00:41After years of organizing by immigrant workers and their allies, Massachusetts has enacted the Protect Act, placing new barriers between
00:49state institutions and the federal deportation system.
00:52And while the state cannot prevent ICE from enforcing federal policy, it will now limit state resources federal agents use.
01:00The law requires judicial warrants for civil arrests at schools, childcare centers, healthcare facilities and courthouses.
01:06It limits police questioning, detainers and release coordination, protects guardianship plans, mandates workplace inspection notices, speeds victim visa certifications and
01:17creates a state constitutional claim against federal officers.
01:20Having law in place to prevent ICE from being in some sensitive, we call sensitive location, that is like hospital,
01:30schools, court.
01:32I think this is going to make a difference for people to seek justice.
01:35But the law upholds the controversial 287G agreement with the Department of Correction, keeping Massachusetts as the only Democratic-led
01:45state in the nation with any 287G agreement still in place.
01:49We should not be doing the work of ICE in Massachusetts, period.
01:55And we should not have circumstances where ICE can interfere with people who are going through our criminal justice system.
02:03Earlier this year, Maryland ended every 287G agreement.
02:08Oregon now tracks immigration requests.
02:10Cambridge, Somerville and other municipalities in Massachusetts have barred ICE from using city property as staging grounds.
02:18The law's impact now depends on enforcement and public knowledge.
02:23We should celebrate this accomplishment, but we should know that this is still a lot of work to be done.
02:30We really have to be proactive about it.
