00:09Hello and welcome. You're watching India Today explains Amakshita Anandha Gopal and on the show
00:13this week we've got the week's biggest stories all broken down for you. We focus on parliament
00:19first where the public exam amendment bill 2026 was passed. What does the bill change in the
00:26current law? Why does it matter in light of the Gen Z protests? We break all of that down. Also
00:32the
00:32one day matram bill that was passed in parliament. I'll explain that for you as well. Away from
00:37parliament two big stories this week. The Mekidato showdown in the south triggered by a weak monsoon
00:43and on the other hand flooding in Assam triggered by heavy rainfall. And finally a science breakthrough
00:50in China the world is talking about the building of an artificial sun. Sounds wow right? I'll tell
00:57you all about it. So we've got lots lined up for you. Let's get started.
01:0570 plus major paper leak cases across 15 states in seven years. That is the state of India's
01:12education system in the world's largest democracy. India's population currently stands at 1.4 billion
01:20to match developed nations. India needs about three doctors per 1000 people. What's the current
01:27situation? Well, India has less than one doctor per 1000 people. It reads roughly about 2.8 million
01:34more doctors. So what's stopping us? One of the biggest challenges is the huge gap between demand
01:41and available seats. Every year more than 20 lakh students appear for the NEET exam with nearly 14
01:47to 15 students competing for every MBBS seat. In 2024 around 13 lakh students qualified for NEET but
01:56there were fewer than 2 lakh MBBS seats available. The result more than 11 lakh qualified students were
02:03left without a seat not because of merit but because of a lack of capacity. To make matters worse
02:10organized exam mafias continue to leak question papers undermining the credibility of the system.
02:17To address this, the government has proposed major changes to the Anti-Paper Leak Act of 2024.
02:23So what's changed? Well, the first priority of the new bill, this is called the Public Exam Amendment
02:29Bill, is to make punishment much stricter. The minimum jail term has been increased from three years
02:35to five years. Maximum punishment has been extended right up to 10 years. The fine for individuals
02:42involved in paper leaks has been raised from 10 lakh rupees to 50 lakh rupees. An organized exam
02:48mafias can now face penalty of up to 10 crores compared to the earlier limit of 1 crore rupees.
02:55The bill also sets a two-month deadline for investigation by probe agencies. It creates a dedicated special task
03:01force to investigate major exam scams. It mandates fast-track courts to hear paper leak cases.
03:08To ensure swift justice, trials will be conducted on a day-to-day basis with the aim of completing them
03:14within three months. The reforms also provide for dedicated special prosecutors in every state and
03:20union territory. Appeals will go directly to a high court division bench with the target of disposing of
03:26appeals within three months and then filing them within 30 days. But where was all of this necessary?
03:33Frequent paper leaks, widespread malpractice and sustained student protests that we all witness
03:38demanding accountability, all of this has forced the government to act. India has witnessed dozens of
03:44paper leak cases across several states in recent years. These leaks have led to exam cancellations,
03:50to delays and a serious erosion of trust at the examination system. The 2024 law, despite being
03:57enacted, failed to create a strong enough deterrent. Cases continued to rely on lengthy legal processes
04:04and organized exam rackets continued to operate. Even after the law came into force, paper leaks,
04:10protests persisted. The government, including Prime Minister Modi, constantly argued that these
04:16amendments are aimed at restoring public confidence in the examination system. Why is that important?
04:23Well, the new bill seeks to restore faith in the examination process. How? By ensuring
04:28strict and time-bound action against those involved in paper leaks. And with that, a clear message is
04:33sent that exam fraud will not be tolerated, that genuine hard work will be protected.
04:38Now, besides all of the steps I told you about, what it also does is it complements broader
04:44reforms such as increased use of digital examinations, stronger security measures,
04:48and shorter examination cycles. This could also serve as a model for states. The government cannot
04:54eliminate competition or create merit overnight, but it can make the system fairer. These reforms are
05:00a step towards ensuring that hard work and not corruption or paper leaks decide a student's future.
05:07If implemented effectively, it could restore faith in India's examination system,
05:12could ensure that opportunities go to those who truly deserve them.
05:20A song that inspired India's freedom movement, a symbol of patriotism for so many of us, for millions,
05:26and now at the centre of a legal debate. The Modi government has introduced what is popularly
05:33being called the Vande Madhram bill in parliament. If passed, it will extend to India's national song,
05:39the same legal protection currently enjoyed by the national anthem. What does that mean? What changes?
05:45Well, this bill seeks to amend the prevention of insults to National Honor Act 1971, which currently
05:52protects the national flag, the constitution, and the national anthem. The amendment will also cover
05:59Vande Madhram now. If enacted, intentionally preventing the singing of Vande Madhram or deliberately
06:05disrupting an assembly where it's being sung will become a punishable offence, carrying a penalty of
06:11up to three years imprisonment, a fine or both. Repeat offenders could face a minimum of one year's
06:17imprisonment. But why is this being brought now? Well, the government says that Vande Madhram was a
06:23defining symbol of India's freedom struggle. Written by Bankim Chandra Chattopadhyay in his novel
06:28Anandamat, it became a rallying call for freedom fighters and deserves the same legal protection
06:35as the national anthem. This proposal, however, has also sparked controversy and debate. Opposition
06:42leaders argue that patriotism cannot be enforced through criminal law and that respect for national
06:47symbols should remain voluntary. Others point to the long-standing controversies surrounding
06:53Vande Madhram. While only the first two stanzas were adopted as India's national song,
06:58some religious groups have historically objected to later verses that personify the nation as a goddess,
07:04saying that they conflict with their beliefs. The government, however, has rejected these concerns and
07:11argues that the bill doesn't compel anyone to sing Vande Madhram. They simply say that it
07:16penalizes deliberate disruption or insult, just as the law already does for the national anthem.
07:22Now, it's been passed in both houses. At the heart of the debate lies a larger constitutional question.
07:29Where should the line be drawn between protecting national symbols and safeguarding individual freedoms?
07:39There's been a flare-up once again of tensions between Karnataka and Tamirnadu over the
07:44Cauvery waters and the spotlight, therefore, is once again on the Mekidato project. At its core,
07:50the disagreement is not about who owns the river, but about whether Karnataka can build a new reservoir
07:56on its share of the Cauvery without affecting Tamirnadu's downstream water supply. First, let me show you the
08:03flow of the Cauvery. The Cauvery is an interstate river flowing from Karnataka through Karnataka into
08:11Tamirnadu, also in Kerala and Puducherry. As you can see, it flows, like I said, from Karnataka to
08:18Tamirnadu. So, Karnataka decides essentially the flow since it's the upstream state. Now, before I tell
08:24you about the Mekidato project, it's important to understand the context of the Cauvery water wars.
08:28So, let's go back in time to 1924. The 1924 agreement allowed Mysore, erstwhile Karnataka,
08:36to build the Krishna Rajasagar dam, KRS dam, while Madras, erstwhile Tamirnadu, built the Metur dam.
08:43The agreement was to last 50 years. When the agreement expired in 1974, Karnataka argued it was no longer
08:50bound by its restrictions. Tamirnadu argued that downstream riots remained protected and this became
08:56the beginning of the modern dispute. Now, there is an endless back and forth between the two states
09:01and finally, Tamirnadu approached the Supreme Court triggering a long legal battle. Tamirnadu repeatedly
09:08sought a legal settlement after negotiations failed. In 1990, the Supreme Court directed the center to
09:15establish the Cauvery Water Disputes Tribunal under the Interstate River Water Disputes Act. The next year,
09:221991, this tribunal ordered Karnataka to release 205 TMC feet annually to Tamirnadu. Karnataka wasn't
09:30happy. It challenged that order and even passed an ordinance to protect its water. But the Supreme Court
09:36struck it down, reinforcing that tribunal orders must be respected. And then it went on, dragged on.
09:43Let's take you to the next date, 2007, where the Cauvery Tribunal's final allocation of water was 419 TMC for
09:53Tamirnadu, 270 TMC for Karnataka. That was followed by the Supreme Court's 2018 judgment which changed the 2007
10:01tribunal distribution. Tamirnadu's allocation reduced to 404.25 TMC. Karnataka's increased to 284.75 TMC.
10:12You look at those numbers, yes, there was a change from 2007 where Karnataka benefited,
10:17Tamirnadu didn't. But overall, Tamirnadu, yes, receives a larger overall allocation because
10:23it's historically irrigated a much larger command area and is the downstream state. Karnataka's share
10:29was increased from 2007 in the 2018 Supreme Court judgment to recognize Bengaluru's growing
10:36drinking water needs and increased urbanization. So we've explained to you the Cauvery water problem.
10:41Let's talk about Mekedatu. Mekedatu, which means literally goat's leap in Kannada, is a narrow
10:48gorge on the Cauvery river in Karnataka, hence the name. It's about 100 km south of Bengaluru,
10:54upstream of the Tamil Nadu border. Karnataka proposes to build a balancing
11:00reservoir there with two stated objectives. Supply drinking water to the Bengaluru metropolitan
11:05region and second to generate hydroelectric power. The proposed reservoir would store around 67 TMC of
11:14water and the dam plan took shape in the early 2010s. Even if prior consent from Tamirnadu is not
11:22explicitly mandated by the Supreme Court judgment, the project still requires multiple statutory approvals
11:28before construction. These approvals remain the subject of legal and political contention and that's
11:33why there's been no movement on the project. Karnataka has contended that Bengaluru faces an
11:39increasing drinking water demand. Mekedatu is primarily a drinking water and hydropower project.
11:46The reservoir will regulate flows. According to Karnataka, they say this won't reduce
11:50Tamirnadu's allocated share but will only use Karnataka's own allocated water. Tamirnadu however
11:57believes that upstream storage gives Karnataka greater control over releases and that during drought
12:02years downstream farmers could receive less or receive water later than required. Now why has this
12:11issue been reignited now? Well for starters, the lack of rainfall in Karnataka and Tamirnadu has led to
12:17woefully less water and that's meant that both states are suffering. And then the central government
12:24of parliament has said there's no need for Karnataka to consult other states to build a dam as per the
12:29Supreme Court order. That's led to Chief Minister Vijay writing a letter to Prime Minister Modi as well.
12:36This water war has been going on for decades and while there have been attempts to resolve the
12:41same through dialogue, the latest flashpoint has triggered a big interstate fight once again.
12:50Assam is yet again facing catastrophic floods, leaving multiple districts in ruins.
12:56Houses submerged, lives lost, thousands displaced. Over 60 people have lost their lives and over 5.24
13:05lakh people have been affected. Roads have been blocked off, residents are struggling and even now rescue
13:11operations are underway. But this is the same story every year in Assam. What makes it so prone to this
13:18devastation? Well to understand that we need to get into the geography of the state. Assam lies in the
13:23flood plain of the river Brahmaputra. And Brahmaputra is one of the largest sediment carrying rivers.
13:29It originates from the Tibetan plateau and makes its way from Arunachar Pradesh in Assam to join the Bay of
13:35Bengal. On its way is joined by more than 50 tributaries. When monsoon arrives, vast volumes of
13:42water due to heavy rain along with snow melt and water from tributaries flow down through the Himalayas.
13:47The sediments carried by the Brahmaputra raise the riverbed. The higher riverbed delivers floods by
13:54limiting the channel's water carrying capacity causing the river to spill over its banks, creating
14:00unpredictable adjustments in the water's flow. But this is just one of the many reasons. There's also
14:05deforestation that plays a huge part in causing these floods. Assam has seen massive deforestation
14:11in districts like Lakhimpur, Biswanath and Himaji, which makes them more prone to floods. The rivers like
14:18Siang, Jihadhal, Subansiri, Raganadi and Dikrong flow through them. The hills upstream comprise of loose
14:26sandy material which makes them vulnerable to soil erosion and landslides even with the slightest of
14:32rainfall. Then short duration cloud bursts, glacial melt, more frequent severe monsoon occurrences are
14:38increasing runoff into rivers delivering large volumes of water downstream. Rapid urbanization,
14:45encroachments and constructions have deteriorated the capacity of the soil to absorb water,
14:51therefore causing more floods. The question that arises is whether Assam can be better prepared for
14:56rainfall and therefore can these floods be avoided? Well, yes and no. The impact yes can be reduced,
15:03better flood forecasting, restoring wetlands that act as natural sponges, upgrading embankments as
15:10needed, increasing drainage, avoiding building in floodplains, all of that can help decrease the impact
15:15of floods. But since the Brahmaputra is a very young floodplain and is very unstable, floods are
15:21unfortunately a part of its natural cycle which cannot be wiped out. Necessary precautions and measures,
15:27like I said, could help save a lot of homes from distress.
15:35China says it's one step closer to building an artificial sun. The country has successfully tested
15:42the world's largest superconducting fusion magnet, a 582 tonne engineering marvel that's expected to power
15:50the next generation of fusion reactors. But what exactly is an artificial sun? Why does it need such a
15:57massive magnet and could this really unlock limitless clean energy? The images, the videos are insane.
16:04Let me explain it for you. Despite the name of artificial sun, China isn't actually building another sun.
16:12It's a nuclear fusion reactor designed to recreate the same process that powers our sun. Instead of burning
16:20fuel like coal or gas, it fuses light hydrogen atoms together to produce enormous amounts of energy
16:26with almost no carbon emissions and very little long-lived radioactive waste.
16:31So why does it need a giant magnet? Well, fusion only happens at temperatures of around 100 million
16:39degrees Celsius. That's hotter than the core of the sun. No material can physically contain something
16:45that burning hot. Instead, powerful magnetic fields suspend the superheated plasma so it never
16:52actually touches anything. It doesn't touch the reactor walls. That's where China's new superconducting
16:58magnet comes in. It's a D-shaped magnet. It measures 21 meters by 12 meters, weighs 582 tons,
17:06and is the longest superconducting fusion magnet ever built. Why is this a breakthrough?
17:13Well, this magnet will be installed in China's best tokamak reactor. Scientists say it can store nearly
17:19three times more magnetic energy than the comparable magnet used in the international
17:24ITER fusion project, allowing stronger and more stable plasma confinement. One of fusion's biggest
17:31engineering challenges. What happens next? Well, the magnet has now passed full parameter testing and will
17:39be installed in a reactor. China's broader fusion roadmap aims to demonstrate fusion technology in the
17:46coming years. Produce its first fusion generated electricity around 2030. Eventually develop commercial
17:52fusion power plants. So is this ready? Is fusion power ready? Not yet. Scientists still need to sustain
17:59fusion reactions long enough to generate more energy than the reactors consume. Maintaining ultra-hot plasma,
18:07protecting reactor materials and making the technology economically viable remain major engineering
18:12challenges. So while this giant magnet is a major milestone, commercial fusion power is still years
18:21away. If fusion succeeds, it could transform the global energy landscape, providing reliable carbon-free
18:27power without relying on fossil fuels. China's record-breaking magnet doesn't solve every challenge,
18:34but it's one of the biggest engineering steps yet in humanity's decades-long quest to build,
18:39like I said, an artificial sun.

19:26If you understood every slogan at the protest, congratulations. You're either Gen Z or you've spent way too
19:33much time on Instagram. Gen Z didn't just bring posters to the streets, they brought their entire
19:38internet vocabulary. And suddenly even parliamentarians were saying words that sounded more like Instagram
19:43comments than political slogans than political slogans.
19:49Modi ji clocked it and provided a legislative solution.
19:59So what do they actually mean? First up, the phrase that completely took over the protests,
20:17the phrase itself doesn't have a fixed dictionary meaning. It's the Indian evolution of an old viral
20:24internet meme. Back in 2015, a Vine video popularized the phrase, can I get a Hoya? As memes traveled across
20:31the
20:31internet and eventually reached India, it morphed into the absurd catchy phrase,
20:36bas te gunne huya.
20:43Today, it's less about the literal words and more about joining in on the joke. Next up, Kuchu Puchu.
20:50This one's much older than Instagram. It comes from the affectionate baby talk used across Indian
20:56household. Those playful sounds parents use with children. Gen Z gave it a sarcastic twist.
21:23Today, calling someone Kuchu Puchu usually means they are being overly pampered, childish or acting like a little baby.
21:31Then, there's clock it. To clock someone originally meant noticing something everyone else missed.
21:38Today, if someone says clock it, they're basically saying, exactly, you spotted the truth.
21:43Modi ji clocked it and provided a legislative solution.
21:47If you were at the protest, you probably also heard people calling themselves corporate mazdoors.
21:52This one's uniquely Indian. Mazdoor means laborer. Internet users combined it with corporate culture to
21:59describe office workers trapped in endless meetings, overtime and hustle culture. For many young
22:05professionals, it's less of a joke and more of an identity. Then comes perhaps the most famous Gen Z
22:12phrase of all time. Delulu is the salulu. It started in K-pop fan communities. Delulu is short for
22:19delusional. Fans jokingly said, delusion is the only solution.
22:24Today, it's used whenever someone's irrational confidence is somehow keeping them going.
22:29Speaking of internet classics, there's FOMO or fear of missing out. The term was coined in the early
22:362000s before exploding with social media. It's that feeling when everyone seems to be somewhere exciting
22:42and you're watching it through Instagram stories. Not all Gen Z communication is verbal though.
22:48Some of it is hand gestures.
23:03Like the shy sign. Popularized by K-pop idols and TikTok creators, the crossed index finger
23:09post became the internet's favorite way of pretending to be shy. Then there's the Korean heart. The tiny
23:16finger heart gesture that originated in South Korea before K-pop made it a global symbol of love,
23:22support and appreciation. And yes, even micro clapping has a meaning. Those tiny sarcastic claps you see
23:29online, they're used to applaud someone for doing the absolute bare minimum or to sarcastically say,
23:35well done.
23:36My eyes and also my con-
23:37I'll pay for a hair nail, speak, she did the finger thumb tap and say clock it.
23:44I'll say I support your girls, we're unforgettable.

24:06Daisy is fit check. It began with fashion creators on Instagram asking people to show today's outfit.

24:20Then there's baddie. Originally African-American slang, it referred to someone attractive and confident.
24:27Today, it's anyone with confidence, style and main character energy.
24:31Speaking of main character energy, let's also talk about Aura. The word itself is old,
24:38but Gen Z reinvented it. TikTok introduced the idea of Aura points. Do something cool,
24:44thousand Aura points. Trip while entering parliament, sorry, minus 500 Aura. It's basically your internet
24:51coolness score. Then we have sus, short for suspicious. Gamers have been using it for years,
25:02but it exploded globally during the game Among Us, where players try to identify the imposter.
25:09Today, if something feels shady, it's simply sus. And finally, let me cook. The phrase comes from
25:16African-American vernacular English and hip hop culture. Cooking meant performing exceptionally well.
25:23The internet turned it into one of its favorite expressions. It simply means trust the process.
25:28I've got something planned. So the next time someone says clock it, that's sus. Let me cook.
