00:17Congress, under both Democratic and Republican control, have been asleep at the wheel,
00:24and we now have a president whose ignorance regarding this issue is truly embarrassing.
00:33Virtually all of the decisions regarding the development of AI have been made by a handful of the richest people

00:45Musk, Zuckerberg, Bezos, Thiel, Ellison, Brin, and a few others.
00:50And let us be very clear. A superintelligent AI that escapes human control will not simply be an American problem.
01:01It will not be a Chinese problem. It will be humanity's problem.
01:09And that is why I hope very much that at their AI summit next week,
01:15President Trump will negotiate a comprehensive treaty with President Xi to establish a pause on advanced AI development
01:25and a ban on superintelligence.

02:51It's the only way you're going to get your hands around
02:54and actually think through, with adults,
02:58what should be actually the regulatory apparatus,
03:02whether it's an Atomic Energy Commission or whatever that apparatus is,
03:07that works with these companies
03:10to make sure that things can't escape,
03:13to make sure that people know what's going on.
03:15and also the financial and liabilities to the American people.
