13:13a missing person situation. These are their parents, siblings, spouses, children, relatives
13:25and close friends. Every hour without reliable information deepens their anxiety, anguish
13:34and emotional suffering. The families understand that the disaster has created extremely
13:42challenging conditions for the authorities and rescue agencies. However, in a crisis
13:51of this magnitude, timely, consistent and transparent communication is equally critical. Reliable
14:01information can provide families with clarity, prevent misinformation and most importantly,
14:09reduce the additional frustration and emotional distress that they are already enduring.
14:19MASFE therefore makes the following urgent appeals.
14:25Daily official updates to the family. Number one, we respectively request Wisma Putra, the Malaysian
14:33Embassy in Kathmandu, Nepal and the Embassy of Malaysia in Beijing, China to establish a
14:40mechanism to provide for providing regular daily official updates to the families on
14:50the latest status of the missing Malaysians. Search and rescue operation and areas being searched.
14:58Any developments from the Nepalese or the Chinese authorities. The number of person located, rescued
15:06or accounted for. Any new information concerning the affected border and the surrounding areas.
15:15And the next step being undertaken by the Malaysian government.
15:23We fully appreciate that the information may sometimes may sometimes be limited or still
15:31subject to the verification. Nevertheless, even an update stating that there is no new confirmed
15:39information would provide families with reassurance that the matter is actively being monitored and pursued. Number two,
15:49appoint dedicated liaison officers for the families.
15:55MASFE respectfully request Wisma Putra and the Malaysian Embassy in Kathmandu and Beijing to
16:01appoint dedicated liaison officers to communicate directly with the three appointed representatives of MASFE.
16:11This is because rather than having 50 families contacting the embassy, contacting the embassy,
16:19we can have a one-to-one discussion and we as the representatives can update the family members on a
16:25timely manner.
16:26Right? Approximately 90% of the reported missing Malaysians are represented within this group.
16:34A centralised communication channel would allow official information to be disseminated quickly and consistently to all the affected families.
16:49This will also significantly reduce the burden on individual family members having to repeatedly contact different agencies seeking information.
17:00We have received feedback from several family members who have experienced difficulty contacting or updating responses from the Malaysian Embassy
17:10in Kathmandu over the past two days.
17:15We recognise that diplomatic missions are dealing with an extremely demanding and rapidly evolving disaster situation.
17:24Our request is not intended to place blame on individual officers.
17:30It is a plea for more effective communication structure during this extraordinary humanitarian crisis.
17:43For a grieving family waiting for a news of a loved one, silence is profoundly painful.
17:52Uncertainty creates fear, frustration and at times desperation.
17:57A dedicated liaison mechanism will provide families with a trusted channel through which verified information can be shared and questions
18:09can be coordinated.
18:11Number 3. Urgently seek approval for Malaysian Search and Rescue SA Team assistance.
18:21Masfei respectfully urges the Malaysian government to use all available diplomatic channels with the government of Nepal and China to
18:31urgently obtain approval for the deployment of Malaysian Search and Rescue SA Team and other relevant specialised capabilities to assist
18:41in the search of our missing Malaysians.
18:44More than 72 hours have passed since the devastating flash flood occurred.
18:52Despite the passage of this critical period, there has been very little or no discernible progress in locating the missing
19:03Malaysians in the Rasuagadi-Nepal-Tibet border area on both the Nepalese and the Tibet-China sides of the border.
19:19This prolonged uncertainty is causing unbearable anguish to the affected families.
19:27Every hour that passes without a meaningful progress or confirmed information increases their fear that valuable time may be lost
19:36in locating and rescuing their loved ones.
19:39We fully recognise the extremely difficult terrain, weather conditions, damaged infrastructure and cross-border complexities faced by the authorities and
19:54rescue agencies.
19:55Nevertheless, given the number of Malaysians unaccounted for, the uncertainties surrounding the last known locations and the critical passage of
20:06time, Masfei believes that every available search and rescue resources should now be considered and mobilised.
20:14The 49 missing Malaysians and 3 missing Singaporeans are from the following 3 groups.
20:25Number 1. Live holiday. 23 Malaysian Indians and 3 Singaporean Indians.

20:38Number 2. Dream Tibet travels and tours. 9 Malaysians, 8 Malaysians and 1 Chinese can refer to Appendix 1B later.
20:50Number 3. Fishtail tours and travels. 17 Malaysian Indians can refer to Appendix 1C later on.
21:01The last known location of these groups were within the Rasuagadi, Nepal-Tibet border area, including locations on both the
21:12Nepal side and the Tibet-China side of the border.
21:16Given the cross-border nature of the disaster, Masfei strongly believes that close operation cooperation between Nepal, China and Malaysia
21:28is essential,
21:30and that Malaysian SAR expertise should be made available as soon as possible, subject to the necessary approval and coordination
21:41within the respective authorities.
21:42At this stage, the families are asking for every possible resources, every possible avenue, and every possible search area to
21:56be utilised.
21:58We cannot afford to lose any more time.
22:03Number 4. Urgent need for information from the Tibet-China side.
22:11At present, Masfei has been receiving information primarily concerning developments on the Nepal side.
22:20Thank you to the pristine Himalayan trackers agencies who have been giving us on-site information.
22:27However, we have received little or no direct information concerning search and rescue activities and the status of the situation
22:38on the Tibet-China side.
22:44This is of particular concern because based on the available information and the last known movements of our groups,
22:55there remains a possibility that some or many of the missing Malaysians may have been at or near the Chinese
23:05Immigration Customs Area,
23:09been caught in the flood while crossing the border, or already crossed the immigration and been travelling towards Giryong or
23:19Kerong on the Tibetan site.
23:24Masfei therefore appeals to the Malaysian government to urgently engage the Chinese government through diplomatic channels to obtain verified information
23:35concerning search and rescue operations,
23:38survivors, casualties, and any Malaysians who may have been located on the Tibetan site.
23:46Families should not have to rely on fragmented information from informal sources to determine whether their loved ones may have
23:56been located.
23:58Number five, verify and reconcile the official missing person records.
24:05Masfei has also identified a significant discrepancy concerning the official records.
24:11The nine Malaysians travelling, our group from Puan Jamalia and Joanne, with the adventure white Himalayan tracks, eight Malays and
24:23one Chinese,
24:24do not appear to have been included in the missing person information contained in the Nepal Tourism Board,
24:32Situation Update 2, dated 26 August 2026.

24:41As a result, there is a serious concern that the number of missing Malaysians may have been under-reported in
24:50the official records.
24:53Masfei has spent the past two days attempting to establish the relevant permit travel documentation involving the group and finally
25:02identified Dream Tibet Travels and Tours as the permit issuing company for our group here.
25:12We were informed that the permit issuing company has intentionally not reported it to the Nepal Tourism Board.
25:22This is very reliable information. That is why the nine Malaysians are not in their record.
25:28The agent that issued the permit has not reported it to the Tourism Board.
25:35If a dedicated liaison mechanism had been established earlier, discrepancies of this nature could potentially have been communicated directly to
25:49the relevant Malaysian authorities for immediate verification with the Nepalese government, which we do not have until now.
25:56This is a humanitarian appeal.
26:02Masfei emphasizes that the families are not seeking confrontation.
26:08We are seeking answers, coordination and action.
26:15We recognize the enormous challenges faced by the Nepalese, Chinese and Malaysian authorities in responding to a catastrophic cross-border
26:27disaster.
26:28We also recognize the difficulties, sorry, we also recognize the difficult conditions faced by the rescue personnel on the ground.
26:40But, behind every name on the missing list is a family waiting for someone to come home.
26:50They are mothers waiting for their children, children waiting for their parents, husbands and wives waiting for their spouses, brothers

27:26At the same time, we appeal for a single, reliable and regular communication channel between the authorities and the families.
27:36Even when there is no new information, families deserve to know that search continues and that their loved ones have
27:45not been forgotten.
27:47Every hour matters. Every hour matters. Every life matters. Every family deserves answers.
27:53MASFIS stands ready to cooperate fully with Wismaputra, the Malaysian embassies, the Nepalese and Chinese authorities and all the relevant
28:04search and rescue agencies to facilitate the sharing and verification of information.
