01:40The Commission and Member States will be holding last-minute talks this morning on the matter
01:45For more, we're joined now by the well-known Belgian virologist Marc van Rans
01:49Good morning Marc, great to have you with us
01:51So how worried should people be about this plague, if at all?
01:54I mean, Russian secrecy means we don't really know how serious the threat is
01:57No, we don't know
01:59But we have to assume that this is either an isolated incident or even a non-incident
02:04And I'm always surprised when something happens in Russia, it becomes news
02:09But this happens very frequently in DRC in Congo and in Madagascar
02:15We have hundreds of cases every year of plague
02:17And people are always surprised, they think it's something medieval, something very special
02:21Of course here, it's lab-associated, that makes it a little bit more serious, I guess
02:28And it brings back memories of COVID, people are worried it could escape from the lab, right?
02:32We have now people, a population that has been trained in microbiology for a couple of years
02:36They're more interested in everything that has to do with microbes
02:40And of course they're going to be attuned to these stories and be worried
02:43So what should the EU be doing this morning?
02:45What would you be advising EU officials as they sit down this morning?
02:48Try to get as much information as they can
02:50That's what they're doing, WHO is doing
02:52The Trump administration is doing this
02:54Everybody is asking questions to the Russian government
02:57They're probably not going to answer it truthfully, I guess
03:01But then with every day that passes, when no secondary cases appear
03:06And if they would appear, it probably would be known
03:09We can be more certain that this is either a non-incident or something very small and under control
03:16Okay, so that's some relief, I guess, for our viewers this morning
03:19I think so
03:19But what about COVID?
03:20COVID seems to be back
03:21Many people have COVID
03:22Should we all be going out getting boosters?
03:24Should we be isolating if we get COVID?
03:26No, during the summer months, there was very little COVID
03:31And I even thought, okay, maybe it's disappearing
03:33It has not disappeared
03:34It is back
03:36But it is back under the mild form, milder form of Omicron
03:40That is the type of SARS-CoV-2 that causes COVID
03:44That is appearing now everywhere in Europe
03:48But we have antibodies against it
03:50This is extremely contagious
03:51Which means that all of us have had it probably multiple times
03:55And many of us, they have received vaccines in the past years
04:01So we're doing okay against Omicron
04:04So this might be the period of the year, as it is for many other respiratory viruses
04:10That they appear and then they will reach a peak and go away again
04:14But nothing, there is really no evidence at all
04:18That this will be 2020 or 2021 revisited
04:23This is not going to happen
04:25This will be a mild epidemic at best
04:27Okay, lots of good news this morning from Mark Ron-Rance
04:30Thank you so much for joining us here
04:31Pleasure
04:31In the studio
04:32But now, moving on today marks three years since the October 7th attacks by Hamas
04:37A day that shocked Israel and the world
04:39Meanwhile, the war on Hamas in Gaza continues to produce a human tragedy
04:44With thousands dead and no clear path to peace
04:46At the Parliament in Strasbourg, tensions erupted with one French MEP of Palestinian and Kurdish origin
04:53Accused of kicking an Israeli flag to the ground
04:56Reema Hassan denies throwing the flag
04:59And says she actually just removed it from its stand
05:02Taking to X, she said
05:03My gesture is part of the denunciation of the ongoing genocide
05:07Of violations of international law
05:09And of this incessant and unbearable double standard
05:12She said a Russian flag would never be admitted
05:15After that incident, Israel's ambassador to France
05:18That's Joshua Zarca
05:19Told our Europe editor, Maria Tadeo
05:21That the episode reflects rising anti-Semitism in France
05:24I cannot understand how a person that aims to be a politician
05:30That aims to represent the public
05:32Can be so violent and disrespectful of the death of thousands of people
05:37That has been caused by the same cause that she's trying to help
05:43The head of the European Parliament is saying this is unacceptable
05:46And she takes this extremely serious
05:48From your part as the Israeli ambassador to France
05:51Will you ask for the European Parliament to put forward more sanctions?
05:56Will you ask the French government to take action once the details are clarified?
06:01You know, Mrs. Rima Hassan, the member of Parliament that kicked down the flags
06:07Is accused of support to terrorism
06:12She's supposed to appear before court in the next few days
06:15This is a person that has been extremely active in her anti-Zionism and anti-Semitism
06:22In the support of terrorism
06:23She openly supports Hamas
06:25She openly supports what Hamas did on October 7th
06:29This is a terrible person
06:31Let's be clear
06:32And I think that she's perceived to be a terrible person
06:36By the largest part of the French politics
06:39So it's not that I need to convince anybody that that's the case
06:44And she's also supporting openly terrorism
06:48In her statements and in the support that she gave to terrorist acts
06:52That took place in Israel in the past
06:53So she's a terrible person
06:55Let's be clear about that
06:57I do want to clarify
06:59There is an ongoing legal process
07:00But she has denied
07:01She supported or expressed an apology of terrorism
07:05Of course that case will continue its path
07:07But specifically though
07:08Given that this incident took place in the European Parliament in Strasbourg
07:12Will you escalate this matter to French authorities?
07:15Will you ask for this to be investigated as hate?
07:19Anti-Semitism?
07:20This is an issue that has been dealt with by the European Parliament
07:24In all the Division of Labour
07:27Our embassy to Brussels
07:28The embassy to the European Union
07:31Is the one in charge of following this issue
07:34And to the best of my understanding
07:36There is a very close dialogue
07:38Between our embassy
07:39And the president of the European Parliament
07:42Concerning this issue
07:44With the purpose of making sure
07:45That something like that will never happen again
07:47And that Mrs. Rima Hassan faces the charge
07:50He just needs to face
07:51But you say all anti-Semitism is unacceptable
07:54I have to ask you about the allegations
07:56That have appeared in the French press
07:58That Jordan Bardella
07:59The right-hand man of Marine Le Pen
08:01Made anti-Semitic comments when he was 17
08:03Some of these comments include
08:05The Jews control all the banks
08:07Do you see that also as equally worrying?
08:10Of course
08:11Any type of anti-Semitism
08:12Any statement
08:13Any type of statement
08:15Act
08:16Anyway
08:17Is unacceptable
08:18And is comprehensible
08:20Now the question is
08:21As you said
08:22These are allegations
08:23And we are following very closely
08:25And we will make
08:27Or we will react to it
08:29Once it is clear
08:30That these allegations are true
08:32Or if not
08:32Then we react
08:34Otherwise
08:34For the time being
08:35We will reserve our response
08:38We have an issue
08:39There is an issue of anti-Semitism in France
08:41There is an issue of anti-Semitism in Europe
08:44Unfortunately
08:44The rise of anti-Semitism
08:46Has happened significantly
08:48After October 7th
08:50But there is one party
08:52Who is openly
08:53In France
08:54Open anti-Semitic
08:55And that's LFI
08:56And the leader of that party
08:59Jean-Luc Mélenchon
09:00Is scoping the mimics
09:03Of leaders
09:06That were active in Europe
09:08In the 30s of the last centuries
09:10So are you making a comparison
09:11Also to Nazism and Hitler
09:13Would you say
09:14This gentleman acts
09:15Like Hitler did in the 30s
09:16I've said that publicly
09:18In the past already
09:19Yes
09:22Now moving on
09:23To the Black Sea
09:24Which has become
09:25A battlefield of late
09:27With drone incursions
09:28Off both Romania
09:29And Bulgaria's coast
09:30Resulting in fiery blazes
09:31Sunken ships
09:32And loss of life
09:34For more
09:34We can bring in now
09:35Our defence correspondent
09:36Angela Scudins
09:37Good morning Angela
09:38Just tell us more
09:39About the recent instance
09:40Yes good morning Maeve
09:41So the latest incursion
09:43That we saw
09:43Occurred yesterday
09:44Roughly 130km
09:46Off Bulgaria's coast
09:47In the early hours
09:49Two commercial vessels
09:50Were attacked
09:51By sea and aerial drones
09:53One suffered
09:54Significant damage
09:55And sank on the spot
09:56The other caught fire
09:58Thankfully no one
09:59Was significantly injured
10:01And no one died
10:01In this incursion
10:02Now Bulgaria of course
10:04Is a member of the
10:05North Atlantic Treaty Organisation
10:06As well as the European Union
10:08The European Commission
10:09President Ursula von der Leyen
10:11Came out with strong words
10:12Yesterday stating
10:13That Brussels
10:13Stands in support
10:15With countries
10:16On Europe's
10:16Eastern flank
10:17And attacks
10:18On civilian shipping
10:20Are simply
10:21Unacceptable
10:22We also heard
10:23Similar rhetoric
10:23Coming out of Sofia
10:25From Bulgaria's
10:26Prime Minister
10:26Ruman Radov
10:27He didn't mince words
10:29When he decried
10:30This incident
10:31That occurred yesterday
10:32Following an emergency
10:33Meeting
10:34Let's take a listen
10:34To what he had to say
10:35This is an absolutely
10:43Unacceptable attack
10:45Within Bulgaria's
10:46Exclusive economic zone
10:48It is a flagrant violation
10:50Of international law
10:52And maritime norms
10:53Further disrupting shipping
10:55In the Black Sea
10:56Driving insurance costs
10:58Even higher
10:59And making navigation
11:01Increasingly difficult
11:09Because the thing is
11:10This is not the first
11:11Incursion, right?
11:12Certainly not
11:13And not only
11:13Is it the first
11:14Not the first
11:15Incursion
11:15In the Black Sea
11:16But also along
11:17Europe's
11:17Eastern flank
11:18Now we've
11:19Got a little map here
11:20Let's take a look
11:21There have been
11:21Three major
11:23Incursions
11:23Of late
11:24Of course
11:24There was this
11:25Recent incident
11:25In Bulgaria
11:26The day before that
11:28On Monday
11:28We saw an incident
11:29Off Romania's coast
11:30And on the 20th of August
11:32There was a similar
11:33Incident off Romania's coast
11:35Once again
11:35But let's take a look
11:36At Monday
11:37Because this was
11:38A significant escalation
11:39When it comes to
11:40Alleged hybrid warfare
11:41If we can even
11:42Call it that anymore
11:43A cargo ship
11:45Carrying Ukrainian grain
11:46Operated by Turkish
11:48Authorities
11:48Caught fire
11:50Was attacked
11:50By drones
11:51And sank
11:52As a result
11:53Two people died
11:54In this incursion
11:55And scores
11:56Were injured
11:57Of course
11:57There was that other
11:58Incident on the 20th of August
11:59In Romania too
12:00Or an explosive
12:02Layden drone
12:02Was shot down
12:04By fighter jets
12:05Now this really shows
12:06An escalation
12:07Of behaviour
12:08And a pattern
12:09But we also need
12:10To look at blame
12:11So Romania
12:12Has been quite clear
12:13In attributing blame
12:14To Moscow
12:15But they've stated
12:16That these are
12:17Merely what happens
12:18As a by-product
12:19Of Russia's full-scale
12:20Invasion of Ukraine
12:21The rhetoric
12:22Has been significantly
12:23Toned down
12:24To what we saw
12:25In Berlin
12:25With that Leipzig
12:26Drone incident
12:27However Bulgaria
12:28Hasn't said
12:29The same things
12:30When it comes
12:31To who's to blame
12:31My understanding
12:32Is that they're
12:32Still investigating
12:33This drone incursion
12:34That occurred
12:35On Tuesday
12:35But I guess
12:36The bigger question
12:37Is Maeve
12:38How much
12:38The European Union
12:39As well as NATO
12:40Can stomach
12:40When it comes
12:41To these incidents
12:42Which have resulted
12:43In two people
12:43Dying as well
12:45As what they can do
12:45We know the European Union
12:46Is working on
12:47An anti-hybrid warfare
12:48Playbook
12:49But whether
12:50These incidents
12:50Even fall
12:51Within the remit
12:52Of hybrid warfare
12:53Is yet to be seen
12:54And what they can
12:55Really do
12:55To counter these incursions
12:57It's also my understanding
12:58That Romania
12:59Bulgaria
12:59And Turkey
13:00Are working
13:01With the machinations
13:02Of NATO
13:02To bolster security
13:04In the Black Sea too
13:04So civilian vessels
13:06Can do their jobs
13:07And bring grain
13:08To Europe
13:09As well as
13:09The Middle East
13:10And Africa
13:10Okay
13:11And just
13:12Thank you so much
13:12For your report there
13:14And now we can move on
13:15As EU ambassadors
13:16Are close to finalising
13:18About 1,650
13:20New additions
13:20To the sanctions list
13:22Against Russia
13:22This comes less than a month
13:24After Alisher Usmanov
13:26Often dubbed
13:26One of Putin's
13:27Favourite billionaires
13:28And Michel Friedman
13:29A banking magnate
13:31Were controversially dropped
13:32From the lists
13:32After pressure
13:33From France
13:34And Slovakia
13:35For more
13:35We can head now
13:36To Strasbourg
13:37Where the human rights
13:37Activist Bill Brider
13:38Joins us this morning
13:39Good morning Bill
13:40Thank you so much
13:41For joining us
13:42Has the EU just shown
13:43That its sanctions regime
13:44Can be cracked
13:45By political backroom deals
13:47Do you think
13:50Well I'm
13:51Could you repeat the question
13:53I'm sorry
13:53I didn't hear you
13:54Do you think
13:55The EU has just shown
13:57That its sanctions regime
13:58Can be cracked
13:59By political backroom deals
14:01The fact that
14:01Two countries
14:02Got their way here
14:06Absolutely
14:06And I think
14:07That this is a shameful
14:10Decision
14:10To let these two guys
14:12Off the sanctions list
14:13And I think
14:14It's actually
14:15A dangerous decision
14:15Particularly in the case
14:17Of Alisher Uzmanov
14:20Here you have a situation
14:21Where he was
14:22Effectively taken off
14:23The sanctions list
14:24Because he was
14:26Because a hostage
14:28Was swapped for him
14:29From Azerbaijan
14:31And so what does this say
14:32To other Russian oligarchs
14:35Who continue to be
14:35On the sanctions list
14:36They can encourage
14:38Other countries
14:39To take hostages
14:40To put into this type
14:41Of negotiation
14:42The fact that
14:43These types of
14:43Backroom deals
14:45These dirty
14:45Dirty deals
14:46Are possible
14:47Really puts a
14:50Very dark cloud
14:51Over the whole
14:51Sanctions program
14:52That's the thing
14:54Bill
14:54Do you fear
14:55A precedent
14:55Now is set
14:56After this saga
15:00A very bad precedent
15:02Has been set
15:03So imagine
15:04Imagine that you're
15:05One of these
15:05Other thousands
15:06Of oligarchs
15:07Sitting in Russia
15:08And I should
15:08Point out
15:09That all these
15:10Oligarchs
15:11These sanctions
15:12Hang over their head
15:14It's the worst thing
15:15That could happen
15:15To them
15:16Every single one
15:17Of them
15:17Is scheming
15:18And trying to come up
15:19With ways of getting
15:19Off the sanctions list
15:20They've now seen
15:21These two different
15:22Things
15:22One
15:23Very nasty
15:24Legal fight
15:25Against the
15:26Luxembourg authorities
15:27And the second
15:28Is this whole
15:29Hostage
15:30Negotiation
15:31With the
15:31Azeris
15:32And these other
15:33Oligarchs
15:34Are going to be
15:34Saying okay
15:35This is a precedent
15:36This is something
15:37We can do
15:37The europeans
15:39Will blink
15:40And therefore
15:41We're going to try
15:42To use these
15:43Same things
15:44To get off
15:44The sanctions list
15:45Now there is one
15:45Saving grace
15:46In the whole situation
15:47Which is
15:48That the current
15:49Sanctions list
15:50Has now been
15:51Renewed
15:51For three years
15:52Which means
15:53That there's a bit
15:54Of time
15:54Three years
15:56Of time
15:56Before
15:57Before we come up
15:58With another one
15:59Of these moments
16:00Of weakness
16:01But it really is
16:03A terrible thing
16:04At the same time
16:05That we have
16:06Of Russia
16:07Bombing civilians
16:08On a daily basis
16:09In Kiev
16:10And other cities
16:10Around Ukraine
16:11Well that's the thing
16:12And you know
16:12Russia well
16:13You know how
16:13Putin ticks
16:14Do you think
16:14He's feeling
16:15Any pressure
16:16From his inner circle
16:21Putin doesn't feel
16:22Pressure from anything
16:23At the moment
16:24The only way
16:26That this war
16:27Will stop
16:28Is not because
16:28People inside Russia
16:30Are going to
16:31Put pressure on him
16:32There's no politics
16:32There's no civil society
16:34The way that this war
16:35Will stop
16:36Is if Ukraine
16:37Inflicts enough
16:38Economic damage
16:39On Russia
16:40That they cannot
16:40Afford to
16:41Continue this war
16:43And the only way
16:44That's possible
16:45Is if the west
16:45Continues to support
16:47Ukraine militarily
16:48And if the west
16:49Were to get tough
16:50On Russia
16:51As far as oil sanctions
16:53We haven't done that yet
16:54And we give Russia
16:56I should say
16:57We give Ukraine
16:58Enough to fend off
17:00Russia to some extent
17:01But not to the extent
17:02Necessary to get Putin
17:04To back down
17:04So would you argue
17:06Bill the sanctions
17:06The EU sanctions
17:07Are just not working
17:08Because as you say
17:08The war is still
17:09Very much ongoing
17:10Ukraine facing
17:11Its fifth winter of war
17:12And it's actually
17:13Worse than ever
17:17Well I'm not saying
17:18The sanctions
17:19Aren't working
17:19I'm saying sanctions
17:20Are certainly
17:21Putting pressure on Putin
17:22But Putin is ready
17:23To starve his whole country
17:25Completely
17:26In order to keep
17:28The war going
17:28If the war were to stop
17:30Putin would effectively
17:32Lose power
17:33And if he loses power
17:34He would lose his life
17:36And so he's ready
17:37To make unbelievable sacrifices
17:38But at the same time
17:39The sanctions are working
17:40In the sense that
17:41It's grinding Russia down
17:43It's causing Russia
17:44Economic damage
17:45We're seeing
17:46The refining capacity
17:48Of Russia
17:48Declined by somewhere
17:50Between 20 and 40 percent
17:52We're seeing
17:53Inflation going up
17:55We're seeing all sorts of stuff
17:56But at the end of the day
17:59Sanctions aren't stopping the war
18:00Because Putin is ready
18:01To suck up his gut
18:03And deal with the pressure
18:06And so what I'm saying
18:08Is that there should be
18:08More sanctions
18:09Not less sanctions
18:11In order to try to
18:12Put Putin in a position
18:14Where he just can't
18:15Physically afford
18:16To carry on the war
18:18And just finally Bill
18:19You find yourself in Strasbourg
18:20At the European Parliament
18:21In Strasbourg this morning
18:22You've been meeting with
18:23The likes of Kaya Callas
18:24Is your message getting
18:25Through to them
18:29Well I'm speaking to
18:31I should say
18:32I'm pushing on an open door
18:33At the European Parliament
18:35And certainly with
18:37The officials of
18:38The European Commission
18:39I think everybody here
18:40Believes that
18:41Ukraine should be supported
18:43That Russia is the villain
18:45And we need to do more
18:47It's obviously complicated
18:49Because we also have
18:51These situations
18:51Like what we just
18:52Started this conversation with
18:54With France putting pressure
18:56On the European Union
18:58To take Usman off
19:00Off the sanctions list
19:00Because of backroom deals
19:01But at the end of the day
19:03There's a lot of people here
19:04Most people here
19:05Almost everybody here
19:06Supports Ukraine
19:07Which is certainly hardening
19:09Okay Bill Breider
