00:35At a cabinet meeting on Sunday, Netanyahu said Israel rejects the 15-point document.
00:41He also made Israel's position crystal clear.
00:44The Israeli military, he said, will not carry out any withdrawal until Hamas is genuinely disarmed.
00:51Netanyahu went even further, saying disarmament means all weapons.
00:55Heavy weapons, lighter weapons, and every other weapon held by Hamas.

01:09Trump's plan calls for Hamas to give up its weapons,
01:12while Israeli forces progressively withdraw from Gaza according to agreed security milestones.

01:27The plan calls for Hamas and other armed factions to have no role in Gaza's future governance.
01:33It also proposes the destruction and decommissioning of military infrastructure,
01:38including tunnels and weapons production facilities.
01:40But there is a major question.
01:43Who moves first?
01:44Hamas has previously linked its disarmament to a complete Israeli withdrawal and an end to hostilities.
01:51The group has also indicated that the process of giving up heavy weapons would come later,
01:56depending on wider political conditions, including the establishment of a Palestinian state.
02:02Israel, meanwhile, is demanding the opposite sequence.
02:06First, complete Hamas disarmament, then Israeli withdrawal.
02:10That leaves the two sides facing a fundamental deadlock.
02:14Trump's proposal also includes major humanitarian and political components.
02:19It calls for the immediate expansion of aid, reconstruction of hospitals and infrastructure,
02:25and the reopening of the Rafah crossing under an agreed mechanism.
02:28Gaza would temporarily be governed by a technocratic Palestinian committee,
02:33supervised by an international body called the Board of Peace, chaired by President Trump.
02:39The long-term vision includes economic reconstruction, a special economic zone,
02:45international investment, and eventually a pathway towards Palestinian self-determination and statehood.
02:51But Netanyahu is rejecting that political direction as well.
02:55He has now reaffirmed that as long as he remains prime minister, there will be no Palestinian state.
03:02So despite Trump's plan presenting a framework for disarmament, aid, reconstruction, international security,
03:10and eventual Israeli withdrawal, Netanyahu is drawing a hard red line.
03:15Hamas must fully disarm first.
03:17And until that happens, Israel says its forces will remain.
03:21The result is a new obstacle for Trump's Gaza peace initiative.
03:25A plan designed around phased steps now faces a basic disagreement over the first step itself.
