00:33mr president colleagues the world is witnessing intertwined changes and turbulence protracted
00:45geopolitical conflicts widening development gaps and a growing number of global challenges
00:53five years ago at the 76th session of the un general assembly president xi jinping put forward
01:01the global development initiative since then he has proposed the global security initiative
01:08the global civilization initiative and the global governance initiative these initiatives provide
01:15strategic guidance for the building of a community with a shared future for humanity at a time when
01:22countries of the world find their future so closely linked more and more of them want to join hands
01:27to shoulder the historic mission of addressing difficulties and challenges and advancing the
01:33well-being of all humanity with this in mind i propose that we take the following four steps
01:41first we should safeguard the post-war international order and foster lasting peace based on common
01:48security security the world wants peace not war the international system centered on the un and
01:59the international order underpinned by international law that emerged after world war ii must be upheld
02:08we should turn into action the vision of common comprehensive cooperative and sustainable security
02:16and reject the court war mindset and block confrontation we should settle differences and disputes through dialogue and
02:24consultation and oppose unilateral military actions that violate the un charter and circumvent security council
02:33authorization major countries shoulder special responsibilities for safeguarding international peace and security and
02:42they should take the lead in complying with the rules upholding rule of law and doing what's right
02:49china holds that the sovereignty and security of countries in the middle east including the gulf should be respected
02:57international industrial and supply chains should be kept stable and unimpeded and global trade should be safeguarded
03:05china calls for advancing the governance of the west bank and the post-conflict reconstruction of gaza in
03:13accordance with the principle of the palestinians governing palestine
03:17it also calls for bringing the palestinian question back onto the right track of this two-state solution at an
03:24early date
03:24on ukraine president xi jinping has put forward four points on what must be done which are the
03:33fundamental guidance for china in playing a continued constructive role in its own way for achieving a
03:41political settlement of the crisis china urges the relevant country to immediately stop using threat of
03:49force against cuba and immediately and completely lift the blockade and sanctions against cuba
03:57second we should address the global development predicament and promote prosperity for all through
04:04openness and cooperation we should keep development at the center of the international agenda
04:11and jointly forge a global development partnership based on unity and equality and that is balanced and
04:18inclusive it is important to give priority to key areas including poverty reduction food security and energy transition
04:28step up resource input and increase support for countries in the global south
04:34developed countries should honor their commitment to development financing and climate financing
04:42the international community should also build consensus and pool strength to formulate the post-2030 global development agenda
04:54facing a new scientific and technological revolution and industrial transformation especially the dynamic development of artificial intelligence
05:03solutions we should take a people-centered approach and develop ai for the positive and for good
05:10narrow the digital divide and promote development that is universally beneficial
05:18both history and reality prove
05:20that countries can hardly achieve development without an open and cooperative international environment
05:28protectionism produces no winners building walls erecting barriers decoupling and cutting off supply chains
05:37disrupt global industrial and supply chains and harm the interests of all parties
05:44we must firmly safeguard the wto-centered rules-based multilateral trading system
05:51build an open world economy jointly foster and strengthen new growth drivers
05:59and see that economic globalization is inclusive and delivers benefits to all
06:06third we should advance exchanges and mutual learning among civilizations
06:12and rebuild unity and mutual trust through communication and dialogue
06:17diversity has created splendor in the world condescension and the self-centered mindset
06:24have no place in the interactions among different cultures
06:28promoting mutual trust mutual respect solidarity and harmonious coexistence is the right approach to take
06:37we need to use the un platform to boost international people-to-people exchanges
06:42and take the celebration of the international day for dialogue among civilizations as an occasion to promote mutual
06:49understanding and amity among all peoples and the common development of diverse civilizations
06:55we should reject ideological prejudice and respect the development path and social systems decided on independently by the people of
07:02all countries
07:04we should deepen the sharing of governance practices and jointly explore ways to tackle challenges facing our times
07:14fourth we should stay committed to multilateralism and take steps to safeguard fairness and justice
07:23multilateralism is a choice made by humanity after going through scourges
07:28and fairness and justice are the joint pursuit of the people of all countries
07:34China holds that all countries big or small are equal members of the international community
07:39and that world affairs should be handled by all through consultation
07:45and rule of law fairness and justice in international affairs should be jointly upheld
07:53countries should join forces and act together to safeguard the UN and make it stronger
08:00China supports the UN in reforming and improving itself
08:04it should advance the UN at initiative and enhance the performance of its bodies
08:11rather than merely cut its budgets and mandates
08:17it should effectively address global challenges including climate change and public health security
08:25improve
08:28and increase the representation and voice of the global south
08:35China pays high tribute to Secretary General Antonio Guterres who will complete his term soon
08:42China supports the election in accordance with the UN Charter of a new Secretary General
08:47who honors the UN Charter has exceptional capability upholds integrity and fairness and demonstrates courage and dedication

09:06the General Assembly adopted resolution 2758
09:11at its 26th session with an overwhelming majority
09:15by which
09:15Anga decided to restore all the rights of the People's Republic of China in the UN
09:20and recognize the representatives of the government of the People's Republic of China
09:25as the only legitimate representatives of China to the UN
09:29this is of profound and far-reaching significance for both China and the world
09:36over the past 55 years
09:39China has been a stabilizing force in times of volatility
09:44China is firmly committed to pursuing peaceful development
09:48and has the best track record on peace and security among major countries
09:53it is the largest contributor to peacekeepers
09:56among the permanent members of the UN Security Council
09:59it also took the initiative that led to the issuance of the first joint statement of the leaders of the
10:06five nuclear weapon states
10:07on preventing nuclear war
10:10China has been a main engine driving common development
10:15China has created two miracles at home namely fast economic growth and long-term social stability
10:21and over many years it has contributed around 30 percent to global growth
10:29China has joined hands with more than three-fourths of the countries in the world in pursuing high quality belt
10:36and road cooperation
10:38it has mobilized
10:41over 23 billion US dollars
10:44and carried out more than 2,000 projects under the global development initiative
10:50and it has granted zero tariff status to all the African countries and LDCs having diplomatic relations with it
10:57to empower the global south in pursuing modernization
11:01China has been a progressive force in an era of change
11:06China has always spoken up
11:09for the global south
11:11stood up for the legitimate rights and interests of developing countries
11:15and continued to work toward a more just and equitable global governance system
11:24In October
11:26China will host the Global Governance Forum in the Xiongan New Area

12:57he called for international efforts for the reconstruction of Gaza in this context
