00:11from the southern states. We've had a very successful India Today Tamil Nadu roundtable
00:15and we'll give you glimpses of some of the conversations that we had and some of the
00:21viral conversations that's got the entire country talking. Let's give you a sense of
00:25what to expect in this edition of Super 6. We're going to be focusing on all of the questions
00:30of corruption that's now coming up against the TVK government. Why? Well, the Chief Minister
00:35is set to, in fact, shift to a new office and there are questions being asked over the tender
00:41allocation, the process that was followed with the DMK and others claiming that this is a
00:46corruption taint against the government. Is that really the case? What is the TVK's counter
00:51here? We'll get you all of those details. That's coming up on this edition of Super 6. But also
00:58on the show this evening, we'll give you a sense of the kind of controversy surrounding Trisha's
01:04Independence Day salute. She was there at the Independence Day parade in Chennai. The DMK's
01:10questioned why, in what capacity was the actor there? We've been seeing her being dragged into

03:00You've heard constantly Chief Minister Vijay speak about priority number one, which is to weed out
03:06corruption in the state of Tamil Nadu. Now however, the opposition claims that they have evidence proof
03:11of a corruption allegation against the Vijay government. What's this about? Remember that the
03:17Chief Minister set to shift to a new office which is getting ready and in the next few months will
03:22be
03:22fully prepared. Now, a bit of details that have emerged is that work actually on this office started
03:28in July. The tenders, however, were put forth in August. So who's been working for the last one
03:35month then on the office getting it set? Is this a scam? Was this confusion? Was this inexperience
03:42that was showing? A lot of questions being asked right now with the DMK saying that this is clearly
03:48a corruption scam. The TV case responded in the Assembly with Minister Adhavarjuna clearing the air
03:53on all of these allegations. Let's get you all of those details.
04:02The Tamil Nadu government is facing questions over alleged tender irregularities in the construction
04:08of the Chief Minister's office. India today visited the premises on the 28th of July and found work
04:14underway inside the proposed CMO office even before the tenders were floated. The three tenders were
04:21floated only on August 12th with contractors given time to submit applications until the first
04:26of September. But the tenders were not initially uploaded on the government's e-procurement portal
04:30despite online tendering being mandatory. There are also questions over the disclosure of the
04:36project cost. While the print version of the tender notice reportedly put the project value at 5.54
04:41crore rupees, the online tender documents did not mention the cost. The corresponding cost field on
04:47the e-procurement portal was marked not applicable. Government sources, however, have clarified to India
04:53today that the work seen at the site involved only the removal of furniture and dismantling
04:58of existing structures.

05:34The delay in uploading the tenders has also raised questions.
05:38Between August 12th and 17th, the PWD uploaded 135 other tenders online.
05:43But the three tenders related to the CMO were uploaded only after questions were raised over their absence from the
05:49portal.
05:50The DMK and BJP have now trained their guns on the TVK government, alleging corruption and procedural violations.
05:56The opposition claims that nearly 90% of the work had already been completed and that the tender process was
06:02being carried out only as a formality.
06:26Based on the lowest quotation and give them the work.
06:30That is how normally any tender work in the government happens.
06:34If they have started the work and then calling for tender is, I don't know, there is something fishy in
06:40it.
06:41The controversy comes as the TVK government completes 100 days in office.
06:46But one key question remains.
06:48If the work was limited to dismantling existing structures, why was there a five-day gap between the tender notice
06:53appearing in print and being uploaded online?

07:06What is the question that's being asked here?
07:08What's the due process that's followed?
07:10And what's the lapse that's led to questions about what's really gone wrong as far as the Chief Minister's new
07:15office construction is concerned?
07:17The due process is that the project value is disclosed online.
07:21In this case, 5.5 crores.
07:23But here's what's interesting.
07:24Online, when that e-tender was put out, the NA option was given.
07:29Not applicable in the sense that the cost of the project was not mentioned.
07:33This raised eyebrows.
07:35So 5.5 crores, not mentioned.
07:37Instead, it said not applicable.
07:39Now, the TVK says that's a technical glitch perhaps.
07:42Tender documents are usually uploaded online.
07:45So you see before the print ads, you'll see the e-tender being floated.
07:50And that's the normal process.
07:51In the case of the Chief Minister's office construction, not just was the amount not mentioned, the documents were not
07:57initially uploaded.
07:58It was done after the print ads.
08:01And that was about five days later.
08:03Now, print and online details will match.
08:06So you'll have a print ad and then the online e-tender will have exactly those same details whether it
08:11comes to cost, duration, whatever else.
08:14In this case, again, there's a project value difference.
08:17It's over this essentially that there are questions being raised.
08:20But like I said, the TVK maintains that there's no question of any sort of scam here.
08:26They're looking into it.
08:27They're suggesting that this was a lapse.
08:30I will highlight that the tender hasn't been allotted yet.
08:33So even if there is a scam right now, we don't know who's benefiting.
08:39But like I said, the government has been talking tough on corruption.
08:44We had the India Today roundtable yesterday in Chennai, where we had the biggest faces of the TVK government and
08:49many others coming together to have a conversation on corruption.
08:53First, I want you to listen to what Minister Adhavarjana had to say on why the Vijay government is focused
08:59on weeding out corruption and how they're going to go about doing it.
09:12Anna's idea created a movement, a revolution, and then a government.
09:19Today, as the legacy continues, the people of Tamil Nadu have given power to our chief minister to receive Joseph
09:27Vijay.
09:29This is not just a change of the government.
09:32It is proof that the ideals of the social justice and equality are still alive in the heart of every
09:40Tamil person.
09:42Let me be honest about who won this election for us.
09:46The women, the mothers and sisters in Tamil Nadu made us win.
09:53They stood in queues in the hot sun to vote for the whistle.
09:59The youth made us win.
10:01The young men and women who had never voted before.
10:05Students who came home from the college just to cast their one vote.
10:11Even the children won it for us.
10:16Children believed in our leader and wanted the parents to vote for us.
10:22This is a historical victory.
10:25For many years, people's side, elections in Tamil Nadu were decided by three things.
10:30First, caste arithmetics.
10:33Second, money power.
10:35Notes given at the night, votes brought like vegetables.
10:38Third, religious politics.
10:41Divide people and rule them.
10:44This election destroyed all three.
10:46The voters looked at the three and the said no.
10:51And as their bonus nepotism was destroyed,
10:54the DMK president, general secretary, the treasurer's son,
11:00all lost this election.
11:04As Tandai Peria said,
11:06freedom without social justice has no meaning for the common man.
11:10In April, the common man remembered that warning.
11:16Karl Marx wrote the tradition of all dead generations way,
11:24like a nightmare on the brain of the living.
11:27The simple words,
11:28the world must be destroyed before the new can be built.
11:33So, what have we destroyed and built?
11:39Okay, I also, in fact,
11:41led a session in which there was a conversation about corruption.
11:45We had, in fact, an anti-corruption crusader,
11:47along with politicians,
11:48to discuss whether what we're seeing,
11:50all of this talk about a corruption crackdown,
11:52is actually happening,
11:53because we hear about corruption-free governance so often.

12:24As, in fact, the Convener of Arapur-Iyakam,
12:27you've been instrumental in identifying several sectors
12:31where there's been corruption,
12:32in also highlighting,
12:34blowing the whistle on several of these cases.
12:36In the last hundred days,
12:38we've seen Chief Minister Vijay constantly speak
12:41on the issue of corruption,
12:43highlight that it is number one priority.
12:45In the last hundred days,
12:47have you seen that translate into action?
12:51See, first of all,
12:53I think the intent and goodwill is first welcome.
12:58To say that, you know,
13:00for the first time,
13:00I think we are seeing ministers and chief ministers
13:03saying that we will not take party fund,
13:05we will not take money for tenders and so on.
13:11So that, at the face of it,
13:13is definitely welcome.
13:15And whether it has translated into action,
13:18I think there is a mixed reaction.
13:19On one side,
13:20we are seeing the definite improvement.
13:22For example,
13:23if you look at things like bribery,
13:27there are several departments in which
13:30there is a streamline,
13:32right, from the top,
13:33from the politician all the way
13:34till the, you know,
13:37bottom most bureaucrat.
13:39So what happens is that,
13:41in things like RTO, for example,
13:43there is a collection of bribe
13:45that happens from the bottom
13:46all the way till the top to the minister.
13:48So, therefore,
13:49in many of these places
13:50where now the ministers are coming up
13:52and saying we don't need bribe,
13:54what happens is that
13:55wherever officials are corrupt,
13:57they continue to take money.
13:59Wherever the officials
14:00have been collecting the money
14:02because the minister wants it,
14:04they have stopped it.
14:05So, therefore,
14:06we are seeing in many places
14:07where bribery has come down
14:10significantly
14:11in terms of RTO office,
14:13registration offices and so on.
14:14So, which is a welcome step.
14:15Number, the other part is
14:18with respect to the
14:19large-scale corruption
14:20which we see in terms of
14:21tenders and so on
14:23and TVK government
14:24is just 100 days into it
14:26and they have not floated
14:27many tenders so far.
14:29But, one of the important issues
14:32with respect to the tenders
14:34is that this goodwill and intent
14:36alone is not good enough.
14:38But point is,
14:39why is this happening?
14:40Because it has not been
14:42made systemic.
14:43In TN Transparency in Tenders Act,
14:46you need to bring an amendment
14:47that all tenders above 1 lakh
14:49needs to be open-eat tenders.
14:51So, these are kind of systemic things
14:52that, for example,
14:54up to date,
14:5677% of the tenders
14:57floated in Tamil Nadu
14:58have only one bidder
15:00or two bidders.
15:01Which means these are all
15:03fixing tenders.
15:04You know,
15:05pretty much.
15:06So, therefore,
15:07if you have to change this,
15:09then you need to bring it
15:10in the law
15:11that at the financial bid stage,
15:13if there is only
15:13a single bid tender,
15:15it has to be cancelled.
15:17Today,
15:17there is no such rule or lack.
15:19So, therefore,
15:21you know,
15:22what we need to understand
15:23is that
15:24the test of governance,
15:26the test of clean governance,
15:30it's very, very important
15:32that rule of law
15:33is enforced.
15:35And the changes
15:36are brought
15:37in the rule of law.
15:39Otherwise,
15:39it won't withstand
15:40change of ministers,
15:41it won't withstand
15:42change of government,
15:43you know,
15:44whatever changes
15:44that comes today,
15:45it won't sustain
15:46for a longer time.

15:48be one of the first steps,

15:51a crackdown on corruption.

17:06independence

17:08And that's what
17:10made a difference.
17:11Now,
17:12I will answer your question
17:14in a few minutes.

17:16I do want to show this

17:18this has to go,
17:19the message has to go
17:20to North India.
17:22And every
17:23government,
17:24every state
17:25should follow this.
17:26Our chief minister
17:28has very clearly said
17:29not only
17:30before the election,
17:32never in the history,
17:33all the MLAs
17:34have been asked
17:34to take a vote
17:35before the election
17:36that they will not
17:37take money.
17:38In the first speech,
17:39next speech,
17:40and in the
17:42assembly,
17:43he said,
17:44we will not
17:44touch even a single
17:45price.
17:46We will not allow
17:47anyone to touch it.
17:49If anyone touches it,
17:51we will not spare them
17:52and those who help them.
