00:00The concerns expressed by Tengku Makutaf Pahang, Tengku Hassanal Ibrahim Adam Shah about the
00:06Armed Forces' planned training activities near the state's islands are valid and must
00:10be respected, says a constitutional expert.
00:13One Ahmad Fauzi Wan Hussein of International Islamic University Malaysia said it was disrespectful
00:18to claim that Tengku Hassanal's decree was unconstitutional as such claims misunderstood
00:23the Crown Prince's constitutional role.
00:25He said that Tengku Makutaf Pahang can be entrusted with certain responsibilities by the ruling
00:30sultan under the constitution of Pahang and that the decree referred to governance procedures
00:35for military training activities within the Pahang Sultanate's territory.
00:39On May 24, Tengku Hassanal ordered the Armed Forces to seek and obtain prior consent from
00:44the Sultan of Pahang before conducting military training and exercises in the state, citing
00:49concerns over Pahang's islands, ecosystem, flora, and fauna.
00:53Wan Ahmad Fauzi said critics must differentiate between military actions under the Federation's
00:59security and defense powers in List 1 of the 9th Schedule of the Federal Constitution and
01:04military training activities.
01:06He added that state rights cannot be set aside and likened the issue to police action, saying
01:11it would be wrong and unconstitutional for police to break down a private home's door for
01:16training purposes.
