00:10Day 1 of the monsoon session, reflecting the mood across the country,
00:14this monsoon has been rather stormy. What am I talking about?
00:17Over the next half hour, I'll give you a sense of the showdown inside the Parliament.
00:21Yes, we've seen the protests that have rocked the streets of the national capital
00:25but we're going to give you a sense of why we saw endless disruptions protests
00:28inside the Parliament as well.
00:30Those updates coming your way along with the big contentious delimitation bill
00:36that's expected to come up in Parliament.
00:39Is the DMK for the first time going to be backing the NDA on a bill that's divided the South?
00:45We'll give you a sense of what really they've had to say
00:47and how the Congress is choosing to react to this
00:50because the DMK said we're going to refuse any attempts by the Congress to hold talks with us.

01:08But before that, let's get you a big breaking news that's coming in right now
01:12and this is to do with the protests that have rocked parts of the national capital today.
01:16Now, Delhi police is all set to register multiple FRs in this particular case.
01:22Source is telling us here on India today that FR will be registered over stone pelting
01:28by some of the protesters on the streets of the national capital
01:31that even led to police personnel being injured.
01:34A handful of cops were also injured as a result of stone pelting.
01:38Each one of those individuals who resorted to pelting, who resorted to violence,
01:43in what was considered to be an otherwise peaceful protest,
01:46will be identified and they will be booked by the Delhi police.
01:50Source is confirming to us here on India today that the process is underway
01:53to identify each one of those disruptive protesters
01:56who resorted to attacking some of the police personnel on ground.
02:01There were, yes, incidents of mild lati charging.
02:03Nobody was really injured in those incidents.
02:05But there's video footage and that's on our screens right now of cops who were injured.
02:10And these police personnel maintain that they were injured as a result of stone pelting
02:14by some of the protesters who the cops say targeted them directly.
02:20Now the information we have is that an FR will be registered against all those who resorted to violence.
02:25In a day or two, those who resorted to picking up stones, targeting cops will be identified
02:31and they will be booked for attacking police personnel.
02:35Remember, at this point, in pockets of the national capital,
02:38there are still a handful of protesters.
02:40In other parts, it's been fully dispersed.
02:43All of the protesters have dispersed.
02:46There is, in fact, additional security cover that's been put up.
02:49But what we can confirm for you is that traffic movement is also continuing
02:54in most parts of the national capital.
02:56It's peak Monday evening, rush hour.
02:58But we can tell you that the cops are doing everything they can to control the situation
03:02and ensure there's minimum inconvenience to Delhiites.
03:04We'll continue getting you those details.
03:06But as promised, let me first tell you what's happening inside parliament.
03:09It started off with Prime Minister Modi's message once again appealing to the opposition
03:14to let business take place, to have a constructive monsoon session.
03:18Did that happen?
03:19Not really.
03:20Every time the House was coming together in session,
03:25it would be adjourned in a matter of minutes with non-stop sloganeering and ruckus playing out.
03:30It's a familiar script, unfortunately, for us every time there is a session in parliament.
03:35Let's give you a sense of what's played out on day one.
03:48Fireworks inside parliament on the very first day of the monsoon session.
03:54The opposition stormed the well in both Lok Sabha and Rajya Sabha,
03:59raising slogans and displaying placards in protest against the government.
04:08Just before the session began, Prime Minister Narendra Modi had called for fact-based logical debates.
04:15Modi also took a whale swipe at leader of opposition Rahul Gandhi
04:20while praising Skyroot and India's growing space capabilities,
04:24saying he was referring to 28-year-old youngsters and not any 56-year-old.
04:29This is a Skyroot start-up, the young people are working on the job.
04:37I told myself that their whole team's average age is only 28 years.
05:00Later, amid the showdown in Lok Sabha, Speaker Om Birla appealed for calm
05:04and urged members to allow the house to function.
05:07But the request fell on deaf ears.
05:33When the house convened again, the chaos continued.
05:38Amid the din, Law Minister Arjun Ram Meghwal introduced the Supreme Court Judge's Amendment Bill 1956.
06:01The opposition, however, was formed on its demand for a discussion
06:05on the alleged Ram Mandir donation theft and the paper leak.
06:34With 19 sitting scheduled in the monsoon session till August 13,
06:39the coming days will test whether Parliament delivers legislation and debates or more disruptions.

06:52So, as always, the start of the monsoon session was, of course, with the Prime Minister's address to the nation
06:58and also an appeal to his colleagues in the Parliament to cooperate,
07:04to work together for the benefit of the nation.

11:05whole day it was adjourned but the government was not ready to make a statement or reply because
11:10honorable prime minister was there in the house in luksoba when we started to raise this issue when
11:15he left in the morning after paying obituary references and others and the education minister
11:21himself was there and the government is not ready to care about the opposition and we therefore only
11:27we were agitated with it because the lack of students are protesting outside youth are protesting
11:35outside and the parliament needs to be a needs to have a discussion on that subject which is making
11:42them to be agitated parliament is a place where the representatives of the people discuss the people's
11:48issue so the government is not ready to allow that to happen therefore only this six adjournment
11:53happened today six six times the house was adjourned in the luksoba and it is very unfortunate the
12:00government is not ready to allow the opposition to have a say in it in parliament and leader of
12:05opposition rahul gandhi ji himself was that to raise that issue till two o'clock and we continue we will
12:13continue to raise that issue now today also and tomorrow also when the house come is reconvened we
12:19will raise that issue but mr manikam tagore on one hand you're saying you know the government is not
12:23letting you raise these issues there was an all-party meeting in which just a couple of days ago the
12:27government seemingly did that outreach to the opposition even now the protest that you're referring to by
12:32the cjp there's been a meeting with the government with union minister jp nadar the delegation has
12:37met with him so the government says look we're open to dialogue on every single side we've asked
12:42for a productive discussion in the house that's why we held the all-party meeting
12:49it is very unfortunate this namesake meetings namesake discussions is not going to solve the government has
12:58to understand that the proposition whole opposition party wanted discussion on paper leak and we want
13:06action on the education minister the government is refusing to accept that thing 152 paper links
13:13has happened in fast past 10 years as leader of opposition rahul gandhi ji put it correctly in
13:18therefore we are very clear that this needs a thorough discussion and that should be accountability also
13:24without accountability they are the first thing they are not ready to discuss it and because they
13:30know in that they will we will ask for accountability and the minister we will be asking for his
13:34resignation both the things they are not allowed they are blaming the opposition that we are
13:39disturbing the house we are not disturbing the house we are asking for a discussion on a very
13:43important topic where the youth of india is agitated so what you're suggesting that mr tagore is that
13:48we're going to see more of the same tomorrow that there will be no business these disruptions will
13:52continue the ruckus will continue in the house because you're saying we'll raise these issues the
13:57government says we're open to a dialogue but not in this manner so then what's expected tomorrow sir
14:06today these developments today the whole city is the parliament area has been cordoned off lati
14:12charges happened hundreds of students has been youth has been beaten up and even
14:21this kind of uh this kind of uh lati charge around the parliament street was a parliament near to the
14:26parliament all the gates have been closed and even the mps were not allowed to go outside also in the
14:32from the gates from jay chowk and other areas to the toward the parliament street also the for this issues

14:40will raise it tomorrow tomorrow morning there is an opposition leaders meeting has been called by
14:45urgent opposition leaders meeting for 10 o'clock has been called by kargenji therefore we will
14:50discuss in that meeting and because 23 parties takes place participate in that meeting we decide what is
14:56the strategy we should adopt tomorrow morning and we are very clear that this issue is a very important
15:03issue in india and for the past two years the the leader of opposition rahul gandhi in the floor of
15:09the house outside the floor of the house with the public has been raising it and he wants he has
15:14given
15:14he is not only raising that issue and he is asking for solutions also and the government is not ready

15:19discuss about that thing that is very unfortunate that we will force the government tomorrow morning

16:06broader uh common issues towards uh towards the country which the country is facing and particularly
16:14this issue of neat and uh paper league there are positions taken by the political parties therefore we
16:20feel that common uh strategy needs to be evolved we are not running a government we are running a we

16:26trying to have a coordinated effort in the floor of the house therefore uh if uh 23 parties are
16:31together therefore we are happy that normal congress is back into the those kind of meetings which
16:38usually you know sometime back uh they were not they were not part of it now it is a very
16:44good thing that
16:45we welcome that tmc is part of that meetings in the morning and we all hope that we will all
16:51work
16:51together to have a common strategy because mr modi and amisha are not ready to talk to have discussions
16:59i'll don't allow the parliament to be as a place where discussions take place they only want to build
17:04their ideas into the parliament and we are very we need to have a coordinated effort that is our idea
17:10we are trying to do that for the past many years in the opposition but mr tagor mr tirichi siva

17:16the dmk was asked today if the congress attempts to hold a meeting with you will you agree the dmk

17:21very clearly that even if a meeting is called we will not agree to attend that meeting ultimately is
17:27the congress paying the price for choosing an alliance with the tvk over the dmk that in matters like
17:32this where you need cooperation in parliament with 22 mps the dmk is not on your side and your outreach
17:39is being snubbed sir let the delimitation bill comes we we don't want to jump into it now we are
17:48if the same bill is coming the same people who voted against them how they will take a stand let
17:53us wait and see we hope that april 17th was the day when the when all of us voted down

18:12party is very clear in our fight against the discriminatory delimitation bill and this unfair

18:28hope that they won't change it we will we have a lot of respects that they will not change their
18:34stand on that issues the issue is a very serious issue and we are we all hope that we all

18:49delimitation process okay we'll see sir we'll see if the dmk chooses to back you or not but as of

18:55it doesn't look like the dmk is willing to back the congress on any issue not just delimitation

19:49state is racing to prepare for a worsening crisis i'm leaving you with this report by sagaraj
19:58karnataka is staring at drought after one of its weakest starts to the southwest monsoon in recent years
20:04june ended with a massive 42 percent rainfall deficit making it the fourth driest june in the
20:10state's last 50 years out of karnataka's 31 districts 21 have recorded severe rainfall deficiency
20:16delaying sowing shrinking reservoir levels and leaving thousands of farmers anxious about the months ahead
20:23the state government has sought central assessment or the drought situation when the farmers are hoping
20:30that there might be some kind of relief from both state and the central government much before
20:36it is a blown out drought situation in the state and everything depends upon the progress of the
20:43monsoon if at all if they can recover or will they have a better agriculture season
20:51for many here the crisis extends far beyond crops with grazing lands drying up and water resources shrinking
20:57livestock owners are struggling to feed and protect their animals

21:19horticulture farmers say months of hard work have yielded little leaving them with poor harvests falling

21:37with the situation worsening chief minister dk shivakumar has directed deputy commissioners across the state
21:46to prepare for a possible drought and step up contingency measures but even as farmers battle the weather
21:52politics has taken center stage the congress and the opposition are trading charges over who is
21:58responsible for the state's preparedness honorable chief minister mr dk shivakumar had visited kalburgi
22:06last tuesday and he had reviewed the situation the drought situation in the entire in that region of
22:13all the seven districts government is working towards the drought situation but the bjp the opposition have
