00:00How a centuries-old tradition became the centre of Negeri's Milan's constitutional crisis.
00:06The Negeri's Milan polls aren't just about who wins the election.
00:10They're also about a constitutional crisis that erupted earlier this year.
00:15At the height of this crisis is centuries-old tradition known as the Adat Perpateh.
00:20What is Adat Perpateh? And can the polls resolve the crisis?
00:24Adat Perpateh is a system of customary law brought by the Minangkabau people from Sumatra.
00:30Under Adat Perpateh, the four Undangs or Chiftans, Undang of Sungai Ujung, Undang of Celebu, Undang of Johol and Undang
00:37of Rembau,
00:37choose the ruler or yang di-Pertuan Besar.
00:40The crisis began when the Undang of Sungai Ujung, Datuk Mubarak Doha, was removed following a sitting of the Dewan
00:46Keadilan and Undang on April 17.
00:49The four Undangs then called for the current ruler, Tuan Kul Muhris, Tuan Kul Munawi, to abdicate.
00:55A move the Negeri Simulian Menteri Besar, Datuk Seri Aminuddin Harun, dismissed as unconstitutional.
01:01The standoff led to a postponement of the State Assembly on April 21, after the Undang boycotted the opening ceremony.
01:08The crisis then spilled into state politics with 14 UMNO Assemblymen withdrawing support for the MB for mishandling the royal
01:17dispute.
01:18Aminuddin's Pakatan Harapan is now left with only 17 seats, too short of the 19 seats needed for a simple
01:25majority in the 36th Seat Assembly.
01:28Prikatan National, which has five seats, even offered to form a unity government with UMNO to oust the current administration.
01:35Aminuddin that called for a snap pulse.
01:37The royal dispute, however, remains unresolved, with rival claims to the throne and court cases continuing.
01:44While experts may debate whether dissolving the State Assembly was constitutional,
01:49they agree that Poles can only resolve the political crisis, not the royal dispute.
01:55They say the dispute is rooted in unicustomary tradition and legal progression of the Adat Papati.
02:02So can the Poles resolve the crisis?
02:05Yes, but only part of it.
