00:21will be getting you the latest updates from each and respective states.
00:24And the big news today is the southern chief minister's meeting in Mahabalipuram with the union home minister of will.
00:30All the CMs have put forward their agenda and that's the main talking point for us today on the SoSouth's
00:36Bulletin.
00:37Let's kickstart the Bulletin right now with news coming in from Karnataka.
00:45And in fact, the big news is about the delimitation.
00:47The chief minister of Karnataka, D.K. Shiv Kumar, has put forward Karnataka's agenda in this coordination meeting of the
00:54southern chief ministers.
00:55And in front of the union home minister, D.K. Shiv Kumar has moved a resolution on the delimitation,
01:01asking the union government to consider that 1971 census should be considered and freeze the number of seats to 5333
01:08and implement the women reservation immediately.
01:11And right now joining me is one of the cabinet ministers of Karnataka, Mr. Rizwan Arshad, who is the Food
01:16and Civil Supply Minister.
01:17Sir, your chief minister from Karnataka here has said that let us pass a resolution among all the southern states.
01:24One, the delimitation issue is a big concern for Karnataka.
01:27Freeze the number of seats for 543 and implement women reservation.
01:31What's your take on it?
01:32Sir, it's a just demand our chief minister has put forward.
01:36He's trying to talk on behalf of the whole South India.
01:40The delimitation bill which the BJP is trying to bring in, it's grossly going to be unfair to the South
01:51India.
01:52They are trying to alter the power equations in the country.
01:55And to say that the way they are trying to delimit the consequences, the way they are trying to do
02:03the cherrymandering,
02:04it is very clear that the North India will have huge advantage over the Southern India.
02:12And Southern India will be left only to pay taxes to run the country.
02:19So we will be the new tax slaves to run the country and we will have no say in the
02:28affairs of the country.
02:29That is what they are going to do with the new delimitation act.
02:32So, 1971 census which our chief minister has proposed, freezes the population across the country.
02:40Take that as a basis.
02:41Why are we saying that?
02:43Post-1971, the Southern states have implemented our population control policy and taken it so seriously that today we have
02:51more aged population than the working population.
02:56We have reduced our numbers, our TFR rates are below the repressible 2.1, the mandatory replacement level.
03:05So, North Indian states have not implemented this population control.
03:09They have as a result more population.
03:10But the formula that there should be overall increase of 50% seats itself is unfair.
03:17How can you increase overall 50% of seats for the states which have implemented the population control effectively
03:24and for the states who have not implemented it effectively?
03:27So, what we demand is either you keep that 1971 freeze across, don't increase the Lok Sabha seats,
03:35implement the women's reservation in the existing 543 seats.
03:41We welcome the women's reservation.
03:43And the next topic that…
03:45Yes, sir, please come on.
03:45Or in case you want to increase the number of Lok Sabha seats, then why 50% across?
03:51Increase 20% to the North Indian states which have not implemented the population control.
03:58Increase 50% of seats, it is South India.
04:00Somewhere you need to balance it.
04:01So, this is where we are trying, my Chief Minister is trying to convey to the whole country that we
04:09are paying,
04:11I mean, we are paying taxes, we are generating wealth.
04:1433% of the GDP of the country comes from the Southern states.
04:18Please don't penalize Southern states for implementing effective population control.
04:24Another aspect that the Chief Minister also spoke is the finances.
04:26He wants more money or the more funds allocation from the Union Government
04:29and also ensure the Union Government resolves all the interstate water disputes.
04:34See, it's a just demand.
04:36We pay 1 rupee, we get 13 paisa in return.
04:4086 to 87 paisa goes to the Central Government and then goes to the North Indian states.
04:46We as a country in a federal system, we are more than happy to contribute.
04:51But please don't reduce our share to this extent that we are just left out as tax-paying citizens
04:58which don't get in return.
05:01So, Southern states also need that kind of support from the Central Government.
05:06Since we contribute so much, please give back something.
05:11That is what, but this government under Narendra Modi ji, I am sorry to say,
05:17has always seen Southern states not fairly.
05:21We have been treated like these second-class citizens
05:24and they concentrate only on the North Indian states,
05:28neglect the South Indian states.
05:30They take our money, don't give us back our share.
05:33They want to now alter the power equations for the delimitation.
05:36It is grossly unfair to all the South Indian states, including Karnataka.
05:44My Chief Minister is talking about the whole South India and all the South Indian people.
05:49And our demands are just.
05:52It is the Central Government needs to look into it.
05:55We will not allow an unfair delimitation to happen
05:58which will put Southern states under disadvantage.

06:38Mr. Vijay is the vice chairperson in this meeting.
06:41What is the stake of Mr. Vijay and Tamil Nadu government on this meeting specifically
06:45and also on the delimitation?
06:47Take us to the key takeaways of this meeting.
06:53Well, it is an important role, Nagarjun, for the chief minister, C. Joseph Vijay, who is the vice chairman of
06:58the event.
06:58And, you know, the interesting part was the seating arrangement where we also saw the Karnataka chief minister
07:02sitting next to the Tamil Nadu chief minister, C. Joseph Vijay, who actually showed intention to meet him earlier.
07:07But for the state, just like Karnataka, it's very clearly the important issue seems to be the actual diversion of
07:13taxes
07:13and also the delimitation and, of course, the water resources sharing of that as well.
07:18So that seems to be taking the very important role for the day.
07:20Karnataka CM has all very clearly spoken on all these matters, including the Krishna River, inner sharing as well.
07:25However, when it comes to Tamil Nadu and Karnataka, the biggest problem seems to be the Cauvery water sharing
07:30and also the Megatadu Dam project as well.
07:33Along with that, when it comes to the centre, it is about the need, it is about delimitation,
07:37quite a lot of issues that we are expecting the chief minister to highlight for the day, Nagarjun.

07:49Apoorva, we've heard Pramod speak on the agenda of Tamil Nadu chief minister.
07:54Has any informal talk that has taken place between Vijay and other chief ministers in this meeting?
08:03Well, that's right. In fact, what we are getting to learn is that just now the visuals of Apoorva
08:07photographs from inside the meeting have also come out and we can also see all the chief ministers there
08:11going ahead and putting on a pleasant smile.
08:14It looks like just from the photograph, there seems to have been an exchange of pleasantries
08:19across, you know, chief ministers of the south there.
08:22And to see that this stage is being shared, this opportunity is rather being shared by the southern chief ministers
08:28that definitely does show what kind of bonhomi the southern states have essentially,
08:32which is that they want the south to succeed.
08:35And that's what you can also see from the agenda that is set for across several of these chief ministers
08:41as well.
08:42Karnataka as well, Karnataka, Tamil Nadu on water.
08:45Tamil Nadu, Andhra Pradesh, especially on Amaravati and Polarum projects as well as railway
08:50and several other interesting and important topics for the state of Andhra Pradesh as well.
08:54Chandra Babu, Naidu wanting to ensure that the centre and state bonhomi does continue on
08:59and this essentially being the opportunity for Mr. Naidu to go ahead and set forth the request
09:04for the state of Andhra Pradesh ahead for the AIDG check that he wants to change Andhra Pradesh into.

09:16Sagai, we heard Mr. Rizwan Arshad speak for the chief minister and the Karnataka government
09:22about delimitation and the justified demand for more money.
09:25What else are you picking up from the government in terms of this meeting?
09:30So, if you notice that the speech of the Karnataka chief minister is quite clear
09:34and categorically requests the central government what they have to do,
09:38whether it is delimitation, whether it is Mekedatu or also German reservation.
09:43So, they have mentioned that there should be some kind of fairness
09:46and one of those main points that has been highlighted in this particular speech
09:50is Nagarjo, as much as we share, you have to share.
09:55So, the chief minister has categorically mentioned that as the GST funds
09:59and everything, the southern India cares, you need to return,
10:03you should care the southern India as well.
10:04And he has also highlighted the importance of Karnataka and Bengaluru
10:09as Karnataka is the highest exporter of hardware
10:12and also has the highest collection when it comes to the software.
10:17So, keeping all these things in mind,
10:19the chief minister, Vikram Shukumar, has highlighted the importance of Karnataka
10:22in southern states and without Karnataka,
10:25there is no growth and development in the southern part of India.
10:30And Karnataka plays a key role when it comes to the government.
10:33So, he has highlighted the importance and the contribution of Karnataka.
10:37Apart from that, he has also requested the fairness in the seat allocation
10:41for women, the women reservation.
10:43He has said that you should go ahead and give the reservation
10:47in the present system, the present seat which is available right now,
10:51the Lok Sabha, they have to do reservation for women in all the set seats.
10:55And apart from that, he has also highlighted the importance of Naked Atul
10:59and several other special projects where the central government
11:03should give importance to southern part and especially for Karnataka,
11:07who is playing a major role as a big brother in southern part of India.

11:21Now, let me go across to Shibhi Moll,
11:23where Vidi Satishan also took part in this meeting, Kerala chief minister.
11:27Shibhi, what is the agenda of the Kerala government here?
11:30What is his priorities in this meeting?
11:32And what was his conversation with the union home minister?
11:49Well, Naga, on collective issues like delimitation,
12:04of course, the state stand is very clear.
12:06It stands with the stands taken by the other southern states,
12:09like we are states who followed the population control policy.
12:12So that allocation, there should be fairness meted out to southern states,
12:16the stand of the government here also.
12:18Other issues like NEAT, you know,
12:22the state is simply passing a resolution also saying
12:24that cooperative federalism should be maintained
12:26when it comes to conducting exams.
12:28Educational matters should be considered with the state governments also,
12:32and states' policy should also be taken into consideration.
12:34Now, that's one point that the state has been consistently mentioning.
12:38Another, of course, we need funds,
12:40allocation of funds to states for various development projects.
12:43Now, when the UDF government took charge,
12:44one of the demands that they raised was regarding
12:47the centre allocation of funds for main projects.
12:50Now, one of the main dream projects that was launched by VD Sadish
12:53was regarding Mission Samudera,
12:55Mission Samudera and the dream to transform cities
12:58like Tiruvannanthapuram and Kochi into port cities.
13:01So for that, you need states, you need centre support.
13:04Again, we are a state that's prone to, you know, natural calamities.
13:08Even after the UDF government took over,
13:09we have had a landslide in Vyanat
13:11and also a flood-like situation recently.
13:13So if you see in the past also with the LDF government also,
13:16there was a major clash between the centre and state
13:18when it comes to allocating funds to the state
13:20to meet with disaster-related activities.
13:23So that concern will also be raised is what we are learning.
13:26Since it's a southern meeting, the Mullapiria Dam issue,
13:29since the Tamil Nadu Assembly recently discussed about the issue,
13:32Kerala is also likely to, you know, stress on its point,
13:35its policy from the beginning,
13:36which is, you know, safety for Kerala and water for Tamil Nadu.
13:39In the past, like if you see in 2012,
13:42we have seen massive scenes, outrage taking place
13:44between Tamil Nadu and Kerala in connection with this issue.
13:47The issue is still pending before the court,
13:50but since two new chief ministers, two new governments are meeting,
13:53there's likely a discussion on that.
13:54If that discussion comes up,
13:55then Kerala is likely to, you know, stress on its policy
13:58right from the beginning,
13:59which is water for Tamil Nadu and safety for Kerala.
14:05Right, in fact, now let me move across to Abdul Bashir.
14:08Abdul, what was the agenda of Rehwan Threddy here?
14:11Was he also in agreement on the delimitation issue?
14:13He's been very vocal on delimitation
14:15and also the central funds being allocated to the southern state.
14:18What did Rehwan Threddy talk about in this meeting?
14:22Well, as the chief minister,
14:24Rehwan Threddy is abroad,
14:25deputy chief minister Bhatti Vikramarka,
14:27along with Kumbhala Nageshwar,
14:29the minister,
14:30is right now representing Telangana in this meeting.
14:33The major issues in this meeting
14:35is the interstate water dispute,
14:38especially that has been long going on.
14:41Andhra Pradesh has proposed for a Polavaram-Bankacharla
14:44link project here,
14:46which has been opposed by the Telangana government.
14:49Several representations given to the centre,
14:52and now is the time that they put forward their demand
14:54in front of Union Home Minister Amit Shah
14:58and the central government right now.
15:00Other major disputes that we are learning
15:03is that apart from the water disputes,
15:05the AP Reorganization Act,
15:07long-pending issues of the promises that they made
15:10during the AP Reorganization Act,
15:13the fund, the Godavari Krishna water sharing,
15:16all these have been into dispute and long-pending.
15:20Well, that will be the further demand that is being said.
15:22Apart from that, education and special codes
15:26for cases related to rape and others
15:29has to be fast-track codes have to be set up.
15:31That also is the expected demand
15:33that is being put forward.
15:34When it comes to delimitation,
15:36yes, the chief minister,
15:37even Sridi and Telangana government
15:38have been vocal on delimitation.
15:40And yes, that is also expected
15:42in this agenda meeting that is right now ongoing.
15:45Apart from this, what we are learning
15:47is that the funds that has to be given
15:49by the centre to the state,
15:51allocation of funds must be done equally.
15:54I mean, the share must be increased
15:56is what their demand is.
15:57Apart from that, what you are learning
15:58is that several projects from the centre
16:01are pending in the state
16:02that has to be completed,
16:03that has to be given the funds.
16:04Pending has to be released.
16:06Civil aviation projects,
16:07especially airports that were promised,
16:09that also has been pending,
16:10a long pending,
16:11several representations given
16:12by the chief minister
16:13to the central government.
16:14And now is the time
16:15when they put forward these demands
16:17as well as what we are learning.
16:20Right, in fact,
16:21we have heard from all the reporters
16:23across all the southern states
16:24that the main agenda
16:25is on development funds
16:26and also the delimitation.
16:28So, the big talking point
16:29for all the chief ministers
16:31has been these two issues.

18:02the Keralam chief minister
18:03is talking about
18:04the interstate security
18:05while the Karnataka chief minister

18:08the tax issue,
18:09delimitation and such.

18:36when the prime minister

18:37has come to Tamil Nadu,

18:40because of ideological defences,
18:42there was,
18:43you know,
18:43there was no warmth
18:44or there was no
18:45in-person welcoming.
18:46But this time,
18:46it looks like
18:47there's visible change.
18:49The chief minister
18:49of Tamil Nadu
18:50wants to have
18:51a clearly working relationship
18:53with the union government
18:54and also gave Amit Shah
18:58some sort of a gift.
19:00It's very interesting
19:00the kind of developments
19:02that we are seeing.
19:03While also Vijay
19:04has made it very clear
19:05that while we want
19:06to have a working relationship
19:07with the union government,
19:08when it comes to interest
19:10of the state government
19:10is not going to be
19:11any compromise
19:12and will take anybody
19:13head on,
19:14is what the chief minister
19:15has stated.
19:16And that's why
19:16we can also see
19:17how the union government
19:18has sort of gone soft
19:19even on the Vande Matram issue.
19:21And even when it comes
19:22to Kaveri issue
19:23as well,
19:24Vijay stands very firm.
19:25He says that the state
19:27will fight
19:27to get its due share
19:28of water.
19:29And that was also
19:30one of the key topics
19:31that was discussed today
19:32in the southern CM's meeting.
19:34One was of course
19:35the fund devolution issue.
19:37Second was NEAT
19:37and the third
19:38was the Kaveri issue
19:39which the chief minister
19:40has pressed on
19:41that come what may
19:42Tamil Nadu should get
19:43its due share of water
19:45is what was discussed today.

22:47One was Vishwanathan, the higher education minister, and the other, Sengotian, the revenue minister.
22:51On one side, the higher education minister says that particular circular over students not to be allowed in protest was
22:57to maintain the peace inside education institutions.
23:00And he claims that by mistake, certain parties' names were included.
23:04One was CJP.
23:05The other one was clearly left parties and it was a subject over it.
23:09So how can it be taken as a mistake?
23:11That needs to be discussed.
23:12As well, Sengotian says that a person who was sent to a survey, he is the one apparently has asked
23:17details about CPI and CPM.
23:19Now we have Anaka Keshav once again.
23:21Anaka, are the left parties accepting these explanations given in the assembly today?
23:29Well, in fact, the left parties in the assembly had relatively remained muted.
23:34In fact, it was the DMK MLM, Mr. Maari Muttu, who has risen this issue, to which the government has
23:39responded,
23:39saying that the government has no intention to stifle the rights of students.
23:44We do want to support them for their right causes, is what the government says.

24:24They say that the fundamental cell of democracy is protestant.
24:28Therefore, students should be allowed to raise their voices as long as their cause is legal, moral and ethical.
24:34Therefore, the Tamil Nadu government, they are putting it across that the Tamil Nadu government does protect and support the
24:41cause of students.
24:42And this letter was immediately withdrawn, is what the government says.
24:49One thing is very certain, Anagar, the letter that was, we saw, actually had the date 14th of August.
24:54And apparently, the status was supposed to be given on 20th of August.

29:53But right now, one person has brought in artificial intelligence to actually detect potholes.
29:59A Bengaluru-based software engineer and entrepreneur has shown how artificial intelligence can be used
30:05to solve the problem that millions of Indians face every day, potholes.
30:09The engineer demonstrated an AI-powered system that can detect potholes while a car is being driven,
30:14identify their location, analyze their size and then generate a ready-to-file civic complaint.
30:19The project has attracted attention online because it goes beyond simply finding a pothole
30:24and attempts to connect the problem with the government contract and contractor responsible
30:28for the road.
30:29In the example circulated online, one drive detected 12 potholes with the system producing 12 complaints
30:35that were ready to be filed.
30:37The idea is particularly relevant to Bengaluru because the city's civic authorities already
30:41operate systems for reporting potholes and other public infrastructure problems.
30:46But this is quite interesting.
30:47Now, AI also helping in filing complaints by identifying the potholes, the location and
30:53directly bringing out a complaint.
30:57Bangalore is synonymous to the potholes and here is one such pothole and a Bengalurian
31:03today has come up with a solution to these potholes and it's a tech solution as we speak.
31:10And that is Mr. Gaurav Sain who has created an app that detects the pothole and sends the
31:15message to the GBA officials.
31:18This potholes has been a redundant problem for Bengaluru and I am told that you have created
31:23some solution to this temporary fix of potholes.
31:26Can you take us through it?
31:26Yes, most of the potholes that we see today are, let's say, detected but not reported because
31:34it's difficult to report it, difficult to formulate a complaint.
31:37So, what this app does is just make that easier.
31:40We can install it on the dashboard and it will just keep taking photos and reporting.
31:45Let's get into the car and take you through the roads of Bengaluru to detect some potholes
31:49right now.

32:05In our driving stretch, we have found out there are a series of potholes because we are in

39:38What began as a shocking murder of a school principal in Nalgonda district has taken a drastic turn,
39:45a disturbing turn when it was discovered or it was found after the investigation that
39:49two juveniles from her own school were involved in her murder.
39:53Now, these allegations have come up when a 48 year old Rupa Singh, a principal of a school,
39:59a private school in Nalgonda district, was murdered on August 11th and she was found by
40:04the police on August 12th at her residence.
40:07Now, all this began when the police was informed about her murder.
40:11The police started searching for the clues, more than 70 CCTV cameras, 80 people questioned.
40:17The more shocking fact was the police were just investigating and searching for an unidentified
40:23assassinate as checking the brutality of that particular murder.
40:27But what came to light was her one word, the use of Babu during her last call.
40:33Her last words with her aunt over the phone calling Babu.
40:36Usually, she refers to the students, had taken, you know, investigators to the right point where
40:41two juveniles of her own school, a class 10 student, were arrested or, you know, taken.
40:47These two juveniles were identified for her murder.
40:50Now, on August 11th, when these two people jumped the compound wall of the principal expecting to steal money,
40:57they were hoping to steal money from her because expecting that day would be the day when the school fees
41:02would be,
41:03you know, gathered by the principal and she would be taking home.
41:07And these two who were used to lavish lives had done recce five days ago in August 11th.
41:13They jumped the compound wall, entered the house wearing masks and then tried to steal money from the principal's house.
41:19When one of these, you know, juvenile had dropped her mask, dropped his mask and the principal had recognized,
41:27they had brutally killed the principal, stabbing 27 times.
41:30The brutality of this particular murder was so shocking that it sent shockwaves to the Nangonda district.
41:37Well, the whole case has been tracked by the police.
41:41The police have discovered or recovered around 1.54 lakh in cash from these juveniles with blood stains,
41:49where forensic, you know, experts have confirmed that the blood stains were of the principal.
