Portugal has enacted a controversial new measure that largely restricts face coverings in public spaces, a move that has been widely described as a “burqa law” because of its impact on full-face veils.
The legislation prohibits coverings intended to conceal someone’s face or prevent identification in public. However, it includes several exceptions, including situations involving health, work, artistic activities, weather conditions, places of worship, diplomatic missions and air travel.
People who violate the restrictions could face fines ranging from €150 to €3,000, depending on the circumstances.
The measure was approved by Portugal’s parliament last month before being enacted by President António José Seguro. Supporters argue that showing the face is important for communication, identification and social interaction.
The presidential statement also emphasized social integration, gender equality and non-discrimination, arguing that requiring women to conceal their faces creates unequal treatment.
The law has already sparked debate over religious freedom, individual rights and public security, particularly regarding its impact on Muslim women who wear full-face coverings.
