01:56depending on wider political conditions, including the establishment of a Palestinian state.
02:02Israel, meanwhile, is demanding the opposite sequence.
02:06First, complete Hamas disarmament, then Israeli withdrawal.
02:10That leaves the two sides facing a fundamental deadlock.
02:14Trump's proposal also includes major humanitarian and political components.
02:19It calls for the immediate expansion of aid, reconstruction of hospitals and infrastructure,
02:25and the reopening of the Rafah crossing under an agreed mechanism.
02:28Gaza would temporarily be governed by a technocratic Palestinian committee,
02:33supervised by an international body called the Board of Peace, chaired by President Trump.
02:39The long-term vision includes economic reconstruction, a special economic zone,
02:45international investment, and eventually a pathway towards Palestinian self-determination and statehood.
02:51But Netanyahu is rejecting that political direction as well.
02:55He has now reaffirmed that as long as he remains prime minister, there will be no Palestinian state.
