00:00Even though the president told us we would see the details of that Iran memorandum later this week,
00:05Axios managed to get their hands on the 12 points that are part of the plan.
00:08Earlier reports said it was a 14-point agreement, so we'll see if there are two bonus points
00:15floating around out there when more official details roll out. So what's actually in or
00:19not in the document? Here's The Post's Washington reporter, Caitlin Dornbos.
00:23The U.S. has not formally released the text of the document, but according to our sources and
00:29leaked versions of the document, at least, we can say that the memorandum does address
00:38the start of nuclear talks. It does address Iran pledging never to pursue a nuclear weapon,
00:45but it doesn't address a lot of the specifics that U.S. officials have been telling us will be
00:51ultimately dealt with in a final deal that will be hopefully signed by the U.S. and Iran after a
00:59series of 60 days of negotiations that will start after the Friday signing of the document at a
01:05ceremony. Now, remember this document that still hasn't been released was signed electronically by
01:11the U.S. and Iran on Sunday, so we're still figuring out a lot of the details anyway.
01:20What's not in the document is a pledge for Iran to get rid of its enriched uranium. There is a
01:29portion
01:29in there that says that the U.S. and Iran will discuss what to do with the enriched uranium,
01:37but it doesn't explicitly say that that uranium will absolutely be destroyed and or removed from
01:43Iran. It also doesn't say anything about Iran's ballistic missiles. That's been a massive
01:52security concern for Israel for years. It also doesn't address really any concrete,
02:04formal concessions that Iran will have to make, just the opportunity for those concessions to be
02:12discussed in the future. Memorandum described that the U.S. will waive sanctions on Iran regarding
02:19its oil sales, allowing it to recoup massive amounts of money for selling its oil that has been not only
02:27sanctioned in the past, but also over the past weeks have been targeted with the U.S. blockade
02:35on Iran. That blockade also will be lifted as part of this agreement. Now, Iran will have to reopen
02:42the Strait of Hormuz and not charge a fee for that process, at least for 60 days. But the agreement
02:50in text actually gives Iran authority over the Strait. They will be the ones required to reopen the
02:58Strait. So you're actually giving more control, really, to Iran over the waterway, kind of implicitly.
03:06The memorandum also paves the way for the creation of a $300 billion fund to rebuild Iran. Vice
03:12President Vance has suggested that that would be funded by Iran's neighbors in and around the Gulf.
03:16And another thing that doesn't seem to be in the deal is regime change. President Trump weighed in
03:22on that issue during a meeting with Qatar's leader on the sidelines of the G7 summit. Now,
03:26you talk about regime change. I never cared about regime change. It's never important. But back in
03:31February, President Trump said this. Do you want regime change in Iran? Well, it seems like that would
03:37be the best thing that could happen. Critics of the deal have already begun asking how all of this
03:42is an improvement from the state of things before the war began.
03:46So, you're looking for long term, we also are looking for it to conclude. Let's do it.
