat, through diplomatic means, hindi yung babrasuhin mo,
03:12sasabihin mo na kaya ang kaya namin kayo talunin.
03:15I think, that's not the right ikang mga statements
03:18that one diplomat should be making.
03:21Dapat, reconciliatory ang mga pananalita.
03:25Hindi yung, pati media, tayo daw, e.
03:28Mga bias, at hindi balance ang reporting.
03:31Naka-insulti, galing din po sa media.
03:33Dapat, hindi po gano'n.
03:35Sir, naka-insulti, kahit dun sa, ay sorry,
03:37kahit dun po sa Facebook account ng China,
03:41kasi nakalagay dun, kinuladged some pictures
03:43ng mga politicians na anti-China lang kasama.
03:48Well, I don't know kung yun ho ang pananaw nila,
03:52pero what we're doing, ito mga sinasabi lang anti-China,
03:55e, well, supportado naman ho.
04:10Wala namang sinabing masama.
04:12Sinasabi lang natin, because meron ho tayong right ho dyan,
04:15tayo ho'y kinatingan ng unklos, diba?
04:18Na nalo tayo po dyan sa ikang arbitration.
04:23Sinasabi po, sa atin po yan.
04:25Dahil sila lang ho ayaw maniwala.
04:28At pinangawakan lang nila daw history.
04:48You naisa ba siio in na,
04:53you naisa ba siio in pan yain!
05:00Then ayaw maniwala.
05:03You
