The "best" constraint is the resource that would take the most time and/or money to turn into a non-constraint. A more simplistic definition would be: the most expensive or hard to find resource.

00:17If it's very, very expensive, it's probably a good idea for it to be the constraint.

00:21Because if it's a non-constraint, you're going to have more of it than you need.
00:24And therefore, you've got this very expensive thing, which you've got two when one would
00:28suffice.
