00:26customer, to a $20 billion campus rising on the Georgia coast. This is where the AI build-out
00:33collides with the people living beside it. In Trenton, Ohio, a small city of roughly 13,000
00:42people just north of Cincinnati, residents thought they had done everything right,
00:48organizing as the Woodsdale and Trenton environmental resistance. They gathered signatures for a charter
00:55amendment that would ban any data center larger than 25 megawatts inside city limits. But on Monday,
01:03August 3, the city council voted at a special meeting to reject the petition, ruling it fell
01:10short of the 820 valid signatures the charter requires. The entire dispute hinges on a single
01:18word. Elector. Supporters argue the real threshold is just 128, the number who actually voted last time.

02:36And the reason so many of these battles keep erupting comes down to one resource. Water.
02:43That collision between servers and scarce resources is now playing out in an Imperial County
02:50courtroom in the California desert. The city of Imperial, joined by the Sierra Club,
02:56is arguing that a proposed data center cannot move forward until it undergoes a full environmental
03:03review under the California Environmental Quality Act, known as CEQA. At the heart of the case is water.
03:12Specifically, how much of the region's already stressed supply a thirsty cooling operation would
03:18consume in one of the driest corners of the country? Environmental groups warn that once these
03:25facilities are built, their draw on local aquifers and the Colorado River system becomes nearly
03:31impossible to unwind. The developers insist the impacts are manageable. A judge will now decide
03:38whether the project gets a far harder look. And the pressure isn't only on water. It's on the grid
03:45and on your power bill. Because the sheer electricity these campuses demand has utilities terrified of
03:53being left holding. The bill, according to reporting from Bloomberg, AI data center developers are now
04:01racing to secure billions of dollars in bank-backed letters of credit, financial guarantees long used by
04:08the oil and gas industry. The idea is simple but revealing. If a developer walks away mid-project and
04:16can't pay for the grid upgrades it triggered, the utility can draw on those credit lines instead of
04:22passing the cost to households. There are roughly $10 billion of these arrangements under discussion
04:29right now. With companies like Tara Wolf, a Bitcoin miner turned data center builder. In talks with bankers,
04:38the Trump administration is pressuring operators to fund their own power. And states are watching closely,
04:45with some now writing that principle directly into law. State legislators are moving to lock those
04:52protections in place. In Oklahoma, lawmakers passed House Bill 2992, a ratepayer protection measure that
05:01cleared both the House and the Senate with unanimous votes. Before heading to the governor, championed by
05:08Republican Representative Brad Bowles of Marlowe, the bill establishes clear ground rules for how every
05:15electric utility and regulator in the state must handle the surging demand from data centers.
05:23Cryptocurrency mining, and artificial intelligence facilities. The core principle is that these
05:29massive new users should shoulder the true cost of the power and infrastructure they require,
05:35rather than shifting it onto families and small businesses. Oklahoma is far from alone. More than 30
05:43states have introduced over 300 data center bills this year. Yet even as the rules tighten,
05:49the biggest projects keep getting bigger. Consider what OpenAI just unveiled on the Georgia coast. The
05:57company behind ChatGPT is developing a long-term campus it calls Project Camellia in Effingham County,
06:05near Savannah, a $20 billion investment described as one of the largest in the history of coastal Georgia.
06:13When fully built out between 2028 and 2032, the site is expected to draw a staggering 3.2 gigawatts
06:22of power, enough to rival a major metropolitan area. OpenAI says it will finance the electric
06:29infrastructure itself, provide up to 1,000 megawatts of flexible demand response to ease the grid,
06:36and pour $80 million into local schools, public safety, and small businesses. Supporters see a
06:45generational economic engine. Skeptics see 400 permanent jobs for $20 billion. And it isn't the only mega
06:54campus breaking ground. About 1200 miles to the west, in the ranch country of Shackleford County,
07:02Texas, developer Vantage Data Centers has broken ground on a project of almost unimaginable scale.
07:10Called the Frontier Campus, it will anchor the Stargate initiative tied to OpenAI and Oracle,
07:17spreading 10 single-story buildings across roughly 1,200 acres near Abilene. When complete,
07:24the site will deliver 1.4 gigawatts of computing power across 3.7 million square feet, backed by a
07:33total investment topping $25 billion. Vantage says the campus will create more than 5,000 construction
07:40and operations jobs, with the first facility entering service in the second half of this year.
07:47For a rural stretch of West Texas, it is a transformation measured in gigawatts.
07:54And behind construction on this scale sits an ocean of capital.
07:59Which brings us to the money quietly reshaping the entire industry. Meta, which expects to spend as
08:06much as $145 billion this year alone, is now in talks to lease its excess computing power to the
08:14AI Lab Anthropic in a deal reportedly. Worth up to $10 billion over two years. If it closes,
08:22it would mark Meta's first major customer for the enormous data center capacity it has been building.
08:29Turning a cost center into a brand new business line. Anthropic, for its part,
08:35has been signing compute deals at a dizzying pace. Including a reported $45 billion arrangement with
08:42Elon Musk's company. And its own $50 billion plan to build data centers across Texas and New York.
08:50From an Ohio ballot box to a Texas ranch. The question echoing across America is no longer
08:57whether this build-out can be stopped. But who will ultimately pay for it?
