00:27Labor today pledged to duplicate the upfield train line in order to boost its capacity.
00:32This is so important for Melbourne's northern suburbs.
00:35But there's a catch.
00:37The government's only committed to funding the planning and project design stages,
00:41which will take two years at a cost of $80 million.
00:45This will be about the third business case that we've had on the upfield line.
00:51I mean, I've heard of measure twice, cut once, but this is getting pretty ridiculous.
00:54We don't want to be standing here in another few years and the upfield line is still a single track.
00:59The move means the government will also, for the second time,
01:03delay the removal of eight level crossings on the upfield line, pushing the project back to 2033.
01:10It is common sense that you do the duplication while you remove the level crossings.
01:16No one can take them seriously right now. They're just backflipping.
01:20One of Melbourne's most unreliable train lines, upfield, has just one single track along its last four kilometres,
01:26meaning there's only room for one train at a time.
01:29The single track means that we get a lot of cancellations and trains turning around early.
01:35It's a joke, especially when you miss one train and the next one gets short,
01:38so you're waiting damn near half an hour.
01:40Last year, Infrastructure Victoria called for the track to be upgraded.
01:44The government had promised to build a turn back at Gowrie Station to allow more trains,
01:49but scrapped it as the budget for the metro tunnel blew out.
