00:00Retired Lieutenant Commander, Maritime Security Consultant,
00:05former Director of the National Coastal Surveillance Radar Centre
00:08and political leader of the NTA, Norman Dindial, tells the TV6 Morning Edition.
00:14The state of emergency is not a crime-fighting strategy
00:18and argues it has already failed to effectively address crime,
00:23questioning why a third extension is even necessary.
00:26He believes the move amounts to a deflection from the real issues.
00:31An SOE is not a strategy.
00:35Anytime any country goes to an SOE,
00:39it means that the normal systems has failed.
00:43And that hasn't been brought out to the public.
00:45You're going and telling, you're accusing,
00:47you're actually diverting and deflecting on the real issues.
00:52He stresses that there must be a clear plan for what happens after the state of emergency.
00:59We have people arguing that the police service needs tools,
01:02but a tool without a plan is just a prop.
01:06You have to have a proper plan to go with what you're doing.
01:10So emergency powers and emergency regulations is easy, you know, Marlene.
01:14That's the easy thing.
01:15What is hard is emergency thinking.
01:18Commander Dindial further warns that if the judicial process remains clogged,
01:24the country will continue spinning top in mud
01:27as offenders continue to adapt and operate with impunity.
01:31You have people being detained and what I like to call it,
01:34you're giving them 90 days vacation plan.
01:37It's a 90 day vacation plan and then you're coming back to the Trinidad and Tobago public
01:42and with the Parliament and asking to give them another 90 day vacation plan.
01:46There's no consequences.
01:48The criminals are seeing there are no consequences for their actions.
01:51Nicole M. Romany, TV6 News.
