12:18warnings in the
12:19region did release
12:20a slew of watches
12:22and warnings in the
12:23lead-up to those
12:23flash floods but
12:25those offices are
12:25also missing some
12:26key staff members
12:27according to the
12:28nws website several
12:30leadership roles and
12:31meteorologist positions
12:32in those offices are
12:33vacant and according
12:35to reuters the
12:36meteorologist once in
12:37charge of coordinating
12:37warnings with local
12:39officials at the san
12:40antonio national
12:41weather service office
12:42paul yura accepted an
12:44early retirement offer
12:45from the trump
12:45administration earlier
12:47this year that has
12:48led to the top
12:49democrat in the
12:50senate calling for
12:50an investigation tonight
12:51into federal staffing
12:53cuts and shortages at
12:54the national weather
12:55service which has
12:56been hard hit by
12:56personnel cuts under
12:57the trump
12:58administration though
12:59there are questions
13:00and it may not have
13:01significantly affected
13:02the forecast and the
13:03warnings for this
13:04historic and deadly
13:05flooding oh so she
13:07admits the truth there
13:08at the end notice how
13:09she saved it to the
13:10very end it may not
13:12have affected what
13:13happened here which it
13:14didn't okay and we're
13:15gonna get into that

13:53outlining it they issued
13:55the flash flood watch 12
13:56hours in advance the
13:57warning three hours in
13:58advance contrast that to
14:00the estes park flood back
14:02in 76 in colorado it
14:04killed 144 people same
14:06kind of channeling of
14:07water with stalling
14:08thunderstorms the first
14:10flood warning was not
14:11issued to three or four
14:13hours after the flood
14:14was going on so uh that's
14:17absolutely they were all
14:18ready for it they
14:19understood their duty and
14:21a lot of the guys that
14:22work in these weather
14:23service offices they look
14:24at themselves the same way
14:25as people um you know
14:28that are in the army that
14:29they're trying to you know
14:30help their country and they
14:31did a great job with this
14:33uh you know but how do you
14:35get that warning out at
14:361 30 or 2 in the morning
14:38and you've got to
14:39understand folks this area of
14:41texas from del rio to west
14:42of the metroplex is known as
14:44the flash flood alley okay
14:46kerr county 1987 july 16th
14:49had the same thing the
14:50guadalupe river went out of
14:52control medina texas a dying
14:54tropical storm dumped 48
14:56inches of rain then the next
14:57day went up to shackleford
14:59county and dumped 30 inches of
15:01rain your daughter goes to a
15:02m i grew up down there my dad
15:04went there i can remember
15:05tropical storm abbey came in
15:07in 64 the darn brazos river
15:09was a mile wide that's how fast
15:12the water comes up in texas
15:14and it's any mountainous area
15:16this will happen we had it
15:18here in pennsylvania johnstown
15:19flood july of 77 12 to 16
15:23inches of rain in a six hour
15:25period and broke all the dams
15:27around johnstown there's a
15:28disaster this is part of what
15:31happens with the majesty of the
15:33atmosphere it's capable of doing
15:35things and you have a lot of
15:36people that don't understand
15:37that but of course they always
15:40accused it's climate change
15:42it's climate change it's

15:49it's been going on for over a
15:51hundred years because i believe
15:52there was also another flood
15:53that happened in the same area
15:55in cure texas uh like almost a
15:58hundred years ago i believe it
15:59was like 1930 something same type

17:58stages and heat waves and then the
18:00washington post looked at it what was
18:02the time period that they looked at
18:03that essentially they found that we're
18:05in a cooling period that the earth
18:07over the past x amount of years and this
18:11was like a very inconvenient discovery but
18:14they had to report the data and kudos to
18:15them for doing that scientists have
18:17captured the earth climate change over
18:19the last 485 million years here's a
18:21surprising place we stand now

18:25and you see we're in a cooling period
