00:12we're looking at the 6,700 crore Mumbai Pune link that looks something like this today.
00:20So much of money is spent, one wonsoon shower and the link is shut. What exactly is it? Is
00:28it an engineering failure? Is it bad quality of products? Use or both? How exactly could this
00:35really happen? We've got reporters on the ground from that very link joining us to really explain
00:40the truth behind the story. Talking about roads, let's talk about cars on the roads because government
00:47has now cleared 100% ethanol fuel for older vehicles as well. Does that mean your vehicle
00:54is at risk? Well, if you know for the past one year, ethanol has been mixed in 20% capacity.
01:02So it's 20% ethanol, 80% petrol that has been going in in our cars. A lot of the
01:06cars are now going back
01:08again and again to the mechanics. Something is off. Is it really ethanol? We've got a full
01:14explainer on the program for you along with some tips what to do if your vehicle has been going bad
01:22or how to prevent the corrosion either. And then number three story on the program. We've got
01:28hospitals. In fact, one particular hospital in Indore that exists only on paper. Not a single bed,
01:37not a single room, not a single brick is in there, but 87 employees are drawing salaries full time out
01:45of that non-existent hospital. This is a story that can happen only in India, perhaps. So we've got
01:51you a ground report. But first, as always on Five Live, let's take you through quickly the top headlines

07:43is that strong opposition to Champath Rai and Anil Mishra. According to sources, significant opposition was
07:50witnessed regarding the names of Champath Rai and Anil Mishra during the trust meeting. Several
07:55members even expressed their displeasure with both individuals during that meeting. The atmosphere of
08:01the opposition was such that many members even avoided interacting with them. A serious and tense
08:06atmosphere prevailed during the meeting regarding the issue, you know, concerning the two really,
08:11the Chandachori that we've been reporting that happened in Ayodhya Temple, one of the biggest
08:16temple fights that we've seen, the conversation that has driven elections, the conversation that has

09:06the chief of Ram Janma Bhumi Teeth Shethra Trust leading it and Kamal Nayan Das's counterpart is
09:12also right inside that particular premises and you can expect as per the sources that the trust
09:18members are quite angry with all those and the views of embezzlement of donations of Ram temple even
09:23they are claiming that is not done in the name of Lord Sri Ram. The faith of the devotees has
09:29been broken
09:30and we have to ensure nothing like this must happen in this time again. So that's something
09:37which is very crucial that's happening right over here in this particular meeting. The biggest
09:43point of this particular meeting is, you know, that particular thing of resignation of Chhampath Ryan

11:21people who sort of believe so deeply in the temple and their faith now being blown up with this corruption
11:32angle.
11:36All right moving on to the other big story we are tracking. Every monsoon, Maharashtra blames the rain
11:42but is the rain really the problem or is it exposing the state's biggest infrastructure failures? The latest
11:50flashpoint is a 6,700 crore Mumbai Pune expressway missing link. Hailed as an engineering marvel when it
12:00opened barely two months ago, today it stands shut from 4am amid heavy rain as authorities race to restore connectivity.
12:12After relentless overnight rain, the landslide sent debris hitting tunnel 6 and shutting the link
12:19completely. The 6,700 crore Mumbai Pune missing link was inaugurated just two months ago as one of
12:27India's highest, biggest highway engineering project as well. So what happened here really? The downpour
12:35loosened the hillside debris sending it crashing into the retaining structure. The wall wasn't strong
12:41enough to take the impact causing the wall near the Mumbai bound tunnel to give way. The corridor has
12:47now been shut as a precaution with safety inspection underway, raising fresh questions over whether this was
12:53simply nature's fury or whether the country's newest mega project failed its very first monsoon test.
13:01A project built to showcase modern engineering now facing uncomfortable questions after its very first
13:08monsoon. Was it an avoidable natural disaster or did the rain merely expose the weakness in design,
13:16construction, drainage, slope protection or perhaps all of it? Were the warning signs ignored? Was the project
13:24pushed to completion before it was truly, you know, truly monsoon ready? And were monsoon risks underestimated?
13:31And perhaps the most important question of all, who answers for the 6,700 crore of your and my taxpayers'
13:40money
13:42has fallen flat, failed within weeks of opening?
13:52Vithya now joins us for the very latest from that Mumbai-Pune link at this point. Vithya, take us
13:59through what exactly happened here. You know, highways generally are designed to withstand heavy rainfall.
14:05So how could this collapse really happen? We are not talking about an earthquake that could shatter the
14:11very foundation. We are looking at regular rainfall, right? So does it point at this point, you know, moment towards
14:19engineering failure? Is it a construction failure? Is it a quality control failure? What exactly is it?
14:29In like an engineering failure, though, this was an engineering marvel that it had been when it had been inaugurated.
14:35It was touted as an engineering marvel. But if you look at it, you know, there are right now there
14:40are people
14:49All right, we seem to be missing that link there with my colleague, but let's try and reconnect.
14:57Let's try and reconnect and see what exactly happened over here. So what she was trying to tell us there,
15:01Vithya, was that it seemed to her at the moment, an engineering failure that did not calculate
15:07for a proper retaining wall that could withstand any kind of rainfall in this case.
15:14So there you go. That's the status at the moment. The Mumbai-Pune missing link inaugurated just weeks ago
15:21with an expenditure of 6,700 crore actually now being washed out by the very first train.
15:35But this isn't just about one expressway. The Mumbai-Pune rail corridor has also been hit
15:40with service suspended after heavy rain. The Mumbai-Goa highway has also been cut off from
15:46the Kashigiri Ghats following another landslide. And inside Mumbai, the human cost continues to mount.
15:53A woman lost her life after a tree collapse on empty road. Six people were killed when a three-story
15:59chawl came crashing down in Markund. 63-year-old died in Kurla after another tree collapse.
16:05A 18-year-old was killed in Goregaon in a similar tragedy. That's just how cheap life is.
16:14Roads flooded. Highways blocked. Trains disrupted. Buildings collapsing. Trees uprooted.
16:21And lives lost due to why? Due to the monsoon. Every year, the images change. But the question remains the
16:30same.
16:30Has Maharashtra truly learnt any lessons from previous monsoons? Governments change. New parties are formed.
16:38Some parties break away and form a new party. But the problems, they don't seem to disappear,
16:43regardless of who's in power. Are infrastructure audits happening only after disaster strikes?
16:50Is disaster preparedness limited to weather alerts while citizens continue to pay the price?
16:57Because when roads crack, walls collapse, trains stop, and lives are lost every other spell of
17:04heavy rain. The biggest question is no longer about monsoon. It is about accountability. It is about
17:11governance. And whether Maharashtra is prepared for a rainy season that arrives every single year.
17:18What exactly will the Chief Minister say to all the families of those who have lost their lives,
17:24thanks to regular rain.
17:51Maharashtra is bearing the brunt of monsoons.
17:54Torrential rains have thrown life out of care, water logging, traffic snarls, landslides
18:02and citizens stranded.
18:04The maximum city is facing maximum mayhem.
18:10Low lying areas across Mumbai are submerged.
18:13Streets in Chembur, Kurla, Andheri and Dadar have turned into reverse.
18:18Incessant rains continue to lash Mumbai leading to several deadly accidents across the financial
18:23capital.
18:24A portion of a three-story chawl collapsed in Mumbai's Maan Khurt killing five children
18:30and one women.
18:30This is the ground police.
18:58Yesterday two people including 18-year-old had lost their lives in tree collapse.
19:02Railway tracks at several stations have been waterlogged, disrupting Mumbai local train operations.
19:09The situation of highways and expressways is not any better.
19:12The Mumbai Pune Expressway and Old Highway have been partially closed due to landslides
19:17and flooding in the guard sections.
19:20The missing links section, unveiled just months ago, suffered a landslide.
19:25It is the same story every year but no resolution to the flood situation.
19:29Now Mumbaikers demand answers.
19:32How many more monsoons will take it for the financial capital to get permanent long-term flood solutions?

19:45To another story that's causing mayhem really.
19:48India is in middle of its biggest fuel transition yet.
19:52It's been a year since E20 but not everyone is happy.
19:56Let me start with the basics here. E simply stands for ethanol.
20:01E20 is the petrol sold across India today.
20:04And 20% ethanol, 80% petrol.
20:07It's been the standard blend at pumps nationwide for over a year now.
20:12Now ethanol itself is an alcohol-based fuel made by fermenting sugarcane, corn or other plant material.
20:20It is renewable, it is biodegradable, it burns cleaner than pure petrol as well.
20:24Now India wants to push that number even higher.
20:28We all want cleaner air, don't we?
20:30But there is a catch.
20:32The government now has officially notified standards for E22 as well.
20:3825, 27, even E30 fuel.
20:41That same green liquid just has a bigger share in the tank.
20:4722%, 25%, 27% all the way up to 30%.
20:51And it does not stop there because the Union Road Transport and Highways Minister, Nitin Gatkari,
20:57has announced legal recognition of 100% ethanol as a fuel.
21:04The government is now pushing flex fuel vehicles, cars and bikes built to run on much higher ethanol blends like
21:12E85, even pure E100.
21:15Now this flex fuel version of the Maruti Suzuki Wagon R has already run on 100% ethanol.
21:22And Gatkari has already confirmed that companies like Toyota, Suzuki, Hyundai will bring out the E100 capsule sort of capable
21:32vehicles within the next two months.
21:35Now the timing you'll see is not a coincidence.
21:39Global oil prices remain unsustainable.
21:42Tensions in the Middle East keep threatening supply chains.
21:46And India's crude import bill keeps climbing up.
21:49So the government, you might say, is doing one thing that it can control.
21:54Growing how much ethanol goes into the tank.
21:56So on paper, this is a clean energy story.
22:01Lower emissions, support for farmers since ethanol comes from the crops like sugarcane and less dependence on imported oil.
22:10India's ethanol industry also has surplus capacity right now.
22:14And with global energy markets this jumpy, the government wants independence sooner rather than later.
22:19As of this year, E20 fuel is sold at nearly 90,000 fuel stations across the country.
22:24Newer cars and two wheeler vehicles from Maruti, from Suzuki, from Honda, TVS, Hero, Tata, Hyundai, all are built to
22:32run on it.
22:33The problem is everything already on the road before that was not.
22:40What do I mean by that?
22:42Now here is something most drivers still get wrong.
22:46Many assume, and this is a mistake I did, so I really want you to learn from it.
22:52Many assume that paying extra for the premium petrol, you know your XP95, your Power95, your Speed97, buys them cleaner,
23:03even lower ethanol fuel.
23:05That's what even the petrol pumps will tell you by the way, I was told.
23:07But it does not.
23:08Because an RTI reply confirmed that premium grades carry the same 20% ethanol as regular petrol.
23:18The only fuel however that is actually ethanol free is 100 octane petrol like XP100 and that comes at a
23:27real price premium as well.
23:29Not even available everywhere.
23:31So today, at the pump, there is really just two choices.
23:35E20 or ethanol free 100 octane.
23:41Now so for vehicles never built for higher ethanol, the issues are physical, not theoretical.
23:47Ethanol absorbs moisture faster than petrol and that moisture can corrode the fuel compounds and also different other components damage
23:56the rubber parts.
23:58All of that can happen over time.
24:00Stuff that we are already hearing about.
24:03Ethanol also, remember, carries less energy than petrol, which shows up as lower mileage.
24:10One Volkswagen Vento owner saw mileage drop from 10 kilometres a litre to just 6.3.
24:17And that was on E20.
24:19Push the blend up to 30% and the gap only grows.
24:23And he's not alone.
24:25There have been multiple accounts on social media who claim that their vehicles have suffered engine damage,
24:31sometimes even permanent, due to being forced to run on ethanol blended fuel.
24:38This is a real problem.
24:40The government's answer to all of this is the balance sheet.
24:45Data shared in Parliament shows that between 2014 and December 2025,
24:50the ethanol blending programme saved more than 1,63,000 crore rupees in foreign exchange,
24:57replaced over 277 lakh metric tonnes of crude oil and cut close to 832 lakh metric tonnes of carbon emission.
25:09Farmers have been paid more than 1,43,000 crore rupees through the programme.
25:14So it's good economics, according to the government.
25:19But is it really good for you and me?
25:22For the government, yes.
25:24In a fairly straightforward way.
25:26Billions saved on oil imports, a boost for domestic agriculture, right?
25:30A new industry around biofuel.
25:32For a consumer, the answer is not as clean.
25:37Ethanol is doing real good for the country's energy bill and its farmers.
25:41But is it really doing right by our cars, already sitting in your garage?
25:46That's a question nobody seems to be addressing.
25:50And the government has not fully answered that yet.
25:56India has decided whether it wants to go with fuel, whether it's still unclear, however it seems,
26:03on whether Indian vehicles, Indian infrastructure, Indian drivers are even ready for that pace.
26:08And we are not hearing enough from the government.
26:11So today, for you, for our five live viewers, I have a pro tip.
26:16Next time, you go to the petrol pump, you go to the fuel station, ask for petrol additives.
26:26Ask for something like this.
26:29These are to be added along with E20 to your fuel.
26:34Sometimes it comes in a bottle like this, it's just called Adon.
26:39And sometimes in smaller sachets like these.
26:42These are said to be anti-corrosion and they don't claim that they will do no damage at all,
26:51but at least they will help with reducing the impact of damage that the moisture in ethanol is causing to
26:59your car.
27:01Now, remember, they are available.
27:04They are not very expensive.
27:06One bottle will cost about 200 rupees for this one.
27:08One packet that goes with every litter, if I'm not wrong, will cost, again, not much, just 10 rupees.
27:15But you have to ask for it.
27:18Because your guy who's filling in the fuel for you does not really know, perhaps does not even care.
27:25So you have to be vigilant and add this petrol additive to your tank.
27:31Also, another pro tip.
27:33Some people say that after you keep ethanol or E20, let me put it that way, stable for a very
27:40long time, it separates.
27:43That's why they say if you're using E20, it's a good idea to take your car out if it's standing
27:49for too long.
27:50If it goes beyond two to three days, please ensure it's going out for a ride.
27:54Also, they say it's a good idea not to do a full tank because it, again, gives it some room
27:59to move so that it keeps circulating and there is no separation.
28:03Yes, that's the good old Indian Jugar one really has to do.
28:07While the government still makes up its mind on how to deal with damage on cars and vehicles due to
28:14E20.
28:17All right, having understood that, let's move on to the other big focus we have for you on the programme
28:22today.
28:23Now, imagine being posted to a hospital that does not exist.
28:27Not because it was shut down, not because it was damaged, but because it was never built.
28:34Welcome to Indore's so-called Coast Hospital.
28:38Approved in 2020, the 100-bed civil hospital still has no land, no building, not a single brick laid.
28:48Yet on paper, it is functional.
28:51Not just functional, 87 posts were sanctioned.
28:55Doctors, nurses, technicians were transferred there for years.
28:59In fact, the latest posting was made just last month.
29:03So where did the 87-sanctioned staff actually go?
29:07Doctors, nurses, paramedical staff were deployed to other government hospitals across Indore
29:13and posted at Sanchivni clinics as well.
29:15And they were never working at this hospital, this ghost hospital,
29:19because the facility was never really built.
29:22The government maintains there are temporary arrangements that will continue until the land is allotted,
29:28but the biggest losers are not employees.
29:31They are the 3 lakh residents of the area.
29:37From places like Bicholi, from places like Kajrana,
29:41from places in the nearby area where there is no other hospital.
29:46They are waiting for this hospital as because they were promised six years ago
29:50that there will be a place that will cut down the overcrowding of hospitals that take place in the metros.
29:58A hospital without a building, staff without a workplace, and patients without healthcare.
30:05The government, however, says there is no ghost hospital, only a project delayed by circumstances.
30:12According to Madhya Pradesh Health Minister Rajendra Shukla,
30:15the biggest hurdle has been finding suitable government land in a densely populated urban area.
30:22Until construction begins, the sanctioned staff has been deployed to other government hospitals,
30:26according to him, and Sanchivni clinics as well, with the assurance that the hospital project is still very much alive.
30:34Perhaps only on paper.
30:36But the explanation raises even bigger questions.
30:39If land was never available, why were 87 posts sanctioned?
30:44Who continued issuing transfer orders to this hospital that has no building?
30:48That simply does not exist.
30:50Who was tracking the project's progress over the last six years?
30:54Why did no one raise the alarm earlier?
30:56And ultimately, who owns the responsibility for a promise that exists only on paper, but not on the ground?
