00:02There are 12 recommendations that have been handed down in this report today.
00:06This was a parliamentary inquiry that held three public sittings and received lots of
00:13written submissions in addition to those public hearings.
00:16Some of the recommendations that have come out today is one around people who are banned
00:22in one section of the care economy should be struck off from working in another.
00:27Another key recommendation was around mandatory reporting for, in particular, so changing
00:37the Crimes Act to ensure that anyone who is caught as a provider or anyone who's caught
00:44working with people with disability within the National Disability Insurance Scheme and
00:48committing offences regarding exploitation, abuse or neglect is held accountable for that.
00:56Lots of mandatory reporting measures as well around people who are, or providers I should
01:02say, providers who are seen soliciting or receiving kickbacks as well.
01:08And a lot of recommendations around greater sharing of information between key agencies
01:16so that they are better able to identify people who are committing fraud and non-compliance and
01:22then penalise them.
01:23Any recommendations about conflicts of interest and workers?
01:27Yeah, this is a really interesting one.
01:29It's something that many advocates have talked about to me as a reporter over the years, saying
01:34that there's nothing really out there preventing people from providing one participant.
01:40For example, multiple services.
01:41So, an example with this might be someone is your support coordinator, so that is a job
01:48where they actually find you the different supports that you need as a participant, but
01:52then they could also be your plan manager, and that is the person who is receiving, forwarding
01:57on and paying your invoices.
02:00So, a conflict of interest there.
02:02And so, there's a recommendation to stop those conflicts of interest across the scheme.
02:07And then, in addition, we've heard a lot about exploitation with workers, and so workers
02:15basically being forced to ensure that they are on a public register, this is for care workers
02:22in particular, and that their qualifications and prerequisites for doing their job are listed
02:28as well, so that people can have greater oversight over the kinds of qualifications of the people
02:33they're employing.
02:33What's the government had to say in response?
02:36The NDIS Minister, Jenny McAllister, has said that the government will take the recommendations
02:43seriously and is considering them.
02:46It says that a piece of draft legislation that is currently being looked at through a separate
02:55Senate inquiry at the moment has some of these really key measures in place to tackle fraud,
03:01and that getting that legislation through will mean that it can better do its job.
03:07That also, that the government is working towards cracking down on fraud and has already started
03:13to do a lot of that work.
