In an interview discussing women's safety, crime prevention, and systemic accountability following a gang rape in Delhi, former IPS officer and former Lieutenant Governor of Puducherry Dr Kiran Bedi highlighted the breakdown of home discipline as the core driver of sexual violence. Emphasising accountability at home, Dr Bedi stated, "Root cause is the family, loss of family control." She pointed out that perpetrators are someone's sons, brothers, and husbands, arguing that crimes occur before police arrive on the scene. While clarifying that she does not absolve the police of their duties, Dr Bedi insisted that society must address parenting failure and family collapse upfront. She urged institutions, including the Supreme Court, to tackle crime prevention backwards from the root cause, demanding that parental responsibility be fixed either through legal measures or broader social accountability.

00:00All right, joining me right now is Dr. Kiran Bedi.
00:03Thank you, ma'am, for taking the time out and joining us this evening.
00:06I just want to, you know, get an understanding from you
00:09because there's been a fair amount of politics at the back of it,
00:12but will there be tangible change in the national capital?
00:16You have a gang rape at the back of it.
00:19The top university of women in Delhi decides to go offline, go online.
00:25I just want to get an understanding.
00:26The Supreme Court stepping in.
00:28How much of a difference will it make?
00:30Or once again, will this be just lip service?
00:33I've been saying this again and again,
00:36that we're not addressing the root cause.
00:39And root cause is the loss of family control.
00:44Because every family is a small unit.
00:47And these boys and these men are coming from these homes.
00:52It's a failure of the home.
00:54I'm not excluding police.
00:55I'll come to the police later.
00:56But I think if you're seized of the matter, it's a matter of social failure.
01:02It's a home failure.
01:03It's a failure of parenting.
01:05I think we need to address the social issue up front.
01:08Up front.
01:10That what's happening in the homes.
01:12Why?
01:12Who are they?
01:13Who's creating these villains and these goons?
01:16There's somebody's sons.
01:18There's somebody's brother.
01:19And somebody's husband.
01:20What kind of control?
01:22Because the crime is happening before the police is arriving.
01:26So you are only reacting.
01:28I'm looking at crime prevention also.
01:30But I think we need to understand that damage has already been done till the police arrives.
01:37Now let's work it backwards.
01:39Why are we looking at total family collapse?
01:42I think we need to somewhere fix in and bring the family control and family responsibility.
01:47Account for and hold the parents responsible for what they're creating in the society.
01:53But they continue to generate these.
01:55So I think this is one area.
01:57If the Honorable Supreme Court is into it.
02:01I think let's address the root cause of the problem.
02:04Because these men are not born rapists.
02:06They've become rapists.
02:08Out of lack of parenting control.
02:11So parental responsibility should be fixed.
02:14And somewhere by law or otherwise I do not know.
02:17But so far I don't address this issue at all.
02:20And when you go back to some of these parents.
02:22They say,
02:23We need to bring in what comes between the police and this decontrol.
02:32So I think we need to address this.
02:34What we do is very important.
02:36Rest is crime prevention.
02:38Now in this crime prevention.
02:39Dr. Bedi, I want to ask you.
02:41But Dr. Bedi, the question I'd like to ask you is.
02:45What you suggest is something that has been echoing across this country.
02:49But this is generational.
02:50You know, changing conditioning will take generations.
02:53How do you fill the gap in?
02:55You know, there have been certain tangible, you know, options that many people are speaking of and loudly at that.
03:02Chemical castration is one such option which is followed in even, you know, countries which look at humane laws.
03:09Should India seriously look at an option of chemical castration?
03:13On the other hand, there has been a petition which has been lying with the Delhi police as well as
03:20the courts of women police officers in civil clothes, especially in areas where, you know, public areas as well as
03:29colleges and schools where girls are concerned.
03:32I would say that a mass movement of verification of past criminals and past sex offenders and past such like
03:41delinquents, mass, mass constant beat verification of people on past records and particularly those on bail for these offenses.
03:50There's bails need to be reconsidered.
03:53So bails, that means a mass verification of all past records of all these deviants who come on record.
04:01Third is anybody on bail for sex offence should become the electronic ankling.
04:06Electronic ankling means that you are on bail with an electronic GPS ankle, which means after this, your mobility is
04:16now under watch so that we know where else, because how much will you, how many policemen will you be
04:22having in how many parks?
04:24It needs a massive mobilization.
04:26So remember, that need not, that could be on the anvil, but I think anybody, anybody on sex offence after
04:35this and past can be brought under GPS-related ankling, which is available, which is done in many democratic countries
04:44of the world, is electronic ankling on the ankle so that hereafter their movement is coming under GPS.
04:55But Dr. Bedi, you know, what about naming and shaming?
04:58We have so many sexual offenders in this country.
05:01Once we start plastering their pictures all across, we've spoken about this before, but it is never really, you know,
05:08implemented in many cases.
05:12Third is the same elected local representatives at all levels, panchayat, corporate, MLA and MPs.
05:21I think they need to have these mohalla meetings and going down.
05:24They need to speak out about these family controls.
05:28They need to talk about these ankle controls.
05:30I don't see any one of them speaking out for the women.
05:36I don't see them.
05:37See, service will not do.
05:39They need to go house to house and start talking about family and home responsibility and also about ankling, also
05:46because verification of past criminals.
05:49And also police need to strengthen its beach system.
05:52It needs to strengthen its beach system, which verifies house to house past criminal records.
05:58And anybody who's out on bail verify and maybe the court could say mark attendance, mark attendance with the police
06:04once a week.
06:05So anklet and better crime control.
06:08And of course, expeditious trial is an option, but that is not in our hands.
06:13I would say these are community linked and leadership linked, electronically linked.
06:19I think these are very, and of course, family responsibility is critical now.
06:23House to house, and that could go back to the local representatives who could really go house to house to
06:29say, this is not acceptable.
