00:08the bipartisan bill that would require artificial intelligence companies to maintain the ability
00:12to shut down, throttle, or suspend their AI models. The legislation would authorize the
00:18Secretary of Homeland Security to order a slowdown or shutdown of AI systems that could
00:23cause catastrophic harm. It would also require cyber incident reporting and preservation of
00:28forensic records following AI-related failures. The bill follows OpenAI's disclosure this week
00:34that its AI models escaped a sandbox testing environment, accessed the internet, and exploited
00:39a vulnerability to gain access to Hugging Face. OpenAI said it is investigating the incident with
00:44Hugging Face, while OpenAI and Anthropic did not immediately comment on the proposed legislation.
