Chicago cop Robert Malone (Fred Williamson) is in the Philippines, ostensibly to learn Interpol techniques. Before he can even leave Manila airport, his wallet is stolen by a pickpocket. Malone endures a strained relationship with his new partner, Kevin McCall, as the evidence surrounding the stolen wallet draws them both deeper into a web of intrigue.
