Just a day after veteran minister Paul Papalia called time on his 19-year political career, the race to replace him is heating up. The by-election in Secret Harbour is expected to bring local issues to the fore, with housing and transport topping the local council's priority list.

00:18It's why the local council is hoping a by-election to replace retiring cabinet minister Paul Papalia could bring a
00:24few sweeteners,
00:25especially as work associated with the AUKUS Submarine Pact ramps up.
00:30What we would like to see is more investment and unlocking of industrial supply type land so that people can
00:36live and work within Rockingham.
00:38A day on from the Labor stalwart's announcement, the parties have switched into campaign mode.
00:43The government framing its pitch around its $100 fuel support payment with more than 470,000 West Australians applying for
00:51the money within a week.

01:06A lot of the places where they're expected to do relatively well are on the outer suburbs of all the

01:11And Secret Harbour is about as outer as you can get in Perth.
01:15Another major issue is Karnap train station, which was meant to be built here, but was shelved in favour of
01:22building Lakeland station about five kilometres south.
01:25The government insists it's still committed to building a station here, but many of the locals I've spoken to say
01:32they feel let down.
01:34That promise hasn't been delivered.
01:35Their demand is there and in the future that's only going to intensify.
01:40Labor MPs will vote on a replacement minister on Friday when Paul Papalia is expected to formally resign from parliament.
