00:00Let's put it this way. Let me just clarify this now. Let's compare apples and apples, not apples and oranges.
00:05We're talking about the National Expenditure Plan. We have actually increased in terms of last year.
00:12What we're saying is the National Expenditure Plan compared to the actual GAA that we got last year, there was
00:19a reduction.
00:19But we cannot compare NAP and GAA. Right now, we're catching up.
00:25There is a budget hearing next week. We are seeking more amendments to be able to have to catch up
00:30with at least the level of last year.
00:32And like, ano po yung mga priorities natin for next year?
00:34Oh, we want to finish the construction na hindi pa natatapos. Otherwise, masasayang.
00:39You know, we inherited the states and we are on its way to resolving many of this difficult infrastructure.
00:46Number two, ito talaga, we are increasing, we are capacitating our research capacity.
00:52The University of the Philippines is shifting its identity to be a clearly research and graduate school and innovation university.
00:59So this is a massive historical shift, primarily just the producing graduates.
01:03Now, we are actually talking about focusing on discovery of new knowledge and innovation of this knowledge so that it
01:12can actually solve problems of the Filipino people.
01:14Ang research namin is this. Bago namin niya po, tanungin mo na namin, anong social problem ang sinosolve ng research
01:20mo?
01:21So you don't produce products, technology, and say, sinong may interested? No.
01:26Pag-produce mo, it's only because there is already interest. So that is what we call client discovery.
01:31And it is aligned with our vision of the UP as a public service university, ultimately.
01:39As a matter of fact, dinagdagan nga namin na aming motto before honor, excellence, and service.
01:44So the long is honor and excellence in the service of the nation.
02:21You
