00:00The Marchian Association of Cubans residing in Panama and six other Panamanian civil society organizations
00:05filed a formal complaint with the Office of the United Nations High Commissioner for Human Rights
00:10against United States President Donald Trump, Secretary of State Marco Rubio, and Secretary of War Pete Hesed.
00:17The complaints hold triumph and other senior U.S. officials responsible for crimes against humanity,
00:23genocide, and other grave violations of international law against populations in non-America and the Caribbean,
00:29and especially the Cuban people.
00:31The document demands justice and an end to the harassment of sovereign nations.
00:37This initiative reforms the enduring legacy of Cuban national hero José Martí
00:42and demonstrates active solidarity in the face of imperialism.
00:53Well, we didn't file the complaint against the United States.
00:57We filed it against U.S. Secretary of the State Marco Rubio, U.S. President Donald Trump,
01:04and Defense Secretary Pete Hesed for alleged crimes against humanity.
01:12It has three dimensions, a political one, a legal one, which we hope will move forward through
01:22the appropriate legal terms, and a communicative and symbolic one.
01:28This is important because these individuals, especially Secretary of State Marco Rubio,
01:38have been dreading this in piercing an aggressive policy toward the countries of Latin America.
01:54Humberto Pérez, President of the Association of Cuban Residents in Panama,
01:58outlined before the United Nations the three main pillars of the complaint
02:03filed against President Trump, Rubio and Pete Hesed.
02:12First, what happened in Venezuela.
02:15They allegedly carried out a military operation
02:21during which 32 Cubans and several Venezuelans were killed.
02:27Second, the alleged extrajudicial execution of both operators.
02:34They were killed at sea without prior identifications, intelligence analysis,
02:41interrogations, or any legal proceedings against them.
02:45And finally, the issue of the U.S. blockade on Cuba,
02:50which has intensified in recent years,
02:53including restrictions on oil supplies
02:55that have contributed to Cuba's energy crisis.
02:59The situation in Cuba is serious.
